Public Works Minutes 1996 10-07-96 f UNITED CITY OF YORKVILLE Committee Minutes - Public Works Date of Meeting: October 7, 1996 Location: 111 W. Fox Time Convened: 7:05 P.M. Time Adjourned: 8:50 P.M. Attendees: Mayor Bob Johnson J.T. Johnson Jerry Lynch Jim Nanninga Art Prochaska Jim Stafford Joe Wywrot Discussion 1 .) Street Capital Improvement Program - There are a lot of streets in Yorkville that are in need of repair. Wywrot has looked at the water main projects schedule and would like to work in the street repairs when the water mains are being repaired. Pavia-Marting did a street repair report in 1995. Prochaska would like Spring and Liberty streets looked at and repaired. Since the 1995 Pavia-Marting report these streets have greatly deteriorated. Prochaska does not think things should just fall off the list if the City does not get a grant to do the repairs. J.T. thinks that even though some of the streets are in worse conditions than others, there may not be nearly as much traffic on those streets. Wywrot would like to spend the $100,000 yearly. Stafford would like to proceed as if we are not going to get the grant. Prochaska would like a street maintenance policy. Prochaska would like to see the report updated. County just got in their crack patching machine last week. City is not going to repair Blaine Street this year. Will wait until next year and rebid it in the Spring. Might be able to get better rates. Wywrot suggest doing some seal coats this year. This will help hold streets together and will be more economical than a overlay. Wywrot thinks that everyone needs to be able to agree on the list. Also need to address some driveways. Once a single family residence becomes a multi-family residence, then the property should be brought up to code. All multi-family residences are suppose to be inspected once a year. 2.) White Oak Subdivision Sidewalks - Wywrot has plan. Dan thinks the final plat doesn't show plan. The plan was shown on deeding the property to a Homeowners Association. Stafford would like to know who is going to be taking care of the open green areas. If these areas are being donated to a Homeowners Association, J.T. would like to see the titles to those properties turned over the Homeowners Association. He is concerned that the properties will be sold at a later time, and they are not buildable lots. Prochaska would like to know who the Homeowners Association is. Stafford suggest insisting the developers put sidewalks on both sides and to build the trail system. Then they can come back to the City with an offer. The homeowners down next to the river do not want sidewalks, they really wanted the ZO"d AQT : Tn QR-T7-'100 - Page 2 - road to be a private road but that could not be done because of the railroad tracks. Road had to be made public. Wywrot thinks that if sidewalks go in down there that they should be on the same side as the home. Three of the homeowners have agreed to put in sidewalks, but on the opposite side of the street. City is going to require them to put in sidewalks as per plat, but for their convenience they will put the sidewalks on the south side. Wywrot will send Steck a letter. 3.) Water Meter Policy - Bills should be collected before occupancy permit is issued. When a water bill is changed to a different person, LouAnn gets all the new billing information, address, phone, etc. Prochaska would like to know if there is a way to make sure all bills are paid up to date before occupancy permit is issued. City doesn't issue a building permit until all bills are paid current. There needs to be a policy to check if there are any unpaid bills before permit is issued. Need to pass a resolution. 4.) Additional Business Safety Policy - Stafford would like to put together a Safety Policy. J.T. said he holds a safety meeting every Friday. Prochaska would like to find out about a seminar on trainin . Prochaska would also like the safety policy passed out and signed o9f on. Stafford thinks that maybe each employee should be issued their own safety equipment and be requested to sign for it, that way everyone has the equipment and can not come bacfc and say they never got it. Stafford would like a list of equipment that each employee should have. Purchase equipment that the City does not already own. Vehicles should have a safety inspection. Bring back to next meeting. Street Light Budget - J.T. said budget is about shot. Approximately 40 new street lights have been added. This has raised the electric bill to about $2000 per month.
