Public Works Minutes 1996 08-26-96 t t' UNITED CITY OF YORKVILLE Committee Minutes - Public Works Date of Meeting: August 26, 1996 Location: 111 W. Fox Time Convened: 6:30 P.M. Time Adjourned: 9:00 P.M. Attendees: Jerry Lynch Jeff Spang J.T. Johnson Joe Wywrot Art Prochaska Jim Stafford Bob Johnson Discussion: 1 .) Blaine Street Bids - This was at COW. It was tabled because it was over budget. $81,900 is the amount that was budgeted. Some of i the repairs could be done at a later date. Right now City s about $12,000 short. Regular maintenance fund should come from Motor Fuel Tax. Wywrot said City could do Blaine Street up to the eyebrow where it turns into State Street this year. Then the rest could be completed if the City found extra money. City crews could do some of the work like pavement removal. They can not do the paving because you really need a paver to keep it level. Prochaska suggest stopping at the State Street eyebrow and look at it again next fiscal year. Wywrot said he will need to borrow $5000 from the sewer maintenance fund. Take to COW. 2.) Dates for September Meetings - Meeting scheduled for Monday September 9, 1996 at 7:00 p.m. A second meeting is scheduled for Monday September 23, 1996 at 7:00 p.m. The second meeting will be cancelled if there is no need to have it. The 7:00 p.m. time is on a trial basis. If the meetings last past 9:00 p.m. then meeting times will go back to 6:30 p.m. 3.) Sewer Connection Fees - Single family residents will be charged $2000. Having questions on what to charge for mulit-family residents and commercial. Currently for commercial units the City has been charging so much per drain. Prochaska would like to know how neighboring communities that have turned the sewer over to another company bill: J.T. is concerned with industries. Higher fees will help discourage dirtier industries. Wywrot recommends 9200 per drain or $2000. Allowing five drains. $2000 being the minimum charge. Talk to Dan on these amounts, multi-family will be charged $2000 per unit and $400 per drain and for commercial $400 per drain. Take to COW. 4.) Burning Ordinance - Need to make sure chipping and pick-ups are in place. Mayor Johnson would like to have this in place this fall. Stafford recommends chipping and brush pick-ups four times a year. Stafford thinks pick-up will average about S5000 per pick-up. ZO-d dbZ=50 96-01-das f - Page 2 - Stafford would like to know what type of equipment is being used when the City is getting bids on the chipping The equipment being used will decide on how much time it will take. Stafford thinks it might be a good idea to keep the one ton dump truck. J.T. will get the cost together and also the cost if City crews do it. Spang thinks Dan should just remove number two of the codification 411 A2 and add number two from the new ordinance that Dan has been working on. City will need to make public statement on prohibiting burning of leaves, weeds and grass. Mayor Johnson would also like to have something in the October newsletter. 5.) Brush Pickup Cost - Stafford will have some final numbers together for COW. Stafford thinks it will cost approximately $5000 per pick up. Money is not in the budget. City crews could pick up brush and take it out to Hammond. TCD will do leaf pick-up at $1500 per pick up. City is adding two pick-ups in the fall and one in the spring. Mayor Johnson would like to try it this fiscal year. By next spring we should know if we can afford a chipper. Wywrot will talk with Dan. 6.) Street Light Update - J.T. said some of the street lights are still out. Spring and Terry is still out. Someone was gardening in their back yard and cut through the line. Line has been spliced together but the connection is not good enough to make the lights burn. J.T. will give a list to the Police Department and ask them to check on third shift. Mayor Johnson would like to get this taken care of. The City is starting to get alot of complaints. 7.) Crack Patching Update - J.T. spoke with Fran over the weekend. The County had to turn in there old crack patching machine to get the new machine. They are expecting the new machine soon. Fran likes to do patching when it is cooler because it seems to work better. It might not be done until October. Spang suggest maybe buying into the machine with the County. 8.) Elizabeth Street Swale - They are into the 36 inch part of the line. Could put in a manhole or deflect in that area. Spang is concerned with Dolph Street just north of Washington, there is no where for water to go. J.T. said that nothing wil( be left flat. Wywrot said they will need to cut and fill in some places. J.T. said they will be working on the swale this week. Spang would like J.T. to remind the City employees that they, need to try to stay within the easements. J.T. thinks they do and if they need to go outside the easement they usually make a verbal agreement before they do it. 9.) Jetco/Water Tower Painting Bill - Spang noticed that there were several places on the water tower where the top coat did not cover the primer. Spang thinks that if an untrained person can notice this that it should have not been signed off on for payment. Wywrot has been in contact with Jetco and they said they had their most inexperienced person on the ground. Jetco will be submitting a proposal on what they plan on doing. Spang thought we had paid £O-d dbZ=So 96-Ot-des - Page 3 - Pavia-Marting to inspect the tower. Mayor Johnson would like this checked into. Jetco still needs to fix the red light at the top of the tower. Prochaska recommends holding the remainder of the payments until tower is fixed. 10.1 Additional Business - Pre-Application - This is for the EPA Loan. Brief description and approximate cost have been submitted to the EPA. Need to work on ideas for repaying the money. Wywrot plans on working with DCCA with rate study. Road Cut on Sunset- This has not been done yet. State Street - Only have the money to go from Hydraulic to Van Emmon on State Street. Just do the base. Put on final payment next year. J.T. feels this is realistic. Fox Hill - In Fox Hill there are some major pot holes. Wywrot will call on this. These are not City roads. Park Bench - J.T. thinks the bench has been ordered. Trash Pick Up in Countryside Green Areas - Mayor Johnson recommends a Community/neighborhood Clean up. Residents Lawn Mower - Some type of stake was left in a residents. Homeowner went over it with lawn mower. Mower is messed up. There is a safety issue also. He also had a tree/bush in an easement. If he had of known the City needed to go through the easement he would have moved the tree/bush. Since the City came through the easement the tree/bush has died. He would like it replace.
