Pat Clark Jim Stafford TIME ADJOURNED: 9:20 P.M. OTHERS: Tony Graff J.T.Johnson See attached attendance sheet DISCUSSION: 1. Elizabeth Lorenz of 1005 Sunset Avenue expressed her concern of the city removing the fence along game farm property. The committee informed her that they would not tear the fence down at any location where the homeowners signed a hold-harmless agreement and a maintenance agreement. J.T.Johnson will ask Dan;IQa mer to prepare the documents. All homeowners concerned will be contacted. Art Prqffiasl h informed J.T.of a drain problem on the Lorenz property. Mr.and Mrs.Sanders of 212 Georgeana expressed their concern about the removal of the fence, also. 2. Gregg Gabel of the Lannert Group presented a proposal for contract building inspections and plan review services from the Municipal Inspection and Code Consultant of Illinois,Inc. (MICCI)and the Lannert Group recommendation. The Lannert Group recommended that we contract with MICCI on a on-call and part-time basis for with a thirty day trial period. If all parties are satisfied and the end of that time, to enter into a one-year contract with MICCI. Lannert Group also recommended that MICCI review the city's ordinances and fee schedules,to meet with all city departments,to appoint a city"point person",to sponsor a forum with local builders and developers to explain MICCI's processes and ease the transition. Individuals from MICCI will attend the May 5, 1994 Committee Meeting of the Whole. The committee recommended that the city's current fee schedule be available at the C.O.W. meeting on 5/5/95. The only concern expressed about the fee schedule was the our current budget was built around the schedule and changing it might affect the budget. 3. J.T. reported that 193 linear feet of curb needs to be replaced in the Oliver/Niles subdivision. There is also a drainage problem. Oliver/Niles would like the city to sign off and accept their subdivision. J.T.felt the drainage problem could be taken care of by getting an easement from all property owners and run a pipe to the city storm drain. Once these items are taken care of, we can sign off for curbs and drainage. J.T.will check to see if all streets have been completed so we could sign off on the streets. � 4. Traffic Light update. IDOT wants a special cabinet,but cannot tell the contractor where to purchase this cabinet. J.T. will be checking with IDOT on this. 5. Ray Wheaton submitted a bill for blacktop work he had done on the street in front of his home. This needs to be discussed at COW,however,committee felt that we cannot pay for work that homeowners do when they do not check with the city before starting the work,and when the work has not been inspected. 6. J.T.has found a company that will televise sewers for$30 a foot. It will cost approximately $9,450.00 to televise north and south sewer lines. J.T. informed the committee that many larger cities replace their equipment every five years and he could check to see if any citys were selling their televising equipment. As we have informed Ralph Pfister we will televise off new sewers,and the cost is prohibitive,the committee felt it would be a good idea to find out the cost of purchasing this equipment. 7. Updates on north and south sewer projects were discussed. 8. Amurol intersection-discussion of recapture of the cost of the intersection to the property owners to the west. 9. Baxter and Woodman has presented a proposal for completing the as built plans for the south water/sewer project. This would entail a two person crew completing a survey,shoot grades,1 set of mylars,3 sets of blueprints and look at the current blueprints and revise them to make sure they are the actual way things were done. This cost would be a not to exceed$3,950.00. J.T. recommended this be done. 10. Judy Bell has inquired if the Beecher Report, Water report, etc. should be available at the COW meeting for discussion before they are approved at the regular meetings. Discuss at COW meeting 5/5/94. 11. At the May 12,1994 regular meeting the resolution for Maintenance of Streets and Highways by Municipalities Under the Illinois Highway Code needs to be approved. 12. J.T. will review the adopt a highway information. 13. All intergovernmental agreements between the city and school district regarding the tennis courts will be reviewed by J.T. The city paid for and installed the tennis courts and there used to be a tennis court committee,alderman and board members,that met to discuss the maintenance,etc.of the tennis courts. 14. Other intergovernmental agreements need to be reviewed.
