Discussion:
1.) Studemann Sidewalk Variance - Studemann is requesting a variance
for his property at 501 W. Madison. He has built a new house on the
corner of Morgan and Madison. There is a steep hill on Morgan. A
sidewalk would lead nowhere. A sidewalk on Madison will lead into
grass. There are other houses but there are not any sidewalks.
Stafford would like J.T. to go over and look at the area. Prochaska
suggest maybe deferring the sidewalk to a later time, but would want
something attached to the deed to make sure the property owner at
the time puts the sidewalk in. Stafford would like J.T. to make
recommendation and then talk with Dan to make sure the
responsibility stays with the property owner.
2.) March Water Department Report - This was passed at the last City
Council meeting.
3.) Tracking Job Progress - Stafford had meeting with Public Works
employees on Monday morning May 6, 1996. Stafford feels there
should be some type of tracking to make sure a job gets completed.
There are times when a employee gets pulled from a fob to do another
job, the employee does not know if the job gets done or not until a
resident calls and complains. Prochaska feels this would also let City
know if and when the City has the manpower to do certain jobs. J.T.
said they do have a schedule and he feels they stay on the schedule
pretty good. There four employees on the Elizabeth Street project.
Stafford thinks they should consider renting a bigger backhoe to do
the deeper digging. J.T. would like to do one large job per year.
4.) Public Works Grant-DCCA, Liberty, Colton, & Leisure - Nanninga and
Prochaska have been working on this. The DCCA grants are only
going to be given once every two years. A survey needs to be done.
Nanninga would like the Alderman to do the survey in areas where we
can send the money from the grant. Prochaska would like to try to
get grant to redo storms and sewers on Center. Nanninga feels the
City should hire an outside source to do the counting.

5.) SSES Report - Just received completed SSES from Duchler. Duchler
is showing that there are 2.5 million dollars of repairs that need to be
done. The City needs to cut done on the inflow to the Plant. The
Plant will need to expand soon. If something is not done within two
years, the City will be put on restriction. The Plant will not be able to
get the three percent loan until the City cuts down on the inflow.
The Elizabeth Street storm sewer will help cut down on the inflow.
Duchler recommends sleeving, but if there are cracks at elbows then
sleeving will not help There are alot of spot repairs and manhole
replacements. Prochaska feels this needs to be relooked at by the
new engineer as soon as he starts. Could the City maybe spend half
of the money and get 80 percent of the repairs done. Phillipe would
like to come to the next meeting. DCCA grant can be used for sewer.
DCCA grant application needs to be completed by July 30, 1996.
Nanninga will find out if the City can get a three percent loan.
Prochaska wants to prioritize. Nanninga suggest increasing the hook
on fees. Need to ask Duchler to prioritize.
6.) Street Repairs Ward 1 - Months ago Nanninga asked the Alderman to
go around and list streets in need of repairs. Spang would like to see
some of these repairs get done. Spang listed several streets in need
of repair in his ward. Everyone has been given a list.
7.) Public Works Responsibilities - Spang feels that there are things that
should be done on an ongoing basis. J.T. does not feel that
some things are ongoing. Some of the older streets have
been repaired or repaved over and over and this can only be done so
often. Stafford would like to know the chain of command under J.T.
Stafford thinks that the employees need a leader below J.T. J.T. said
he does have people that he puts in charge of jobs as a temporary
supervisor.
8.) Scott Bonnet, 425 E. Spring-Sidewalk Replacement Application -
Bonnet is requesting for three squares to be replaced, approximately
48 square feet. Bonnet has received a couple of quotes that seem to
be on the high side. J.T. will make recommendation to Bonnet to get
quotes from a couple other companies.
9.) Leaf Burning - TCD has quoted $1500 per additional pick up. TCD
currently picks.up leaves three times a year. Twice in the fall and
once in the spring Hammond quoted tipping fees at $4.00 per cubic
yard. TCD is at 510.00 per cubic yard. Hammond will lock in at this
lrice for two years. The residents will not be required to bag the
eaves. The leaves need to be put in some type of container, an old
trash can, a box, or biodegradable bags can be used. Would like this
to be a topic for discussion at Town Meeting.
10.) Additional Business
Tall Grass & Weeds - Prochaska would like to start now with the
letters. Send certified letter, once the receipt of the letter comes back
to the City the property owner has five days to mow. If the mowing
does not get done within five days then the City will mow and invoice

the property owner at $25 per hour.
Wildlife Area by Callmer - Last year it was let go to seed. Is the area
going to be left as a natural area or is it going to mowed? It would be
a nice walking path. Callmer will talk with the people in the area.
