Discussion:
1)Sewer Connection Fees-Joe's 6/28/96 memo didn't include Tri-City area(St. Charles, Geneva,
Batavia). Jerry felt that those cities are not similar to Yorkville, and shouldn't be compared to.
Yorkville in 1996 is where Geneva was decades ago. We need to increase the tap-on fee to help
pay the $2,600,000 needed for sewer repairs. General feeling that increasing the fee will not slow
down residential growth. IEPA will not accept tap-on fees as a dedicated revenue source to repay
the loan. We need to back tap-on fees with other revenue, such as user fees. Jeff Spang proposed
to raise the fee to $2500 to pay of the debt faster. This would also protect us in slower economic
times, since we are projecting 100 building permits per year for the next 20 years. Art Prochaska
said that the work has to be done -he's in favor of increasing the fee,but perhaps not as high as
$2500. Are current developer's aware of the proposed increase? The new fee would apply to
existing developments as well as future developments. Jerry Lynch wants builders to know that
$900 goes to YBSD. We will continue to collect separate checks for YBSD. Jeff Spang proposed
to obtain 3%loan from IEPA,then collect a higher interest rate on it before spending it for -
construction-let the interest help pay for the work. There was some concern that this wasn't legal
-Joe will ask Dan Kramer to check on this. Committee voted to raise Yorkville's sewer tap-on fee
from$200 to $2000. Joe will prepare memo for review at the 8/15/96 COW mtg.
2)Leaf burning ordinance- TCD suggests 3 pick-ups this fall: one in October and two in
November. Can't pick up on Nov.30th. Jerry Lynch asked if Yorkville Mulch would take ours for
free. General feeling that they wouldn't because their mulch is treated and made from only certain
species of trees. J.T. was requested to get prices on a new chipper purchase and can contracting
brush pick-up. Chipping in-house is very time consuming. Consensus of committee was to
contract for chipping,but still get prices on chipper purchase. Regarding the proposed ordinance,
the committee voted to delete the phrase "approved area" from and add the phrase "lawful use of
tobacco" to the sentence describing what is exempt from the ordinance. Joe will ask Dan Kramer
to get the revised ordinance on the 8/15/96 COW agenda.
3)Nest PW meeting will be held on 8/26/96 at 6:30 P.M. at 111 W. Fox Street.

4) Additional Business :
a)Jeff Sprng asked for status of Rolling Heights. JT said that the light isn't operating yet,
and the bench is on order.
b)There are still several street lights out in Countryside and Ward 1. JT is aware of
them.
c)JT talked to Larry Cooper about patch at 907 S. State St. PW will take care of this.
d)Center Parkway landscaping will be finished very soon.
e)Elizabeth Storm Sewer-Landscaping work was done today.NIGas to be out
tomorrow lowering gas main. Mayor asked that this item be placed on every PW
agenda until work is complete.
f) Several street patches and potholes need attention(Walnut/Bristol, E. Main,
Liberty/Spring)JT will talk to Fran Klaas about crack-filling.
g)Art asked for the Park Board to make a recommendation about rental of park facilities,
such as Riverfront Park.
h)Weeds are high in ditch behind OTs Tap -JT is aware.
i)Blaine Street bid opening is tomorrow at l lam. Committee approved sending this
straight to 8/15/96 COW agenda.
j)We have received the proposed final plans for Game Farm Road watermain. Committee
approved going to bid on this project.
k) State Street overlay-Widening and base patching to be done in-house. Joe will prepare
bid documents for an overlay to be funded by MET.
i)Engineering review and inspection fee ordinance-Joe will ask Dan Kramer to get final
version on the 8/15/96 COW agenda.
