1 .) Sidewalks - White Oak Subdivision - Final plat of White Oak
Subdivision show sidewalk on one side only. A trail system was
suppose to go in around the outside perimeter of the subdivision.
There was suppose to be a homeowners association. The developers
were going to donate the green areas, the trail, and the club house.
The club house has been sold and converted to a single family
residents. A homeowners association never came to be. Sidewalk
has been put in on both sides of the street where there is a home.
The homeowners on River Birch Lane do not want a sidewalk put in.
The City has been asked to repair/replace the sidewalks that are in bad
shape. Prochaska doesn't think that the developers should be
responsible for this. He thinks it should go into the 50/50 sidewalk
replacement program. When the club house was sold and converted
to a single family home the use of the property changed and should
fall under the current subdivision control ordinance. There is a public
right-of-way along that property to the common green area. The
common green areas can be made into a non-building retention area.
Then if someone was to build in that area the City would have the
right to remove it. If the trail is not going to be put in the City will
require a sidewalk on both sides. The homeowners of White Oak need
to be notified that they need to establish a homeowners association by
a certain time or they will not get some of the amenities they might
have thought they were going to get. Need to have a date because
the developer needs to know. Need to talk with Dan and find out
what is required of the developer. Steck has made an offer to fix the
sidewalks and split the cost of the sidewalk at the club house.
2.) IEPA Loan Pre-Application - Wywrot received a call from Duchler.
Duchler does not recommend waiting. The pre-application is only to
tell the City if they are on a list for consideration. The pre-application
does not in any way commit the City to anything. The City can
decide not to accept the money. All the amounts are estimates.
Committee recommends to go ahead with the pre-application. Take
to COW.
3.) Street Cut Policy - Prochaska would like a policy for anyone that is

going to disturb a City street. Spang thinks the person/people should
e bonded. The City does require that they be bonded. Prochaska
thinks they should have the blacktop or repairs lined up before the cut
the street. At least then if the blacktop company does not show up
the person/people that did the street cut can say they said they would
be here on this date. J.T. said he will take care of this.
4.) Blaine Street Driveways - Mr. Monroe is asking for thoughts on his
driveway. He has a very steep drive. The curb ramp helps to keep
them from bottoming out. Wywrot thinks that a cut will only make it
worse. The ramps are a hazard when snow plowing. They cause
problems with drainage also. The curb ramps were not approved by
the City of Yorkville. Wywrot will send Mr. Monroe a letter to let him
know that the City will not be able to help him in this matter. Or help
with any costs. There is an ordinance against the curb ramps. Spang
would like a copy of the letter.
5.) M.F.T. Expenditures - Spang is concerned with the amounts of
limestone used and what the limestone was used for. J.T. said that
the general fund never has enough money to cover the amount of
stone he needs. He uses M.F.T. funds to purchase part of the stone.
They City has used 1650 tons of stone. J.T. said some of the stone
was used at the Riverfront Park some was used for the storm sewer.
Wywrot will call and get a book stating what M.F.T. funds can be
used for.
6.) Additional Street Work - If there are excess funds why aren't they
being used. If the money stays in the bank then there should be
$70,000 by May. To use M.F.T. funds the work has to be approved
by Idot. . Wywrot would like to get ahead of the game and have all
the repairs approved by Idot.
7.) Additional Business
Tree City - Tom Hargraves has approached the City. He would like to
see it become a tree City. This would encourage the residents to
plant trees in the parkway. He will help with the funding. Oswego,
Sugar, Grove and Plano are all tree Cities.
Public Works Pay Increase - Pay increase is due in November.
Stafford would like to have reasons/recommendations from the
department head in writing to justify the increases.
