BAXTER AND WOODMAN - SSES The difference between infiltration and inflow was explained to those present. Infiltration is ground water in sanitary sewer and inflow is storm water in sanitary sewer. A brief overview was done in 1988,the last full study was done in 1982. A presentation was made regarding different phases of the study and the reasons for needing the study,which is the need to avert possible future problems due to inflow and infiltration. Initially look for ways to economically remove water from system. Baxter and Woodman will submit recommendations of what needs to be done and they will help set up program for correcting. They did not include flow monitoring and house by house inspection. There was a large list from the last SSES and J.T.believed most items were addressed. Ralph Pfister stated that no assumptions should be made that newer areas are not adding to infiltration and inflow (I & I). Bill Semanski asked why flow monitoring was not included. Baxter and Woodman felt that in times of low flow they would not necessarily give true information. Bill stated that infiltration is present even during day times in selected areas and thinks there should be some flow monitoring in select areas. Baxter and Woodman felt they know system well enough to use money in other ways. Ralph Pfister asked about CDAP grant for Center Street. Tony informed him he was meeting with John Henning about the grant, which has a deadline of 7/25/94. Baxter and Woodman suggested project could be phased for economics,but suggested in two phases only. Total cost would be higher for two phases. Billing is normally done monthly. Due to testing procedures seasonally,much of bill may actually be presented after May 1, 1985. IL Baxter and Woodman does accept assistance from community,but feels that one of their personnel be present at time of testings. For confined space entry,they must have personnel present for safety purposes. Normally a SSES should be done every ten years,but it could be done more often depending on amount of I &I and capacity of plant. Ralph stated that one reason for increase in I&I readings is newer equipment and procedures allow for more accurate readings. Baxter and Woodman said the cost estimate of study would be good through fall,1994. If more work is done in 1995,then cost will be more. This time of year is good for smoke testing. If work were to begin now,the city would have report sometime around the end of summer,1995. Bill Semanski said he had no quarrel with study,but he still questions need for flow monitoring if necessary. He said that the study is a planning tool and also feels with monitoring we may identify some major infiltration areas. COMMITTEE'S RECOMMENDATION: To discuss at the committee of the whole meeting on July 7,1994. Tony should have more financial information from First Star by then. 2. APPLICATION FOR WATER MAIN EXTENSION Bill Semanski will review and may have recommendation for council meeting. 3. ADOPT-A-HIGHWAY At present we have had no response. J.T. will put in newsletter. Pat Clark and any others who want will being meeting with various organizations after August 1 if response is low. 4. COUNTY ROLLER PURCHASE County is asking$2,500.00 for small pavement roller. J.T.says it is in good shape and it would not need a trailer. J.T. said that the city could take care of some of the smaller patch jobs in house with roller rather than hire out. J.T. said there would be enough storage area. City can buy for$2,500.00 this year or over a two year period for$1,500.00 each year. There is$13,950.00 in budget under capital improvement equipment. COMMITTEE RECOMMENDATION: To purchase roller at a cost of$2,500.00. 5. RON MORRIS Ron Morris'salary was discussed. 6. RR CROSSING UPDATE State will repave bump at crossing. This is scheduled for this week. State will take care of any flagging or rerouting if necessary. 7. DEAN FISHER SEWER EASEMENT Drawings have been made. Fisher has offered to sell the easement area to the city for $3,000.00. Dan Kramer will review. J.T. will check with Hatchers to see if they want to turn their section of the sewer easement over to the city- COMMITTEE RECOMMENDATION: To discuss at the Committee of the Whole on 7/7/94. L ti 8. TREES IN R.O.W. AREAS: J.T. suggested the city look for any dead trees in parkways and eliminate them then pass an ordinance to state that homeowners then are responsible for any trees in parkways. More discussion to follow. Will be discussed as part of the subdivision control ordinance. 9. MIDWEST GROUNDS MANAGEMENT CONFERENCE: Scott will be attending this conference at Illinois State University. 10. GAZEBO: Public works department will paint the gazebo before July 4th. 11. VACATION DISPUTE: Odin Christian felt that he was owed vacation pay. Kim researched and found that we owe him 116.5 hours of vacation pay at$12.76 per hour for a total of$1,486.54 per the Illinois Employment Laws and Regulations from the Illinois Chamber Center for Business Management. 12. CANNONBALL TRAIL: One time offer for Cannonball Trail residents-no decision. Still being reviewed by Don. 13. PINEWOOD APARTMENTS STORMWATER PROBLEMS: A small storm sewer was put in in back of property,but they still have a problem. J.T.feels area has historically flooded and is not for city to correct because it is private property. J.T. recommends owner hire private contractor to make corrections. 14. STORM SEWER EASEMENTS: J.T.has drawings for storm sewer easement through county property and Rich Hart's property. J.T. says Hart want city to run sanitary sewer to Hart's house from sewer manhole plus city waive city hook-up feels plus the city pay$900.00 for easement. The county has offered to pay for material for running of sewer. Bill Semanski will review. 15. R.E. LEE/PARFECTION STORM WATER PROBLEMS: J.T.is looking at city rerouting old farm tile from Route 47 to run through sewer easement and retile into existing tile where existing line crossed easement south of Parfection. J.T. want Bill Semanski to review this idea. J.T. will make recommendation. 16. UTILITY TAX: Northern Illinois Gas and Commonwealth Edison are charging Utility Tax on total bills including other taxes. Tony will check other utilities and get legal opinion from Dan. 17. STREET LIGHTS: J.T.has seven concrete poles and 5 aluminum poles. J.T.says there are no arms and heads. J.T.is reviewing to see what is needed and the pricing. 18. TOM TANNER'S BUILDING: J.T.will check on the building to see what operations are going on. 19. NICHOLSON LOGGING: J.T.found minutes from 1986 and 1987 regarding Nicholson logging on Heustis. 20. SOMONAUK AND 47: J.T. has called landscaper but they have not responded. J.T. ways if it is not completed in the next week,J.T. will have city crews correct and pull money from their contract. 4 21. STREET SWEEPING: J.T.has called and if no response, will call another contractor. 22. MOSQUITO SPRAYING: J.T. will check to get spraying done for the 4th of July. 23. ROUTE 47 REPAVING AND STOP LIGHT PROJECT: J.T. will check on schedules for these projects with I.D.O.T.
