Discussion:
1 .) December 1995 and January 1996 Water Report - Recommend to
COW on March 7, 1996
2.) Leaf Burning - Stafford has checked with Oswego. Oswego
manufactured a rake to go on the front of a truck. Using this truck it
took 17 days to do the whole town. The cost for the rake was about
$10,000. This amount is not including labor. Still need to check with
TCD for pick up. Report back to next Public Works meeting on March
11, 1996.
3.) Next Meeting Date - Meeting set for Monday March 11, 1996.
4.) Water Department Utility Box - Stafford did some checking on steel
boxes. Steel boxes range from 5600049000. Stafford feels that
money for money the fiberglass box would be best. Stafford
recommend offering $10,500 to Sauber Manufacturing. If Sauber
accepts the offer the department will be able to purchase the box this
budget year. If Sauber will not accept this amount, purchase will
have to wait until 1996-1997 budget.
5.) Budget - Last year Public Works spent more than anticipated. Center
Parkway is to be a complete rebuild this coming year. City has plans
of redoing State and Blaine. These two streets will no be a complete
rebuild. There will be some large patching done on Fox Industrial
Park. Spang feels we need to go back and reevaluate the streets.
Last year alF money for engineering went into streets. This year
Nanninga has tried to put the engineering in different places where it
should be. Spang would like to see that same amount in streets this
year as last year. Streets' replacement - Street signs should not be
replaced unless they are in bad condition. Any street sign that needs
to be replaced will be replaced with the new specification. Stafford
would like Committee to consider purchasing a diesel truck as
opposed to gasoline. Diesels would probably cut down on fuel usage
and maintenance. Would need to add $2500 to the line items for the

trucks. Diesels will possible last longer. Prochaska feels Nanninga
should talk with Walker and let him know the City is doing the budget
now and he needs to let the City know what he needs to receive from
the City this year. Step increase for Public Works Department -
possibly put the step program into effect with no cost of living
increases. Then put the cost of living back into effect the following
year. Prochaska would like to speak with Mayor Johnson about the
actual cost for billing the Bristol Sanitary District. Prochaska would
like to present this to Bristol and request reimbursement. Prochaska
is questioning, while the Rt 34 and Eldamain Road intersection is tore
up should we consider putting a sleeve under the road? Yes, the City
should consider this. Schmanski estimates the cost of putting in the
sleeve to be about $5000. Prochaska would like to make sure the
sewer maintenance fees go back in the sewer maintenance fund.
They currently go into the general fund. Budget needs to be
completed by March 6, 1996.
6.) Additional Business
Ron Walker Intersection - Nanninga plans on paying off Walker's
debts this year. Need to let Walker this is our budget time.
Water Main for future river crossing - Schmanski feels we should try
to make it the shortest route possible. Schmanski would want to go
as far west as permitted. Prochaska feels he would need to go east
of the building Could ask for easements. Schmanski will speak with
Nanninga and J.T. and figure out route. This needs to identified.
Storm Sewer Revamped - Where is this in the budget? Storm sewer
on Heustis Street is 15" galvanized. This needs to be replaced with
28". City crew will do this.
Riverwalk - Donation from KRG. Nanninga would like to request
permission to use City equipment on donated time. Stafford does not
have a problem with this as long as a City employee is operating the
equipment. City employees are donating time to the Riverwalk
project. They will have separate time cards that they will be turning
in. Nanninga will check on insurance. This will require a vote. Bring
to COW 3/7/96. Stafford feels we will need to watch the
maintenance closely.
Bristol Sanitary - Would like to request a letter from Bristol Sanitary
District that the root control chemicals will not harm the Sanitary.
City Engineer Position - Person has been offered a postions with the
City. Offer was $52,000 per year with two weeks paid vacation with
insurance or $51,000 per year with three weeks paid vacations.
Person is expecting a baby. Concerns with insurance. Person would
be brought in May 1, 1996. With the current insurance person needs
to be insured within 90 days. If you miss the window than Epic can
refuse request for insurance. Person has requested City pay their
current insurance for four months. Cost for this is $1400 minimum.
Nanninga needs to speak with this person and get an answer. Both

parties will want a written agreement.
J.T. Salary - J.T. has been with the City for 21 years. A salaried
postions will force J.T. to delegate work to other employees. The
salaried position will be effective May 1, 1996. J.T. will be offered
$50,000 per year exempt. His new position will be Director of Public
Works. A new J'ob description will be needed. Take to executive
session at COW on March 7, 1996.
Ward 1 Easements - J.T. needs to get Elizabeth Street easements.
Nanninga will recommend to J.T. to have easements by COW on
March g, 1996.
