Johnson Bill Schmanski Discussion: 1. Sanders Court - J.T. reported that he had gone into the manhole, there is no bottom. Water sits in a gravel trench about 3 ft. higher than the basement of the home. This water is causing sump pump at the Herron residence to run most of the time. Bill Schmanski suggest to divert the water away from the house. J.T. will try this. If this is effective they will dig up front yard and fill with clay. This is more cost efficient than a storm sewer. Ron & Cathy Herron did agree to try this. J.T. would be able to do it this week. 2. F. E. Wheaton Sidewalk - Jeff Brown has asked for consideration on the sidewalk on both north and south side street. Cost of the sidewalk is $12 a linear foot. He has 1700 ft. of side walk he would have to put in, totaling approximately $21,000. Ordinance states that sidewalk must be on both side of every right-a-way. Inland is doing the pavement and will need to be in on discussion. 3. Tree Policy - Tabled until Jeff Spang returns from vacation. 4. IDOT Permit Resolution - Countryside Parkway - Fitness Center - Jim N. is requesting Mayor Bob Johnson to enter into agreement with the State to add-on to road. Cost is Approximately $26,000. Bring to COW on Thursday July 20, 1995. 5. SE Sewer Interceptor Fee Collection - In the Country Hills area Jim N. said City has started collecting $125 P.E. fee. Barb has covered 19 lots. Plots that have already been finalized will not be charged this amount. City needs to set up a separate bank account for this money - Page 2 - in case they need to do reimbursements later. 6. Posting Cannonball Trail - City would like to post a sign on Cannonball Trail limiting the weight to 6 Ton. This would force semi-trucks to stay on main highways. J.T. believes that Kennedy is already posted. If not Kennedy should also be posted. 7. Cal Pedersen's Sidewalk - Jim N. thought City should pay them $4600. This is less than half of the cost. J. 1 . measured the sidewalk to ensure the amounts. 8. May Water Report - Everyone was in agreement. Report looked good. 9. March, April & May Building Reports - Everyone in agreement. Report looked good. 10. SSES Presentation - Deuchler - Philippe Moreau stated that we have some problems. Elizabeth & Hydraulic is a main problem. Philippe estimated approximately $700,000 worth of repairs. Alot of the work can be done the Public Works Department. Manhole rehabing is estimated at 350,000. This should be done by specialists. $1 .3 million for storm sewer repairs/rehabing and on going maintenance such as root killing, inflow, and extending down spouts. Philippe recommends to replace the storm sewers on Hydraulic, and spend the budgeted $10,000 to do a study to indicate to City where the intersect lines should go. 11. MIT Funding for Maintenance - Bill Schmanski to being to Council next week. $68,000 for 1995 for resurfacing of Hydraulic, S. Main, and Park Streets. $3800 is acceptable fee. Layout and inspecting. $3350 based on current estimates. IDOT needs to see obligated funds. Amounts to be filled in at COW on Thursday July 20, 1995. 12. Countryside Detention - Jim N., Bill S., Dan, & engineer suggest the Drywell solution. There will need to be a 6" obstruction around the drywell. Jim N. propose a test, open a hydrant, if the drywell can handle the watee. The reason for the drywell is due to the amount of sand in the ground in Countryside Center. 13. Joint Sanitary District Meeting - Mayor Bob Johnson suggest Art P. to schedule a meeting with the Sanitary Board. Two administrators would need to be present. 14. Additional Business Phyllis from the Health Department had reported to Jim N. that Lydia's Motel was leaking raw sewage. Phyllis request that City send Lydia's a letter requesting them to hook up to City water and sewer. Jim S. Art P. and Bert C were concerned with the health problems. Bert C. was wondering why the Health Department couldn't close Lydia's or force them to Book up to city water and sewer. Jim N. is going to contact Phyllis on this. f � r r' f - Page 3 - Kiddie Campus has requested a one year letter of credit on the sidewalk. They would like to wait one year before having the sidewalk done. Torch for the monument is being rebuilt. Bert C. would like the American Legion to clean the monument, redo and update the names. J.T. said he felt the Legion would do this. The torch has been refirbished. J.T. would like to put the torch about 10 to 12ft. up on the front of the monument. Torch needs to be lit all the time. Gafney has filed a law suit. Jim N. said City will offer to pay $2200 to have lights removed it Gafney will drop law suit. Jim N. will talk to Dan on this. Water Main - 1 bidder - Jerry's Septic & Sewer. Engineer estimated $56,221 - Jerry's estimated $63,056. J.T. said he is looking into the price differences. One - Jerry's quoted sod at $5 - 6 a sq. ft. J.T. will check around for better pricing. Art P. would like to change the rules for people with pools. J.T. doesn't feel the city should fill pools. Needs to be clear that there must be a fence around the pool.
