Discussion:
1 .) MFT Yearly Maintenance Agreement - J.T. said the $31,989 for the
MFT fund will be back dated. Prochaska and Stafford thought a
resolution for this was already passed. They will check the minutes
to find out if this has been done.
2.) Street Work for 96/97 - Wywrot recommends Blaine, Morgan,
Adrian, and part of State. State Street has to be worked in with the
storm sewer project. There will be alot of curb and gutter work.
Wywrot feels the Public Works Department can do the smaller
sections but the 50-100 feet sections should be contracted out. J.T.
said he could cut and patch Countryside Parkway where the water
main broke and make it last until next year. Heustis and Mill are not
in really bad shape. The sewer under Mill needs to be redone. It
was a sewer dug by hand, very few manholes, should wait to redo
street until sewer is done to avoid tearing up the road twice.
Prochaska wants to make sure the water problems on Center and
Liberty gets addressed. Every time it rains the water just sits there.
Prochaska said the road was repaved approximately two years ago
but the sinkhole is back. J.T. said the SSES does call for some repair
in that area. The City might be able to get DCCA grant to do these
repairs done. Wywrot will talk with Nanninga to find out what has
been done. Take to COW for discussion.
3.) Projects - Updates - Elizabeth Street is on hold until some of the water
is gone from the hole. J.T. said the weather has been a real problem.
He is hoping to start working on it again on June 5, 1996, weather
permitting. Water Tower Painting - Wywrot has requested pictures of
the interior. Repairs to the interior need to be done. Repairs have
already been started. J.T. is hoping to be able to chlorinate the inside
of the tank by Saturday. Once the inside has been chlorinated if he
needs to fill the tank half way he can. This would be in the case of
an emergency. J.T. would also like to put a ad in the paper putting a
sprinkling ban on until the tower is completed. Water pressures are
fluctuation. Everyone will have good pressure the pressure gauge will
not drop below 20PSI. He would like to avoid any unneccessary
water usage. J.T. feels the tower should be completed within three
to four weeks if everything goes well.

4.) Drug/Alcohol Testing Costs - Drug and alcohol testing for CDL drivers
was mandatory at the the beginning of this year. The cost for the
first year is $1600 plus $57 per person. The Council needs to decide
on a policy on treatment/counseling plans and what they are willing
to pay if someone should need treatment. The current insurance
covers 80/20 up to a certain amount. A suggestion to have an
ordinance for drug and alcohol abuse program was made. Prochaska
would like to talk with Nanninga. Stafford feels this is something that
needs to be put into place. Stafford would like anyone without a CDL
licenses to start working on getting them. The City pays for this.
J.T. thinks everyone has already set dates to take the written exam.
Need to discuss insurance options. Take to COW.
5.) Leaf Burning - Stafford talked with Nanninga. Need to get answers
from Dan on leaf burning. Checking on fine. There is a lot in
Countryside Center with debris and people are riding dirt bikes there.
6.) Additional Business - The City has been asked by Engler to move up
the Game Farm Road water project to this year. It was originally
scheduled to be done next year, Van Emmon was scheduled to be
done this year. Prochaska feels we should do the Game Farm project
if Van Emmon can withstand to wait another year. Prochaska would
like to know what IDOTs plans are. Might be able to do some repair
work in conjunction with them. City needs to find how this will affect
the five year plan or if it will affect the plan and the cost. $134,000
has been estimated to do repairs. If the water main doesn't go in it
will hold up the new high school. Prochaska would like to get a
recommendation from Wywrot and J.T. Bring proposal from
Pavia-Marting to next Public Works meeting.
Livable Neighborhood Seminar - This seminar is being offered at
College of Dupage by The America's Public Works Association. It will
be offering suggestions on designs of residential neighborhoods.
Helps with streets and traffic flows. The cost is $40 per person.
Stafford suggested Wywrot attend. Wywrot will also check with
Graff. This maybe something he would like to attend.
Computer - Wywrot has three quotes. Adtech has recommended
going with one vendor. It will cost about $350 more to go with one
vendor. Wywrot called CompUSA but they would not quote exactly
what he wanted. Quotes came in under $10,000. Need to go to
COW. Vote on at City Council.
SSES Report - Wywrot recommends four things. 1. Read the report if
you haven't already. 2. implement alot of recommendations of the
report. Need to require some of this. Need to get interceptor done.
3. Get a rate study report to build $2.6 million project and other
projects. and 4. Get a proposal to start plans for this. Could increase
tap on fees but need to focus on increasing the size of the sanitary
plant. Can increase fees but if there is nowhere for it to go then there
will not be any tap on fees. Should discuss some of these things
with the Yorkville Bristol Sanitary District. Deuchler is suggesting an

interceptor south of the river branching off under the river east.
Wywrot needs to talk with Nanninga to find out what work on this
issue has been done.
