Public Works Minutes 1995 11-20-95 t � E UNITED CITY OF THE VILLAGE OF YORKVILLE Committee Minutes - Public Works Date of Meeting: Nov. 20, 1995 Location: 111 W. Fox Time Convened: 6:40 P.M. Time Adjourned: 8:30 P.M. Attendees: Bill Schmanski Richard Scheffrahn Jeff Spang Jerry Lynch Don Pedersen Bill Leonard Jim Nanninga Bert Callmer J.T. Johnson Art Prochaska Discussion: 1 .) Weather Reporting Equipment - J.T. would like to get the weather reporting. He feels that is would be worth the $800+ per year to know the weather. He feels that it would pay for itself in the Iong run. If he had the weather reporting equipment he would know The should send employees home or keep them on, rather than calling them back out and paying the two hour call back minimum. KenCom has this system. Johnson would like to talk with them about it. 2.) Elizabeth Street Storm Sewer - Schmanski had bid this job at $200,000. On average materials will cost half the amount of the job. J.T. is looking at 24" perforated pipe. This is sized for 5-10 year storm. Some utilities and a water main will have to be lowered before you can lay the pipe. Nanninga said there is $39,000 in the sewer maintenance fund that could be used for this project. J.T. would like to start mid December. If he can start then he should be done in the spring, depending on the weather. J.T. needs to get the rest of the pricing. The pricing for the pipe is $45,000. This needs go to sealed bid because it is over $10,000. Resolution on Nov. 30, 1995 to go to bid. 3.) Kush Recapture - Kush put in sewer and water three lots past his on Van Emmon. The current property owners can hook on to City water and sewer if they would like but they will have to pay a recapture fee. The City needs to have an ordinance for this. Kush has to pay half. By the City ordinance, the City cannot force someone to hook up to City sewer if they have a septic that is working properly. Normally the City collects the recapture fee and returns to property owner that should receive it. 4.) Manneci Recapture - Manneci had to run storm down to a manhole and then over to another manhole. The total cost was $9560. If TCD or Stein wants to hook up to the storm Manneci will get half of this back. Need to have Dan prepare an ordinance for this recapture - Page 2 - fee. 5.) Pedersen Sidewalk Letter of Credit - Mr. Pedersen lives in White Oaks down by the river. He is the only person in that section that was asked for a bond. There are questions on where the sidewalk should go. There are mature Oak and Hickory trees in the area shown on the plot where the sidewalk should go. The City and the property owners do not want to cut down the full grown trees. Callmer suggest having Dan do a Letter of Promise for the all the property owners to sign agreeing to having the sidewalk put in once the City decides where to put it. J.T. needs to talk with Detmer and find out who has final occupancy permits and who does not. Nanninga needs to talk with Dan about letter. Everyone will need to sign a letter. Once Dan approves letter and it is signed by Mr. Pedersen then the City will release his cash. Nanninga to advise Mr. Pedersen. 6.) Five Year Street Plan - City is looking for a more realistic plan. Joe Dredzinski needs a copy of the budget to know how much money is available so he can find a starting point. Main Street needs to be redone. The water main underneath is cast iron. The water main should be replace before the road is redone to avoid tearing up the new road to replace the sewer underneath. Tire and chip has been put on a few streets. This should last about 5-7 years and is alot cheaper. Without curb and gutters the road tends to crumble along the sides. Prochaska feels we need to look at redoing one major repair and a few small repairs throughout a year but how do you prioritize what gets done. The lines underneath Center Street are leaking water. They have been repaired twice. The area is all sand and if the City digs up the road the residents will most likely loose their front yards because of caving and the area being so soft. J.T. said there is new technology out where you do not have to dig. This technology is called pipe bursting and you can increase the size of the lines by one and a half times. However, you would still have to dig the connections. 7.) Additional Business - Update on Herron Property - Herron is waiting to talk with their contractor Lindley. City is waiting for them to decide. Tanner is doing resurfacing and grading. The mud is running across Rich Lucas' property and into his storm sewer. Prochaska suggest sending a letter to Tanner advising him to clean it up or the City will clean it up and bill him. Nanninga will go see Lucas. Schmanski needs to get the names for tower bidding. Nanninga will get them and give them to Schmanski. South Interceptor - Need ariel topal methods from one end to the other. Put together some prices. South goes up the ComEd right of way. Need to put together and ordinance for this. Yorkville/Bristol Sanitary - Voted to expand their share for North East Study. Nanninga needs to work with Ralph to find a medium. - Page 3 - Annexation agreement does not guarantee service. If you charge an annexation fee do you need to guarantee a hook up?? Johnson asked J.T. about the burden of flame. J.T. said he was told that the torch has a very low gas pressure. It the torch goes out just relight it. It should not be a problem. J.T. plans to put the torch up on Tuesday Nov. 21, 1995. Johnson would like a copy of the leaf burning ordinance from Oswego. He would like everyone to review it. Johnson feels we need to look at this. Spang feels that you should be able to burn brush but not leaves. Minutes by: Mollie Anderson
