Public Works Minutes 1995 10-02-95 i UNITED CITY OF THE VILLAGE OF YORKVILLE Committee Minutes - Public Works Date of Meeting: October 2, 1995 Location: 111 W. Fox Street Time Convened: 6:45 P.M. State Participation - Maintenance Traffic Signals - State pays money to the city to take care of the traffic lights. IDOT has to have an agreement. Agreement is mandatory. 50/50 Split. Information item at COW on Thursday October 5, 1995. 2.) Tower Lane Water Storage Tank Repainting - Am Coat Painting 160,195.00 - Nanninga recommends rejection of all bids. Schmanski feels this amount is in comparison with other areas. In Wheaton for 1 .5 million square feet the cost was $400,000. Callmer suggested out of state bidders may be much less expensive. Spang feels that is ok if it is a reputable company. City will make some inquires from out of state companies. Painting will have to wait until spring. Will start over then with new bids. 3.) IDOT Permit - Green Briar - Permit from IDOT only allowing hook up to water main. Water main tap is there. 4.) Next Public Works Committee Meeting - October 23, 1995 (change from October 16) - Everyone at meeting was made aware of change. 5.) IEPA Radium Variance - City applying for extension. Only have 45 days to agree on conditions and get the paperwork back to them. If City does not apply now, the property west of Eldamain will have be developed now. City is hoping the EPA will raise the radium allowance in the water. When the water is tested it can vary 3-4 T - Page 2 - it depending on where and when the water is tested. In 1994 City did everything the EPA recommended we should do and got less than towns that did nothing at all. If the EPA doesn't raise the allowance then it will be mandatory and the EPA will come in present it to the residents and set up a plan for the City to follow. Filtering is good and is very expensive, but there is no where to dump what is being filter out of the water. It has to go to a special dumping area and is very expensive. If the EPA doesn't raise the allowance then the City will have two years to decide what to do. Bring to COW. 6.) Care Group/Land Fill - Two part plan, Step 1 is to implement plan, part 2 is solid waste plan. Plan from Kendall County was very accurate. The problem has been financing. The funds have put in for this year to hire a coordinator. Scheffrahn recommends plan. Prochaska would like to ask Council to adapt resolution. This needs to be done by December. Kendall County Care feels it is an excellent plan but they want to make sure it is adapted and followed. Chapter 7 is the summary part of the plan. Council members are to get a copy of chapter 7 to look it over. Spang and Stafford would like to g et together with Mike Hogan and go over it. Bring to COW and have an start working on a resolution. 7.) Atlases - New Subdivisions - Schmanski suggest when a new subdivision comes in to digitize sewer and water lines on a CAD system. Schmanski is asking how much does the City want on the map? Prochaska feels it would be less time consuming to import information into a CAD systems as opposed to digitizing. Developers are suppose to have as builts, with an as builts the developer is responsible for the property for the first year. After the first year the City then becomes responsible. Schmanski feels if the City is going to require as builts then it should be in ordinance form. City should request as builts on disk when available. Prochaska would like to see a break down of what Schmanski is doing. Then City should figure out how we want to do this and what City would like atlases to include and try to fit it into next years budget. 8.) N.E. Area Sanitary Interceptor Study - Study on NE area of town. Need to report on size interceptors need to be. Area east of Rt. 47 and north of Rt. 34. Wanting to develop area now. Financing for study will have to come from streets in the general fund. Spang does not feel that is right. There are alot of streets that need to be repaved in Yorkville. Nanninga said he put alot of money in that fund because the year before there were alot of studies done and he wanted to make sure there was plenty of money to cover any studies that the City may need this year. Prochaska feels there should be a plan, but no one is wanting to do much until they know what the school district is doing. Spang doesn't feel City should spend money on property that is not in the City limits. City can put a recapture fee on this. There is money in an unidentified engineering fund. Bring to COW. Look for areas to take the money from. 9.) SW Interceptor Billing - Discripencies on Guires bill. J.T. and Bill need Y - Page 3 - to get together and will give a final bill. 10.) Additional Business - Subdivision Control Ordinance - Prochaska would like get with Schmanski, Stafford and Nanninga. Yorkville went from almost no standards to being over standard. Prochaska would like to reevaluate the standards. It is cheaper to develop in Plano, Montgomery, and Oswego. Are our standards too high? Is there anything excessive? Prochaska and Schmanski has heard that it is more costly to develop land in Yorkville as opposed to other towns. Prochaska would like to review it. Fox Hill Area - Spang was offended by the odor coming from the bathroom in a model home. It is a townhouse currently setting empty: J.T. said there is sulphur in all the water in Yorkville. As the water in the area starts getting used more it will most likely take away most of the smell. Flushing the hydrants will also help. Spang suggest that the City open the hydrant a small amount to help get some relief. J.T. will go and look at it. Jim Hines has requested no parking on Center Parkway in Countryside Center. Put on agenda for Public Safety. Snow Bird Policy - $25 fee to have the water shut off at the B box and turned back on. Any time a City employee goes to a customers home we should charge for the service. Alot of people turn the water off on their own. Spang feels this amount is excessive if the people leaving town don't want the City to come in and shut off the water. However, it needs to be clear that the water used during the time they are out of town, that they are responsible to pay for it. In the event that a water line should freeze and burst or there are drippy faucets. That water needs to be paid for. TCD has agreed to waive their fee for full months only.
