Discussion:
1 .) Water Main Extension - Game Farm Road - The School District has
requested the City to move up the Game Farm Road project. Game
Farm Road is in the five year plan to be done the third year. The
second year project is Van Emmon. J.T. feels that Van Emmon can
withstand to wait another year. Prochaska would recommend do to
Game Farm Road this year. If Game Farm Road is not done this year,
then the school will be delayed. The City has asked for some
property along Rob Roy Creek be donated to City Parks and a road to
get to this property. Schmanski said it will take approximately one
month for the engineering and design. Engineering and design will
cost $8794. This will be a not to exceed contract with as bu+Its.
There is a cost difference in the two projects. Get figures to Mayor
Johnson before COW. Make recommendation at COW to switch two
projects and approve engineering fees.
2.) Project Updates - Street Lights - J.T. said it will be at least a week
before the street lights are lit. Waiting for ComEd. ComEd has had
problems because of the rain also. Elizabeth Street Storm Sewer -
Still a weather problem. Countryside Parkway Patch - J.T. said the
might try to do the patch where the water main broke on Tuesday
June 18, 1996 if weather permits. Water Tower Painting - They are
chlorinating the tower tonight. This will take some of the pressure
off. Will be able to keep some water in the tower now. Will not have
to monitor the gages constantly. J.T. said it will take two days to
turn it white and two days to put the Yorkville logo and the fox on
the tower. J.T. thinks they have done a great job. Weed Cutting -
Property owner for Rt. 47 lot is refusing to sign for his certified mail.
J.T. has someone inquire about bailing the lot. Stafford would like
J.T. to contact that person and let him bail it by Friday or have it cut
by Thursday, Friday at the latest.
3.) South Sewer Extension - City had meeting with Country Club

devepler, Roppolo, and Inland. The City let these three developers
know that they need upfront funding to run the South Sewer
Extension. The City would not need to do this project now if it was
not for these developments. There are two other developers that will
benefit from this line, but they will not have to do anything for a year
or so. A 48 inch line needs to be ran down to Hydraulic. Schmanski
estimates the cost to be approximately $1 million dollars. The EPA
will not issue sanitary hook on unless some of the I & I is taken care
of. This will be a major project, will have to go down State Street
east cross Hydraulic and Rt. 47. The water main will need to be
redone at that time. Prochaska would like to help the developers.
Maybe the City could help them get three percent or low interest
loans. Make that offer to all the developers now, then the developers
that do not want to take advantage of the low interest rates will have
to pay higher rates at a later time. Prochaska would like to meet with
the Sanitary District. Get any questions to Nanninga. Wywrot will do
a rate study.
4.) IDOT Resolution and Highway Permit - Green Briar/Rt. 47 Intersection
Developer has requested City Council to pass resolution for the road
plans. Road plans have not been approved yet. The
blueprints/drawings are still missing about 20 percent of what the City
is requesting. The street lights are something the developer really
does not want to put in and they are not shown on the drawings.
Second entrance is not shown on drawings. Spang thinks it should
be shown. He thinks it is confusing. Stafford would like Wywrot to
send the drawings back with a list of things that need to be added.
Prochaska feels Green Briar and Rt. 47 is a very dangerous
intersection. The City is not responsible for this road until it has been
accepted. Lynch, Spang, and Prochaska do not want to accept road-
on conditional terms. In the past when things have been passed
conditionally, the conditional items do not get completed. Prochaska
would like to find out what the legal right are. If possible the City
should consider to stop issuing building permits until road is to the
City standards. Wywrot will respond to developer.
5.) Leaf Burning - Nanninga has not heard from Dan. Committee wants
to revise current ordinance and add leaf burning with fines. Also
wants to add fines to weed ordinance. Spang did some checking on
chipping. Chipping is ok to do. You will not spread anything that is
not already there. Would like to find a spot where residents can
come to pick up chips. Committee is looking for suggestions.
6.) Additional Business -
Liberty Street - Liberty Street is loosing large chunks of the road that
is laying on top of the drain. Prochaska would like someone to look
at this.
Rolling Heights Subdivision - Subdivision has never been inspected.
Wywrot will check on this and find out where it is. Subdivision is
missing things.
Float for Parade - Public Works said they would do the gazebo float.
