Discussion:
Public Works
1 .) Yorkville Business Center Easements - Easement is on west side of
business center. This is Inland property. Looking at the language for
this. Bring back to next Public Works Meeting.
2.) Weather Reporting - DTM has agreed to give the City a free 30 day
trial. Stafford does not object to the 30 day trial as long as they pay
up the shipping to us and back, if we decide not to keep it. KenCom
and County have this same system. Johnson would like Dan to look
over the contract before we decide on a trial. J.T. said a contract
does not have to be signed for the trial. J.T. will look at the
Counties system.
3.) Additional Business
Johnson would like committee to look over the leaf burning ordinance
from Oswego and Montgomery. Stafford is going to get information
from Montgomery on leaf pick up, who picks it up and the costs.
Nanninga is meeting with Brian Debolt. Debolt is requesting the City
spread salt for the schools. J.T. said the do go through the traffic
way, through the bus area, and back behind the school down through
the Beecher Center dirve way. The City does not do the whole
parking lot.
Herron Property - Herron was wondering if the City had heard from
Lindley. Herrons need to contact Lindley again.
South Interceptor - Rapolo's site and five year street plan. Bring to
next Public Works Meeting.

Prochaska feels that when the City does work piles of dirt or
landscaping should be cleaned up and fixed within a reasonable about
of time. He does not feel the residents should have to call and
complain to get this type of stuff done. He would like to see a policy
set so it gets done in a timely fashion.
Salt Spreader should be in and mounted on truck by December 18,
1995.
Administration
1 .) Land Cash Ordinance - Tabled
2.) Recapture Fees - Tabled
3.) Earthmover Credit Union - Some of the City employees would like to
check into becoming members of a Credit Union. Earthmover Credit
Union is the largest and most convenient credit union in our area.
Earthmover Credit Union offers lower rates, better terms, savings and
checking accounts, Christmas or vacation clubs, pay roll deductions,
credit cards, and ATM cards. When you join a credit union, you
become part owner. The Earthmover Credit Union does not offer
mortgages at this time. Talk to employees and let them decide if they
would like to join this credit union.
4.) Mid-Year Budget Report - Review projection was very conservative.
The police department is 8% over the budget. Nanninga is working
with Tony on options to try to keep the police department within their
budget. Growth is down this year. Need to monitor budget closely,
every few weeks. Public Safety need to work on a more realistic
budget.
5.) Public Works Pay Scale-Job Description - The description and pay
scale would start next budget year. Job description would not
prohibit anyone from getting their licenses. There would be a $.50
increase when you get license. Prochaska feels this a step increase is
needed. Committee is to look over the job description. Bring back to
next Administration Meeting. J.T. is looking for any feed back or
recommendations.
6.) Elizabeth Street Sewer Funding - Out to bid. $39,000 in sewer
maintenance fund. $10,000 Storm Sewer Budget. $13,000 in next
years Budget. Pipe and manholes are out for bid. J.T. says we have
verbal easements. Spang feels J.T. should get easements first. Get
agreement letter from Dan for easements. Need to consider a
construction agreement.
7.) Health Insurance - Committee to review and bring back to next
Administration Meeting.
8.) Rec Director-Job Description - Looking to hire someone full-time for

this position. Position was offered to the part-time people currently
working at the Beecher Center.
9.) Van Emmon Property Update - City needs to decide on price for the
property. Need to go into Executive Session at COW. Need at
meeting, exact square footage. City should not incur any cost from
the sale. Funds from sale should go back into that park fund.
10.) Old City Hall - Prochaska has spoke with the Historical Society. The
City has agreed to give the money it would cost to bulldoze the
building to the Historical Society to help move it. Nanninga is
planning this for next years budget.
11 .) Beecher Maintenance - Rec Board is looking at cleaning service.
Currently paying a custodian full time. Advantages and
disadvantages.
