T.Johnson Bill Shmanski TIME ADJOURNED: 8:40 P.M. Brian Effington DISCUSSION: 1. Flair Mower J.T. says currently city is using a deck mower but he considers dangerous. He feels the flair mower is safer. There is a state purchase of$1820.00 but has a 60 day delivery. Jeff asked if delivery is maximum or minimum. J.T. says max. J.T.would like to look at purchasing from local vendor. Richard asked if this purchase is in the budget this year? J.T. says he believes it is. Art asked J.T.to get prices and locate where it is in the budget by next P.W. meeting 2. _$F&5-South Report J.T.would like to have Phillippe from Deutschler come to P.W.for discussion of the report. Art agrees. Bill would like to meet with Phillippe also. Art asked J.T.to bring back to next P.W. and ask to have Phillippe attend. 3. Fox Industrial Pik Table until next P.W.meeting since Jim Nanninga is on vacation. Art said he believed that Jim had given the property owners until next Monday 6/12/95 to respond. 4. Mowing Or ' ce J.T. has sent many letters&will send more this week. J.T. says he believes notice for parcel on northwest comer of Rts.47&34 expires today. J.T.has person ready to mow if not done. 5. 5$1=Cra ,rl F' Conttact J.T. says city uses funds from Streets not from MFT. The county does the filling for the city for labor and material only. J.T. says they do not work on streets where pavement has begun to crumble or"alligator". Kathy asked if there is a list of the streets to be done so aldermen to see if any particular street is included. J.T. says yes there is and will get copies to aldermen. J.T. announced that work on Center Parkway west of the Countryside Shopping Center should begin on July 10. Kathy asked if J.T.was able to get an exact date as to when Worsley and Gawne streets will be tar and chipped. J.T. says Aurora Blacktop is saying next week. J.T.will call Kathy&Art with a firm date as soon as he gets one. 6. Beecher Revorts Were accepted at last City Council Meeting. Page 2 7. Class C License-Brian Sorensen J.T.wants to give Brian a$0.50 per hour raise now that he recieved his Class C water license. J.T. says Brian did attend classes at C.O.D.and passed test to get license. J.T. would like to continue this if idea if Brian goes on to get his B and then A licenses. Kathy asked if this is the same as we have done in the past. J.T. saye before the city only gave a plaque,but city needs to recognize that having this license increases Brian's abilities. Jeff asked what a Class C license allows? J.T. says the Class C license allows one to add chemicals to the water,Class B allows sorting,and Class A allows treating river water. Art asked if this increase is in the budget? J.T. says yes. Jeff asked if the city recognizes such achievements? Art,Kathy,and J.T. all said yes. Burt asked if the current or new manual allows for this kind of program? Jeff and Art said they did not believe either did. J.T. said there is the question if a department head has the ability to grant these types of increases if budgeted without City Council approval. Committee thought there should be a policy created concerning this if one does not already exist. Committee recomends the increase,an official recognition at the City Council meeting on 6/22/95,and a copy of the recognition be put into Brian's personnel file. Take to C.O.W.on 6/15/95. 8. Employee Education Funds. Kathy asked if this was for all of P.W. employees? J.T. says yes,also includes administration staff. Jeff suggests saying for all non-bargaining unit employees. Committee also recommends including step increases and job descriptions. J.T.will work on and bring back to future P.W. meeting. 9. 5u grvi"ry Pay J.T. explained that with the new set-up,Public Works will now begin determing crew leaders for each group. As this come to be Jim Nanninga&J.T. would like the ability to give $0.50 per raise at they feel these people grow into the crew leader type position. The position would include scheduling and would require the crew leader begin work 1/2 hour early and stay 1/2 hour later when necessary. Committee questions whether city can expect people to work for 9 hours and get paid for only 8? Committee feels employees should be paid for the hours they work. A suggestion might be to schedule crew leaders as needed to keep a 40 hour work week (excluding emergencies) Burt suggests allowing anyone to be crew leader as needed and the use of T time(adjust pay temperarily)as opposed to having only one person in each area. What if the crew leader was sick one day or had to leave a job for emergency reasons? Committee recommends J.T. and Jim N. look at a combonation of use of crew leader and T time. Committee recommends taking this to the Adiministration Committee. 10. Sidewalk Replacement Spang&Van Parvs J.T. presented sidewalk replacement applications from Spans at 907 S.Main St. and from Van Parys at 903 S.Main St. Low bid for Spang was$392.00 putting city's portion at$196.00 Van Parys low bid was$174.00 putting city's portion at$87.00. Behren's was low bidder for both. Committee recommends approval of both and take to City Council meeting on 6/8/95. Jeff mentionsed some other areas on S.Main St.where sidewalks are bad,and wondered about the city's liability. Art&Kathy mentioned that there are other areas of bad sidewalk such as on E. Main St. J.T. syas he believes that courts have in the past upheld that sidewalks are homeowners responsibility,except at schools. Committee asked about Peterson's& St.Pat's sidewalks. J.T. says he believes Jim N. is working on them. It V d-w J , Page 3 IL Detention Area in CountLyside J.T.believes that the area around Countryside shopping center were originally platted as grass areas. In 1979,after the adoption of the subdivision control ordinance,the area was replotted. Bill has been working with land owners to provide detention as new building in the area. fun S. is concerned about discouraging business in the areas if the detention is necessary. Jim S. asked Bill if we can determine if detention is necessary. Bill says yes. Art asked what it would take to determine the detention? Bill thinks about a day or so of work,but he cannot guarantee the time needed. Bill says he has talked with Jim Ratos'engineer. Bill says he is trying to keep the cost of detention minimal for both Bridge Street Interiors and Mr. Ratos. Jim S. asked Bill to talk to Jim Ratos. 12. Sander's Court Bill has some notes from past. He has not been out to view problem. Art gave Bill a copy of a letter from Lindley concerning water problems at Herren's. Bill says he will get out this week to look at proplem. Bill will report back at next P.W. meeting.
