Public Works Minutes 1996 10-21-96 A I4 r a L '- UNITED CITY OF YORKVILLE Committee Minutes - Public Works Date of Meeting: October 21, 1996 Location: 111 W. Fox Time Convened: 6:33 P.M. Time Adjourned: 7:53 P.M. Attendees: Mayor Bob Johnson Jeff Spang Jerry Lynch Jim Nanninga Art Prochaska Jim Stafford Joe Wywrot r - 1.) Leaf Plow Mayor Johnson wanted to explore what else could be done with the leaves. If perhaps the City could afford to go through town once with a vacuum or a leaf rake, in addition to the regular scheduled pick ups. Oswego started using their rake this week. - Yorkv doe&n-4t,cuar-ently v a truck-ghat Clswego's leaf plow will mount to.' Oswego-Etas twtrru"ms.F �, with curb and gutters. For the vacuum, you need a covered truck. Plowing is probably the best way to go but then the residents need to sweep their leaves out into the street. Some of the older streets are very narrow, there are some concerns with sweeping the leaves in the street. Stafford would like J.T. to call a couple of vacuum companies, try to get a demo. J.T. and Stafford will meet in Oswego and look at their plow and see how it works. Will want to advertise for at least one week prior to trying something. Get some direction on Thursday at COW about buiid ng a plow. 2.) June, July, August, & September Water Reports - Take to City Council on Thursday. 3.) Sid Chatman Driveway, 215 Elizabeth - Wywrot had pictures that were taken today. Chatman agrees that the driveway had cracks before the City used it, but the are larger now. Driveway does slope to the storm sewer. Sorenson said that the Cat was only parked on the driveway once. Chatman would like some help with an overlay. J.T. doesn't think we caused any additional damage. There were blow out holes in the driveway in this same area from a field the that runs through his yard. J.T. said the City has always repaired blow out holes before. Wywrot has estimated the cost at approximately $1200 total. Wywrot recommends gett ing some quotas. Chatman has offered to half it with the City. Have Dan write up a release. Stafford recommends cutting a check to Chatman and let him get the driveway fixed. 4.) YBSD Intergovernmental Cooperative Agreement - Adjustment were made. Fee is $10,000. Payment will be reviewed each year before May. Do cost analyst each year. Take to City Council. ZO'd d0£ = LO 96-90-AON - Page 2- 5.) Water Meter Policy - Resolution to accept policy. Nanninga has faxed this to Dan. Dan may have to change it a little. Will have something for City Council on Thursday. 6.) Additional Business Pot Hole Survey - J.T. said he won't be able to start this until the end of the week. Will start by Mill and Orange Streets. Spang suggest J.T. calling and letting them know what we are going to be doing. There is a major pot hole at the bus entrance. J.T. has a list. Strips on Center Parkway - Would like J.T. to put down strips to show where the lanes are. J.T. said he will take care of this. Park Bench -- If it is in, J.T. will have someone go pick it up. Fox Hill - Received letter from fox Hill, Mike Cap. Mike is requesting approval for units four and five. Unit four is southeast. Unit five is southwest. City will arove once they have apRwrot ved plans for Rt. pp 34, that the State and City agree with. Lights - has talked with the electrician. Electrician told him to talk to Gap. This is going back and forth. White Oak - Wywrot has sent letter to Mike Steck. He hasn't heard back yet. Safety Policy ; J.T. met with Bliss Agency. They have made some recommendations and J.T. wants to go with this. He has gotten suggestions on reprimands. All Public Works employees have been issued hard hats and glasses. More glasses have been ordered. They have proper gloves, safety vest, and rain gear, orange and yellow. J.T. will have signatures from employees within a month. Bliss has also suggested some training. Edmeier Sewer - Looking at possibly going down Van Emmon. If they go down Van Emmon, what happens to the plan that City and YBSD paid for? How will it effect the plan if they don't go down Hydraulic? 36" line going 1.5 miles. Now they are looking to go down Hydraulic. They understand that it is the best way to go. Deuchler has redone the plan and now they feel that 36" line is the best way to go also. They will use concrete, the water will flow better. Edmeier will have plan this week. Prochaska is against spending any money on this line. 'The City needs $2.5 million in repairs that the City does not have the money for.
