Discussion:
1 .) Engineering Technician - Nanninga is suggesting Eric Dhuse for the
position. Nanninga wanted Wywrot to be in on the decision making
for this position. Dhuse would be working under Wywrot's
supervision. Dhuse has an undergraduate degree in Agricultural
Engineering. Dhuse meets all the requirements the City requested.
Dhuse will be offered $28,000 per year with a $ .50 increase after six
months. He would be on probation for one year. For the first two
months the Public Works will not hire anyone for his current position.
If Dhuse doesn't work out within the first two months he will be able
to go back to his current position. Nanninga needs to talk with Dan
and get clarification should Dhuse not work out. Nanninga would like
Dhuse to start June 3, 1996. Take to City Council on Thursday. If
any problems arise then Dhuse will have to wait until it goes to COW.
2.) Weed Ordinance - Stafford would like to keep a list of regular
offenders. He would like to send out certified letters, if the
lawn/weeds are not cut within five days he would like to issue some
kind of fine. If the lawn/weeds are not cut within five days, the City
would have it mowed and bill the property owner. Nanninga said in
the current ordinance it states the the property owner will be fined,
not less than $25, not more than $200. The Police Department
would have to issue a citation. Stafford would like to have Dan look
at current ordinance and give him some options. Prochaska suggest
having a fine for a first time offender, a higher fine for a second time
offender, etc. Prochaska would like to discourage people from not
mowing their lawn/weeds.
3.) SSES Study - The City contacted Deuchler Associates in September
of 1994 to find out the condition of the sewers. The City needed to
know how much inflow and infiltration there was. The south side of
town is by far the worst of the inflow problem. 74 percent of the
inflow comes from south of the river. 42 percent of the problems on
the south side comes from east of the siphon. Stafford and

Prochaska would like to have a priority list. The Yorkville Bristol
Sanitary District is going to have to expanded within two years.
Philippe feels that the Sanitary will reach its capacity within the two
years. However, before they will be able to get the into the three
percent loan program the EPA is offering they will need to be able to
say the have done everything possible to cut down on the I & I. The
EPA will want to know what been done to cut down on the I & I.
The loan program can be used for many things including I & I removal
and sewer repair. The City needs to cut down on the I & I before the
Sanitary District will be able to apply for the loan program. If the
City does not cut down on the I & I they will end up on a restricted
status. It would be very bad for the City's reputation to be put on a
restricted status. Philippe feels that the City needs to do the repair as
soon as possible. Prochaska does not feel that the City can afford to

get a $2.5 million dollar loan at this time. Philippe said t would not
be good to apply for part of the money to do the repairs, might be
approved for the first part but would not be able to get a loan to do
the second part. The loans are give out on need and priority. The
loan program has very strict federal guidelines. If the City applies for
part of the loan the EPA will want the City to prove that fixing part
will help the pproblem. The EPA will control the money if the loan is
issued. The EPA will check all the recommendations that the City
makes. They will not accept any changes. The City will have to
provide an updated copy of the facility plan, plan, specification for
what is in the plan, the City will have to have easements in hand
before applying for the loan. And the City will need to pass an
ordinance from a stable revenue source. Take to Administration.
4.) Tree & Brush Chipping - Brush is collected six times a year. Looking
for ideas on ways to use the brush without burning it. It could be
chipped and used for parks. Could also offer it the residents. Spang
said we would need to be careful, if it is not treated correctly you
would be risking the spread of disease and insects. Prochaska
suggested talking to other communities that do this and find out how
they treat it. Nanninga will do some checking into this.
5.) Purchase of New Salt Spreader - Now would be the best time to
purchase a salt spreader because they would be less expansive.
There is a spreader that also does shoulder stone and a few other
things. J.T. thinks this would be a good option. The cost of the
spreader is $3200. $3500 is in the budget. J.T. would like to
purchase this spreader and combine two of the older spreaders into
one. Stafford would like J.T. to make sure the two older spreaders
can be combined. Take to COW.
6.) Leaf Burning - Dan has not gotten back in contact with Stafford or
Prochaska yet. Stafford would like to consider amending current
ordinance to limit burning to brush. This would prohibit burning of
grass, leaves, or vegetation. Current ordinance states that you must
burn in a contained area. There are no fined listed on the current
ordinance but it would follow state guide lines. Prochaska suggest
doing a first offense with a fine, then the second offense a higher

fine, etc. Stafford would like to talk with Dan. Stafford has received
an agreement from Hammond. Still need to get agreement from TCD.
7.) Additional Business
Street Lights - J.T. said the street lights should be lit within two
weeks. The trenches will need to be gone over to make sure they are
full.
Computer - W wrot has got some pricing together for a CAD
workstation. Total price is approximately $11,400. There is only
$10,000 budgeted. This includes the AutoCAD software, computer,
and plotter. Prochaska has just got together a bunch of prices for his
company. He would like to talk with Wywrot about the pricing.
