COMMITTEE MINUTES - PUBLIC WORKS

Discussion:
1 .) Changes to Standard Specifications - J.T. would like to use a
standardize frame for manholes. This will help J.T. keep stock. Only
two companies in the Midwest area. Callmer feels we should
consider using only one company. Spang feels that could be a bad
idea, if the company goes on strike then we would not be able to get
stock. J.T. feels we should have two sources. J.T. is looking into
the street lamps. J.T. would like Judy and LuAnn to be supplied with
ten copies of a final plat on 2 ft X 3 ft paper so they can give the
property an address. Prochaska feels the specification needs to be
ratified. Need to make clarification at COW.
2.) Resurfacing Contract - Letter has gone out recommending approval on
resurfacing Park, Main, and Hydraulic Streets. Low bidder was Fiala
out of Hodgkins, II. Their bid came in at $59,658. City would like to
to authorize them to start preparing. Spang was concerned that there
other streets in Yorkville that need paving more than Park Street.
South State Street from Van Emmon north to the railroad track seems
to be in much worse condition. J.T. said there is a storm sewer that
has to be fixed before the road should be redone. City should not
pave a road and then tear it up to replace items under the pavement.
According to the traffic study there is enough traffic on Park and
Bristol to warrant a stop sign. Prochaska said the worst part of the
road (at Rt. 47) was fixed when Rt. 47 was redone, however the road
narrows from approximately 22 ft. down to 12 - 14 ft in some areas.
Committee is going to recommend acceptance of bid.
3.) FPA Expansion - $7500 is half. The city has to do this. J.T. will
figure out the money and take to COW. Everyone feels we need a
budget report so it is easier to keep track of where everything is.
4.) New Salt Spreader - J.T. would like to start getting bids. He is
looking for a auger type spreader with a steel box. J.T. will take bids
to COW.

5.) Street Light Update - Ducell is on vacation. Ducell is the person J.T.
has been dealing with and needs to speak with. City will be putting
up 16 street lights. Eight lights will be going in Countryside. Six will
be going into the Prairie Park area. One will be going in at Colonial
Parkway. One will be going in at Leisure Street. If you feel you need
a street light somewhere, contact to Tony Graff. Tony will do a
study, check on accidents and other problems there and help decide if
a light is needed. If there is already a wooden pole there
Commonwealth Edison will come out and run electricity to it for
approximately $300. Then Commonwealth Edison charges
approximately $11-12 per month forever.
6.) Rolling Heights Update - Strom sewer is fixed, curb is in. Detention
area has been worked on. Straw bails have been put down to help
keep out silt. Engineer said the road is fine. There are not any cracks
and it is stable. Mackelvain still needs to do some work on
landscaping island. Mackelvain will have to ask for acceptance of
subdivision.
7.) Center Parkway Update - It is currently gravel. Paving will hopefully
be done Thursday or Friday. Binder is going on all four lanes at one
time. Curb had to go in first and sit for a week before Aurora
Blacktop came in. Now J.T. is waiting for Aurora Blacktop.
8.) Hydraulic Street Update - Water main is in and has been tested. J.T.
would like to make a physical disconnect. Schmanski recommends
keeping it alive should the City ever need it. Hydraulic is ready for
resurfacing.
9.) Annexations and Pre/Annexations - Sent memo to Dan. Some people
have signed Pre annexation agreements, other have not. J.T. would
like it to be the same for everyone to alleviate some confusion.
10.) Additional Business
A.) Street Names - Scheffrahan feels we should discuss street names
before town meeting. Tony Graff and Jim Nanninga need to be in
on discussion. Consider doing the street name changes at the
same time the phone company does their changes.
B.) Acceptance of Cimmeron Ridge Subdivision - City has received
letter requesting acceptance of Cimmeron Ridge Subdivision. J.T.
has not had the time to go out and look it over. J.T. will get out
there soon.
C.) DCCA Grant - 817 Surveys were returned. Advise COW that
$817 will be on bill list for payment.
