DISCUSSION:
1. HYDRAULIC STREET
Water main needs to be replaced,200 feet plus 100 feet under Route 47 at a cost of between
$18,000 to$20,000(about$150.00 per foot) without potential problems. J.T.'s recommendation
was to at least complete the 100 feet under Route 47 this summer.
Pavia and Marting will get us their estimates,putting emphasis on water and sewer and
patching of street. The obtaining of easements will proceed. New road design is 25 feet.
2. POTENTIAL RIVER PROJECT
Art and Pat suggested we look at a formulate a plan and concept for river. Pavia and Marting
will check to see if a plan/concept can be funded through MFT. A suggestion was made to
approach Dick Young to help coordinate plans.
3. FOX
Engineering done-EPA permit needs to be checked into. A suggestion was made to postpone
project for one year. Speedway,drive-up bank,McKeevers,store behind McKeevers,little
house in front of McKeevers and fire station will all be hooked up to the water line. The first
station gets a water main. The recommendation was made to use the$60,000.00 budgeted and
put toward Hydraulic water project once Pavia and Marting checks figures for Hydraulic. This
project will be discussed at the C.O.W.meeting on May 19.
4. VAN EMMON
Bids were received last year. J.T.will check to see if water portion is in budget. If the bid was
not broken down,will rebid it. Easements need to be checked.

5. TRAFFIC STUDY � a- �
The proposed traffic study area will be bounded the west by Route 47,to the north by Walnut
Street,to the south by Main Street and to the east by Teri Lane. The study will consist of the
following elements: physical inventory, sign inventory, stop/yield sign justification,accidents,
machine traffic counts, functional classification, safe approach speeds,school bus
loading/unloading,speed limit study, and the final report shall be prepared with a section
outlining the findings,conclusions and recommendations associated with each of the following

items: existing roadway geometries,existing traffic control signage,accident analysis, existing
average daily traffic map, existing functional classification map, maximum intersection safe
approach speeds,school bus loading and unloading,legal,proper and reasonable intersection
control,locations for additional warning type signs,legal,proper and legal speed limits.
The cost for services in connection with this proposal is$6,500.00. The committee's
recommendation was to proceed with the traffic study.
6. NILES/OLIVER SUBDIVISION
After inspection by Pavia Martin&193 feet of curbing was determined to need replacing. A
storm sewer line is being run behind Steidel's and other properties to tie into the city storm
sewer. No dry well will be needed.
7. PIPE NET
Phase I - $5,500.00-already paid for and completed. kco
Phase II- If Pavia and Marting did field work and calibration, fire flows at all key fire
hydrants,it would cost approximately$11,500.00. If Joe and Brian, with the assistance of fire
department if needed,did the fire flows,there would be a cost savings of 30-35%. This would be
paid for under Contractual Services in the Finance Department. J.T. will get fire department
reports. This information will assist in planning for new subdivisions and repair projects.
8. INFRASTRUCTURE PLANNING
Ralph Pfister has asked if we would pay$1,200.00 to $1,300.00 to Pavia and Marting to put all
I annexations on maps that have been prepared by Pavia and Marting for the Sanitary District.

It would cost$20,000.00 to complete"small"sets of plans with water/sewer/addresses on it.We
need to look at infrastructure,expansion study in future years.
9. BAXTER AND WOODMAN
Baxter and Woodman have given J.T.Johnson and Ralph Pfister a quote for an SSES report,at a
cost not to exceed$90,000.00 The infiltration level is exceeding normal flow. The last SSES was
done in 1982 with a follow-up report in 1989 that cannot be considered a SSES. The Sanitary
District is strongly recommending that this be done as we cannot continue to tell developers that
we can supply them with sanitary sewer hook-ups. In order to obtain CRAP funds,EPA funds,
an SSES needs to be done. An increase in user rates was suggested to pay for SSES. If the report
calls for a bigger plant,city and Sanitary District could possibly work together to fund
expansion. Tony will check with Ralph to set up pint meeting to discuss SSES cost and have
both entities work together.
10. PAVIA MARTING
There have been$4,000.00 in costs from Pavia and Marting so far to help them get on board and
caught up with subdivisions.
Pavia is updating subdivision control ordinance and will look at Storm water ordinance.
An ordinance is being prepared to have the developer pay for and do traffic study and
subdivision inspections.
Bill S. will calculate recapture costs on Amurol intersection.
11. POSSIBLE PURCHASE
The purchase of an enloader for snow removal was discussed-to be purchased for the
subdivision wanting cul de sacs. An enloader is the most efficient means of snow removal in cul
de sacs.

12. RECREATION BOARD
The recreation board has asked for guidance for future parks. Rules in parks were discussed-to
have rules the same in all parks. Such as no dogs in play areas,no skating on slides,etc.
13. ADOPT A HIGHWAY
The committee recommended that all highways within the city limits be adopted at one time,
Route 34,Route 47,Route 71 and Route 126. The committee talked about Dick Young or Ann
Scholl as being the point person.
14. HYDRANTS
Hydrants went in at R.&R. supplies and Pride at a cost of under$500.00 in parts. Dwyer did
work. Hydrant needs to be replaced at Spring and Church.
15. STORM SEWER EASEMENT ABANDONMENT
There is a recommendation to abandon the easement on the Forbes property on West
Washington in lieu of obtaining an easement where the water actually runs.
16. STREET REPAIRS
Worsley and Gawne streets were discussed. Tony will check budget to see what streets were left
in budget.
17. LIONS CLUB POOL
Discussion needs to start as soon as possible regarding the city taking over the Lion's Club pool
in FY 95.
18. SIDEWALKS
J.T. is getting bids for all sidewalks that need to be done.
19. TRAFFIC LIGHT AT SOMONAUK
IDOTwill have the light in the bid letting for June.

RE: Traffic Engineering Study
Dear Mr. Peck:
Pursuant to the direction of the Public Works Committee at their November 8, 1993 meeting,
we are pleased to present herein our proposal for the conduct of a traffic engineering study
within the City of Yorkville as described herein.
The Study Area shall be bounded on the west by Illinois 47, to the north by Walnut Street,
to the south by Main Street, and, to the east by Teri Lane. The traffic study shall consist of
the following elements:
Physical Inventory - A physical inventory shall be performed along all roadways within the
defined study area to determine existing pavement widths.
Sign Inventory - A sign inventory shall be performed along all the aforementioned roadways.
The location, type, size and condition of all official warning and regulatory traffic control
devices shall be noted.
STOP/YIELD Sign Justification - The City of Yorkville shall be requested to provide written
documentation or authorization for all existing STOP and YIELD signs within the defined study
area.
Accidents - The City of Yorkville Police Department shall be requested to provide copies of
all accidents occurring within the defined study area during the past three years. Accident
data shall include intersection as well as mid-block accidents.
Machine Traffic Counts - Twenty-four hour machine traffic counts shall be performed along
each street within the defined study area to determine average daily traffic volumes.
Approximately forty such machine counts shall be required.
Functional Classification - Each roadway within the defined study area shall be functionally
classified as a low volume street, local street, neighborhood collector, or collector street.
Safe Approach Speeds - Maximum safe approach speeds shall be determined for every
intersection of every street within the defined study area.

School Bus Loading/Unloading - Present school bus loading and unloading operations shall be
reviewed to determine adequacy of existing operations.
Speed Limit Study - Spot speed studies shall be conducted within the defined study area
sufficient to determine reasonable, proper and legal speed limits along each roadway within
the defined study area.
Final Report -A final report shall be prepared with a section outlining the findings, conclusions
and recommendations associated with each of the following items:
1) Existing roadway geometries
2) Existing traffic control signage
3) Accident analysis
4) Existing average daily traffic map
5) Existing functional classification map
6) Maximum intersection safe approach speeds
7) School bus loading and unloading
8) Legal, proper and reasonable intersection control
9) Locations for additional warning type signs
10) Legal, proper and legal speed limits
This herein summarizes the performance of the traffic study for the defined study area. It is
our understanding the City wishes to fund the study from next year's budget which means
the study can begin in the spring or early summer of 1994. The cost for our services in
connection with this proposal is $6,500. We estimate all services associated with the study
can be completed within 90 days of authorization to proceed.

SUBDIVISION PUBLIC IMPROVEMENTS
OUTLINE OF INSPECTIONS
FIRST PHASE OF CONSTRUCTION INSPECTION
1 . Preconstruction Meeting - Meet with all contractors and developer's
representatives to discuss General Specifications and unusual items involved with
construction.
2. Mass Grading
A. Visual inspection of the erosion control measures in place.
B. Occasional site visits, consult with contractors and soils engineer as project
warrants.
3. Underground Improvements
A. Sanitary sewer: Morning and afternoon site visits to check progress and
specification compliance. Witness air pressure test conducted by the
Contractor of PVC sanitary sewers, prior to the pipes being placed into
service. Also, witness mandrel testing or televising the sanitary sewers.
B. Watermain: Morning and afternoon site visits to check progress and
specification compliance. Witness hydrostatic pressure test conducted by
contractor. Morning and afternoon site visits to observe water service
connections.
C. Storm Sewer: Morning and afternoon site visits.to check for progress and
specification compliance.
D. If project includes specialty items such as lift stations, force mains, etc.,
inspections are also made of these items during their installation.
4. Roadway: Proof-roll and stringline subgrade to insure structural stability and
grading. Delineate unsuitable areas and observe their removal and replacement.
5. Combination Curb & Gutter: spot check line and grade of curb forms or slipform
stringline, observe concrete pour.
6. Roadway Base: Observe preparation, placement and compaction of granular base
material, consult with contractor and soils engineer as project warrants.
Stringline granular base prior to binder coarse placement to insure minimum depth
requirements are met.

7. Bituminous Binder Coarse: Observe placement and compaction of material check
pavement, cross section slope and material depth.
8. Street Lights: Observe foundation construction and cable installation.
This concludes the first phase of public improvement inspections, the remaining public
improvement items will be constructed once home construction is underway.
SECOND PHASE OF CONSTRUCTION INSPECTION
The second phase of construction inspections are conducted once home construction
is completed or substantially complete, and most heavy construction traffic has
occurred.
1 . Underground Walk-thru Inspection: Walk project with contractor and inspect all
manholes, drainage structures and valve vaults. Sidewalks, parkway trees and
street lights are inspected by others. Compile punchlist of work items to be
performed and conduct follow-up inspections to insure substantial conformance
to the approved plans and specifications.
2. Combination Curb and Gutter Inspection: Inspect curb with contractor and layout
repair areas, observe repairs as they are being performed.
3. Binder Coarse Inspection: Prior to final surface coarse placement the binder
coarse is inspected with the contractor and failed areas are marked out and
repaired. Observe repairs as they are being performed.
4. Preparation for Surface Coarse: Inspect cleaning and priming of binder coarse
prior to surface coarse placement.
5. Surface Coarse Placement: Same inspection procedure as binder coarse.
6. End of Maintenance Period Inspection: Prior to expiration of the maintenance
period another inspection of the public improvements is conducted to insure they
have performed adequately. Sidewalks, parkway trees and street lights are
inspected by others.
