Arnold including a l0'wide easement down from�►adison Ct. J. T. pointed out that�;rs. Arnold's property would still have access to the section of the Van Emmon right-of-way that connects with Morgan St. and is not part of the proposed vacation. J. T. explained that the are 2 trees that the city would have to remove soon if the vacation is not granted as they are leaning and could cause damage if they fell. The cost would be approx. S 1,000 per tree. Bob Johnson susgested that the City Council ask Dan Kramer for some legal guidance before making any decision. Jeff Spang asked if the city would need to retain an easement to provide for a turnaround at the end of Madison Ct. Jim Nannninga said he would contact Dan to get answers. Committee recommends Jim get answers from Dan and bring to Committee of the Whole on 3/2195. 2. Water Collection Ordinance Change Jim Nanninga asked to table until next Public Works Committee meeting. 3. Si1y Costs for Rt. 47 J. T. asked for an amount not to exceed S3,000 for street signs and for Yorkville signs. These are all new street signs along Rt.47 including poles and hardware. This is the first phase of sign replacement program. Jim wants to start with the major collection streets. These would be reflective type signs. In this phase there would be 90 signs and hardware plus 45 posts and 6 of the Yorkville signs to be placed at points of entry into the city. The money will come from the MFT street maintenance funds. The committee recommends this project and asks that it be brought the Committee of the Whole on 3/2195. 4. Dave Bell Sidewalk J. T. has received an application for 50/50 replacement costs on existing sidewalk where a new house is being built. Committee does not have problem with this so long as the cost does not include the portion of sidewalk that would have to be removed and replaced at a driveway. J. T. did not think that cost was included. J.T. said that there is about$2700 left in this year's fund,but some of that is committed to sidewalk replacements along Kendall Drive and Countryside Parkway. Bob Johnson ask how much is committed? J. T. need to add up. J. T. also reminded the committee that he thought the City Council had decided to give Cal Peterson some money for the sidewalks replaced around Parkview. Art asked J.T. to please get these amounts together for the next Public Works Committee meeting. 5. hoolinyfor lic Works Jim asked to table until next Public Works Committee meeting. 1 Page 2 6. Bids for Lawn Equipment Scott got bids for a 21 H.P diesel "Grasshopper" mower model 7210 with a 61"deck as follows: 59207 from Jack's Equipment in Berwin, 11 59040 from Martin Equipment in Orland Park, tl 57975 from DeKane Equipment in Big Rock, 11 Funds will come from various areas within the Parks Budget. Art asked if Jim and J.T. concur with the use of these funds for the mower. Jim said yes. J. T asked about the use of funds from the stump removal fund. Scott said he left S300 in the fund. J. T. is not sure that is not enough for the removal of all the stumps in Countryside. Scott stated that he thought this money was for the parks. he did not realize this was for all stumps in the city. J. T said he did not want to stop the purchase of the new mower as it is needed and he thought some of the stumps could be removed in this budget and the rest after May 1. Committee recommends bringing to Committee of the Whole on 3/2/95. 7. SSES a. Philippe gave a progress report. Televising on south side is almost finished. Flow monitoring should start in mid March. He recommends a rain age on the south side of the river. Jim will w help find a suitable location. Flow monitoring could be completed by the end of May with Philippe's report to follow in about 30 days. The report will include a cost effective analysis as well as recommendation on what areas in need of immediate repair. Bob recommended that a meeting be set aside just for the presentation of the report when completed. All agree. Bill asked if there are some major problems that could be repaired prior to the flow monitoring. Jim stated that some repairs have been done. Philippe does not feet more needed to be done before starting the monitoring. Philippe says from what he is seeing on the videos so tar, infiltration seems to be a large part of the problem. b. Philippe presented the cost to complete the study in 1995. There is approx. 70,000 lineal feet of sewer plus 256 manholes. He feels he would need to use 6 flow monitors because of the area. The completion would also include revising the sewer maps, numbering the manholes,and creating a sewer map atlas. The cost is$31500. Jim has presently worked$25000 at this time and is trying to find the additional$6500 plus televising costs. J. T. pointed out that some of the areas are new enough where televising may not be necessary and some other areas have recently been televised. Bill suggests cooperating with Deuchler to use the maps in atlas for other city services such as water mains. Jim will have total cost including televising by next Public Works Committee meeting. g. nita[y District Billing Jim reported presenting$8000 annually or billing directly to the Y.B.S.D. Art said that the Y.B.S.D. board asked that the city document the true cost. They did suggest that the city give a set amount. Art asked if we can get an idea of the cost as documented by next Public Works Committee meeting? J. T. said he would like to have untill the March 20th meeting. Currently Jim is using 58,000 in next year's budget. 9. Paving Lot at Police Station Art had asked Jim to get and estimated cost for paving the parking lot at the police station as possibly using the area for additional municipal parking when the police are relocated. Jim got a cost of$3900 for 2" thick area of approx. 74'x 80'. Jeff asked if that is an area realistic for helping the downtown parking problem. Jeff suggests money might be better spent on Main St. parking area. Art said his thought was with summer coming that parking in that area might be used by canoers and such, freeing up some of the parking closer to downtown. Bob asked about AT&T property. Jim says that the city has not officially gotten an answer yet. Bill reminded the committee that any improvements to the Main St. parking or the access to the river 1 Page 3 north of\lain St. should include the storm sewer improvements. The Committee recommends presenting these ideas to the Revitalization Committee. 10. Oversizing Jim sugCity ests that staff be more aware of reporting the costs of oversizing to the City Council before annexing rather than changing the ordiinance. Bob asked if the Ciry wouldn't want to negotiate the cost? Jeff asked if we could negotiate at time of annexation? Art asked if our current connection fees cover the cost of oversizing? Jim and Bill are currently looking at our connection fees. J. T. asked why the city couldn't simply require a developer to extend a main at its existing size, so once the city gets a developer to oversize a line,the others have no choice. All agree that this is an option. City could take size out of ordinance and require developer to extend existing size by default with the option of negotiating. Art asked if others pay for oversizing. Jim says he knows that the Aurora S.D. does not pay for oversizing. Committee recommends taking the idea of removing oversizing from ordinance to Committee of the Whole on 3/2/95. 11. 5 Year Water Plan Bill presented plan. Three main items-Water tower&well,water main replacement, and completing loops. 1995/1996 year-Hydraulic water main replacement and design engineering for water tower are suggested. Art asked what kind of grant funding is available. Jim is looking at grants but some will be determined by DCCA survey. Estimated cost of this years projects$281,000. Jim has not worked into budget yet. Bill&Jim suggest increasing connection fees. Bob asked if they have done any kind of survey of other communities? Bill&Jim will do a survev before recommending a new connection fee amount. Bill stated that the city really needs to look at a new water tower. Currently if there were a large fire we could use more than half the volume of our current storage. This is an indication of the need for a new well and tower in the near future. Bill will have more information at the next Public Works Committee meeting. 12. mn_T Request Rt. 34 IDOT is studying the widening of Rt. 34 to 4 lanes from Rt. 47 east. They are asking Yorkville to identify possible future intersections. Tim and J. T. have looked a little at Wackerlin's property. Jim and Art are trying set up a meeting with Inland to talk about Landmark Ave. and McHugh Rd. Committee recommends taldng to Committee of the Whole on 3/2/95 for information and discussion. 13. Hillcrest Parking J. T. and Jim are recommending no parking on one side only. They recommend no parking on the north side of the street east of Center Parkway. Jim has asked Dan to draft an ordinance. Jim will bring the draft to Public Works Committee when he gets it. 14. Reflectors at curve on cMcHugh Rd J. T. says new delineator posts have been ordered and should be received this week. 15. Dios on McHugh Rd & Spring St. Art asked if these could be looked at to see when they could be repaired. The one on Spring St. has gotten larger and one of the dips on McHugh Rd. is almost a pot hole. J. T. says he is afraid that the dip on Spring St. has not finished settling. Jim.J. T.,and Bill will check and bring back to next Public Works Committee meeting. 16. Prairie Park ligh electric eve J. T. reported that Verne Henne was to have installed the electric eye on the li--ht in Prairie Park so it will turn off during the day.
