Discussion:
1 .) Layne Western Shallow Well Study/Tom Healy - Layne Western tested
this well site seven years ago. In March of 1989 it was tested for 24
hours. The test results at that time indicated that this would be a
potential site for a shallow well. Healy recommends to do another
test. Test three different temporary wells for 48 hours. This test
would tell if this location is a good place for a shallow well. To do
another test it is going to cost $30-35,000. To put in a new shallow
well it will cost approximately $500,000. This amount only covers
the well, controls, driveway, and fencing. Schmanski estimates
$400,000 more for piping. If the second test comes back and is
still showing a positive area, Layne Western will assist the City in
getting the area protected. It will take approximately one month to
get the test done. If the City was to consider a deep well the cost
would double. Prochaska feels the City needs to decide if they want
to pursue this. This new well could solve the radium problem.
2.) Water Tower Repainting Bid - Bids were opened. The top two bidders
from last time we received bids bid again. MaxCore came is at about

$10-15,000 lower. Amcore came n at about $30,000 higher. Jetco
came in at $90,280. Jetco painted the water tower the last time it
was painted. They had to come back two different times to take care
of problems, but it lasted 15 Years. Schmanski said the specifications
were very strict on what the City wanted. Schmanski recommends
Jetco. He is going to check the references and make sure they
understand the specifications and containment specification. Stafford
will make recommendation at COW.
3.) Root Control - Sewers, Price Quotes - Approximately 8000 feet of
sewer line on the south side of town is having problems with roots.
Michaelson has requested information and prices from different
companies. Michaelson recommends a non-toxic powder. This will
cut down on regrowth. It is not harmful to the trees. It will cost
$3795 not including labor. This will be an in house job. J.T. will
check the budget. Stafford will give info at next COW.

4.) November Water Report - J.T. has been asked to check on Water
Department Reports from November, December, and January. Bring
back to next Public Works meeting.
5.) Elizabeth Street Storm Sewer Bids - J.T. recommends the low bidder
per limit price. Piping bid from ADS is $38,665. All piping is 24"
perforated. 520 feet with fabric. Quoted $9.50 per linear foot. Total
of $4940. J.T. will talk with Nanninga and find out which line items
in the budget this is coming from. Take to COW.
6.) Resolution MFT Yearly Maintenance - J.T. needs to investigate the
funds. Last year the City borrowed some of the funds for this year.
MFT supplied the road patching material. Might have a $1200 carry
over from last year.
7.) Fox Industrial Park Sign - Nanninga has received quotes. Cedar sign
quote came in at $6550. Redwood signs range from $7000 to
$7680. Jim recommends low bidder. Stafford would like to consider
donating the sign to the industrial park. With the donation the
industrial park would be responsible for the maintenance of the sign.
Nanninga will need to speak with Dan and have letter drawn up to
send to the property owners. City will need to have agreement in
writing. Nanninga to send letter.
8.) Next Meeting Date - Meeting will be scheduled if needed on February
27, 1996 at 6:30 P.M. This will be decided at City Council meeting.
9.) Drug & Alcohol Training - Drug & alcohol training is required by
Federal Law for any employee with a CDL license. J.T. is going to
check with the County about their program. This would include
regular drug testing and random testing: J.T. will get additional
information and bring back to next Public Works meeting.
10.) Leaf Burning - Mayor Johnson would like to put something in the City
newsletter asking for input from the residents. Suggestion was made
to put a reply card in the newsletter that could either be put in the
City mailbox behind the County Building or it could be mailed. City
needs to talk with TCD about current contract and cost for removal.
Stafford will speak with TCD.
11 .) Additional Business
Prochaska has noticed several street lights that do not turn off. J.T.
will look into it.
