COMMITTEE MINUTES - PUBLIC WORKS

Discussion:
1 .) Disposition of Old Mower - Flair mower that has been replaced will be
sold once the new one arrives. J.T. said it should be here within a
week or so.
2.) Status of DCCA Grant Request - Survey response did not go as well
as planned. J.T. thought they surveyed about 800 people. J.T
thought the agreement was 51 .00 per house up to S 1500.00.
Prochaska thought there was a minimum amount of a $1000.00.
That amount was voted on by Council. J.T. will look up paperwork
and send everyone a memo.
3.) Refuse Contract - Prochaska said the bins were ordered as soon as
the contract was signed. All the bins will be distributed at the same
time. Nanninga said that when the bins are given out there will be
details/directions taped to bottom of each bin. Nanninga said that in
the current contract they have agreed to pick up certain items and
they should do it.
4.) Updating TV'ing Sewer - J.T. said there are 8-14 open bids. Sending
out 5 bids from here to COW. Would like to award bid at Council on
August 24, 1995. Hopefully it will be under $24,000.
5.) Update on Center Parkway Rehabilitation - J.T. is going to have crews
remove top layer. This will be done in 2 phases. 2 lanes on each
side at a time. Aurora Blacktop will be putting down the binder. The
City is doing most of the work because the bids came in at about
$33,000. Spang was questioning the traffic funneling - J.T. said

there will be signs redirecting traffic through KFC. Crew will be
working around lunch and dinner time.
6.) Update on Sanders Court - J.T. went back into the manhole, there is.
a bottom. J.T.'s suggestion is to dig up in the ditch by the storm
sewer, in line with the manhole to find out what is causing the
water to run into the Herron's basement. Herron's pump runs every
12 minutes. The problem could just be ground water, in this case the
City is not responsible. If there is clay in the ground that
could cause water to run into the Herron's basement. J.T. is sure
when the storm trench was put in and inspected, that everything was
done correctly. Lindley (Builder) has indicated that the problem is
the City's. Callmer feels that Dan should be involved. If this is a city
problem the Herrons need to be notified how and when it will be
fixed. Spang and Prochaska suggest doing as core and putting dye
in. If this goes into the Herron's pit, then it is the City's fault. This
would save to cost of the landscaping. J.T. will advise the Herron's
and Dan what's going to take place.

8.) Tree Policy - Spang would like the wording in the newsletter about
planting trees in the parkway changed. J.T. said there is a formal
policy in the City against planting trees in the parkway. Spang
would like to recommend to the people that the money would be
better spent on landscaping your yard. Trees in the parkway that
have to be removed by the city for any reason will not be replaced.
Callmer feels that if the City is going to enforce people to take down
trees in the parkway that the City should enforce the ordinance on
Dutch Elm disease. Callmer does not want to see all the Elm trees in
Yorkville dead. Dutch Elm disease spreads very quickly in hot dry
temperatures. J.T. said they could enforce this. Anyone that has an
Elm tree with Dutch Elm will be notified that they have 5 days
to have the tree taken down, if this in not done the City will go in and
remove the tree and bill the property owner. This needs to be put in
the newsletter.
9.) Old Business
Rollin gg Heigghts - J.T. sent a letter with a list of things they needed to
do. To J.T.'s knowledge they have not done anything on the list.
J.T. will get Dan involved. Dan to report at the next City Council
meeting.
Lydia'a Motel - Need to have Dan send a letter about Motel taxes that
have not been paid and about city sewer. Dan still needs to provide
copies.
Mr. Ratos - City has control of right-of-way. No easement. Traffic
will go into Bank of Yorkville parking lot and into parking lot for the
building Mr. Ratos is building. Mr. Ratos would like to put a
right turn only into his parking lot. Concerned with cut through into

Safari's lot and the Cash Station. This could be posted No Thru
Traffic. The bank's lot and drive through is private property. Spang
has had complaints from people coming out of the bank and not
stopping. Spangg is concerned with increase of traffic through the
bank. Schmanski said the lot will have to be restriped.
Lights in Countryside - Joint purchase with Aurora. $800 per pole,
arm and head.
10.) New Business
Sidewalk replacement for 104 West Street. 4-5 squares. $658 total.
Go to Council.
Property behind Washington and Dolph - City was letting it go to
seed but it is now about 4 foot high. Now it is past its prime.
Weed Ordinance - Prochaska feels we need to enforce this on the
regular people that consistently do not mow. J.T. said City sends out
registered letters stating they have 5 days to mow. If they don't the
City will mow and bill property owner.
