Public Works Minutes 1996 01-06-96 4 1 UNITED CITY OF YORKVILLE Committee Minutes - Public Works Date of Meeting: January 6, 1996 Location: 111 W. Fox Time Convened: 6:38 P.M. Time Adjourned: 7:50 P.M. Attendees- J.T. Johnson Jeff Spang Jerry Lynch Jim Nanninga Art Prochaska Jim Stafford Joe Wywrot Discussion: 1 .) Hire Employee - Nanninga had been holding off replacing Dhuse. He would like to hire someone now. The City is running about one percent above projected budget. J.T., Wywrot, and Nanninga need to get together and write a job description. They are looking to hire a Water Operator, with certificates, licenses and experience. They could possible convert a part time person to a full time person. Talk with Dan. Will need to go into Executive Session on Thursday. 2.) New Billing Software - New billing software will cost approximately $7000. With this new software and hiring of one additional employee, the City will still be approximately $20,000 under budget. The billing software is recommended by the Illinois Municipal League. This software will simplify the process to where a part-time person could handle the billing. Take to COW. 3.) Yorkville Business Center - Bond, Reduction #1 , Letter of Credit - This is a revision of the first reduction of 90 percent to 75 percent. Wywrot has estimated approximately $179,215 worth of improvements that still need to be done. Take to COW. 4.) DDCCA Rate Study - Wywrot doesn't want anyone to forget about this. Bring back to next Public Works meeting for discussion. DCCA has recommended increasing rates and rate structure. DCCA has suggested a straight rate for everyone. Prochaska thinks the sewer should be part of the Sanitary District. The City collects for the maintenance of the pipes. Prochaska thinks the City should set up a five year plan. Nanninga said that in the preliminary budget the City was not able to support itself in the sewer maintenance line. Prochaska does not want to have to tap into a bank account for the sewer. 5.) Additional Business - Nanninga has been asked my Mayor Johnson to TO' d H8£ = 60 L6-5t-UQC f - Page 2 - consider a Campaign to Clean up Town. Clean up junk laying around. Garbage dumpsters. Qetmer will be giving out notices. Mayor Johnson would like the City to back him up. You usually are able to get compliance by giving out notices, without having to go to court. Building Code Violations - There are building code violations on Heustis Street. Nanninga said that someone needs to complain. Spang said complaints have been made but nothing gets followed up on. Schedules for budget - Schedules have been worked out. Bring any request for money to Administration Committee or Nanninga. SSA Update - One person on Elizabeth Street has requested the City do a SSA. Person will want to know if sidewalks, street lights, and curbs really need to be put in. Elizabeth Street needs to be repaired. Spang suggest redoing the storm sewer and street. Prochaska thinks it would be best to put in curb and gutter because that helps with the water drainage. Street lights are not there now. Most lots are approximately one half acre. It will cost $126 per home. This is above and beyond the current real estate taxes. Spang suggest doing a cost analysis on both ideas and meeting with the residents of Elizabeth Street. Nanninga said the City will need to know what amount they will be able to put toward the project. Spang would like cost estimates for the next Public Works meeting. Prochaska thinks the City also needs to consider what needs to be done. Money in Budget for Street Lights - Last year there was a street light put in at the end of each cul-de-sac in Countryside Center. Only have a few to finish up this year, Would like to bring back to next Public Works meeting with a report. Mayor Johnson would also like to know what kind of feed back the City has received and what residents think. First Water Project of Five Year Plan - First pro"ect has been completed. Project was under budget. $1250 was budgeted. Project only cost $116,000. Would like to move everything up so the sixth year project will now show as the five year project. Nanninga is also suggesting to start thinking about the possible well site on Eldamain Road. Street Light Repairs - Fox Hill street light have not been repaired yet. There are two light in Green Briar that are not working, but there is no power going to them. There are two light in White Oak with no power. Ameritech may have cut the lines. On Wadsworth Avenue the light is on, but not all the way on. Now street light are required to have a unit duct around the cable. Two Percent Increase - The two percent increase was already budgeted. Some of the Alderman wanted to see things cleaned up and they have been cleaned up. Spang thinks they should get their increase but he would like to know when things are going to get done £O'd d6T =90 L6-1TT-u1ZC - Page 3 - in a timely fashion. J.T. said he will not be taking on another project as large at the Elizabeth Storm Sewer project like last year so the Public Workers should be able to do a much better job keeping up on their daily work. Several things got left behind last year because of the project. Stafford thinks we should pass the two percent increase. He does not think we should judge on the sewer project and then the flood. This was a hard year. Most of the summer was spent on the sewer project. Stafford, Lynch and Prochaska agree. Spang voted present. mayor Johnson will need to approve. Old City Hall - Wall is a drainage issue. If the wall is removed the water will drain into the Old Creamery. Weeds are part of the property owners. J.T. said if the owners complain he will go clean up the wall. Radium - J.T. got a call from Hasterts office. He spoke with the attorney that is dealing with different Cities on this issue.
