Public Works Minutes 1996 01-02-96 1 UNITED CITY OF THE VILLAGE OF YORKVILLE Committee Minutes - Public Works Date of Meeting: January 2, 1996 Location: 111 W. Fox Time Convened: 6:35 P.M. Time Adjourned: 9:15 P.M. Attendees: Bob Johnson Bill Schmanski Eric Dhuse J.T. Truck Box - Water Department would like to get a new truck body for their 1989 3/4 ton pick up truck. Brian Sorensen has received a quote from Sauber Manufacturing. The truck body is made of fiberglass and can be moved from this truck to any 3/4 ton pick up truck. The cost of the fiberglass body is $9787.00. This is the same type of truck body Northern Illinois Gas uses. The Water Department use their trucks for approximately eight years. Stafford would like Sorensen to get a bid on a steel box from Aurora Truck Body. 2.) Employee Pay Scale - Nanninga, J.T., Sleezer, & Dhuse workqd on descriptions for MW1 & MW2. There is concern with the impact on the budget the first year. Mayor Johnson would like to see the percentages of the increases. Bring to next Administration Meeting on January 3, 1996. 3.) Burning Ordinance - Committee has a copy of Montgomery's & Oswego's burning ordinance. Concerned with who to contact about pick-up. T currently has a contract to do three leaf pick-ups per year. Stafford would like to talk with Montgomery and Oswego to find out how they handle their pick-ups. Mayor Johnson would like to have Dan look over these two ordinances and make suggestions. Bring back to next Public Works meeting on January 15, 19 6 4.) January Meeting Dates - Economic Development Meeting moved from January 16, 1996 to January 17, 1996. 5.) Rebidding of Water Tower Repainting - Last bids came in at $160,000 ! ` t - Page 2 - to $194,000. Schmanski has researched this and this is the right range. This is about $60,000 over budget. City will need to budget for this next year. It is possible to work it out to pay part on this budget year and part on next budget year. First payment would probably be due around May 1 . From start to finish, the job should take about two months. Schmanski recommends setting June 1 as a completion date. Send out to bid and take to COW. 6.) South Interceptor Recapture Ordinance - Schmanski recommends setting up an ordinance for this. There is 85 feet of sewer that needs to be ran through rough terrain. Line will go from Hydraulic up to Rt. 71 . Up the ComEd easement on the western side Wildwood Subdivision. Rough terrain includes three or four ravines, a creek, and railroad tracks. City has started collecting recapture fees for Country Hills Subdivision. City has collected approximately $7500 so far and recommends that this money go towards a study to find out how much it will cost to run the sewer line. Schmanski recommends that Jim Olson's bid of $6516 be accepted to do the study. Take to COW. 7.► Additional Business Future Agenda - Truck Box. Bid on basic fiberglass box. List extra's and costs, and installation separately. Snowplowing on Blackberry Drive - There should be a designated area in every cul-de-sac for the snow. This needs to be checked into. Street Names that will need to be changed - This should be done and ready for August 1996 when the phone number changes go into effect. Should yet a list of streets that need to be changed and the numbers that will need to be changed. Rt's 34, 71, and 126 also need to be named. Street Lights - J.T. said that the frost is down 2 feet in the ground. It is not usually that deep. He feels it will be March before they will be able to finish them. Stafford would like the piles of dirt pick-up. Well by Eldimain. J.T. needs to contact the EPA to do further protection. J.T. is going to talk to Layne-Western about doing a further study. Yorkville has all the easements to hook up this well. J.T. to talk to Layne-Western and get some figures. Bob Morrison's Sewer - J.T. has a check for Mr. Morrison. City has letters from two previous property owners stating to give the money to Mr. Morrison. Nanninga to talk to Dan to find out if this needs to go to COW. Callmer would like J.T. to check on the Deer Crossing signs that are missing. He feels the signs are a good warning. Fox Industrial Park Signs - Waiting for bids. One bid is in. Prochaska - Page 3 - thinks that as long as you document that you did request bids from three different places and they do not respond you can go ahead without waiting for all the bids to come in. Check with Dan. Prochaska is looking for direction from the Committee for the Rec Board. Cleaning Service is less expensive and does a better job. But some of this stuff should be done under general maintenance. If there is a problem it should be taken to J.T. If J.T. can not resolve the issue then it should go to Nanninga. Once a Rec Director is hired there will be a chain of command and things will run smoother. First interviews start January 16, 1996. Rec Director job description needs to be voted on. Take to COW.
