DISCUSSION: Brian Effington
1. TCD
TCD presented justification for increase in garbage rates. Discussion followed. 92%
participation is included in the 25% reduction of the land fill increase. Fuel increase due to
need to use lower sulfer fuel. Number of homes-1,199 billed to the city. Bill increase to
homeowners not determined. Without recycling,increase would have been about 10.85%,with
recycling,increase is 6.25%. If bin is full,TCD recommends getting another bin,but they will
take from another container if container is marked. White goods will be accepted until 7/1/94.
Will have new program set up by then. Definition of white goods: appliances,such as
washers, dryers, refrigerators, stoves.
2. HYDRAULIC AND VAN EMMON
Pavia and Marting's numbers for doing Hydraulic and Van Emmon. Water portion for both is
$200,000.00 and storm sewer on Hydraulic is$92,000.00 without rock excavation. Estimate was
$46,500.00
Storm sewer can be paid from MFT but not water. MFT will let us do just storm sewers now,but
would be proposed as entire project. Could let out bid for water and sewer at same time but must
state water portion of project is from the water fund and storm sewer from MFT.
Need to look at how budget is set up and determine how much MFT we can use. Need to
determine exact cost,determine MFT we can use.
J.T.recommended if it works out with the budget,we should do the project.
Tony is meeting with First Star to determine projects and debt. Including streets,building,SSES
Study.
Soil borings are needed for Hydraulic Street at an approximate cost of$2,000.00. $1,000.00 from
Storm Sewers and$1,000.00 from water. Committee recommends boring and that borings should
be done for all future street projects.
3. RR CROSSING
Will begin crossing project on Route 47 at 7:00 a.m.Saturday with expected completion at 5:00
p.m.on Monday. Street will be open by 7:00 a.m.Tuesday.
All merchants have been notified.
4. PARES
A suggestion was made to invite the Recreation Board to a public works meeting to discuss a
park ordinance.
Alexis wants to meet with city to discuss maintenance of park equipment.
Send a thank-you to the American Legion about park clean-up on Memorial Day.
There is a need to try and get more people involved in parks.
ACTION ITEMS FOR 6/9/94 MEETING:
1. Motion to approve the hiring of Michael Riggoni and Erik Shute for summer employment at a
rate of$5.60 per hour,not to exceed$7,800.00.
2. Motion to approve the hiring of Ron Morris at$5.50 per hour,not to exceed$4,400.00.
3. Motion to contract with Fox Valley Landscaping to sod properties of Gilbert and Loftus as part
of the North and South water and sewer projects at a cost of$2.50 per yard installed and Fox
Valley Landscaping will water and guarantee for ten days after installation with signed
release from property owners.
