DISCUSSION:
1. Municipal Inspection&Code Consultants of Illinois, Inc. -Review
Jim Stafford asked if there were any problems with the local builders. Bill Dettmer stated that he
has met with some of the contractors,and by discussing and clarifying MICCI's procedures he
believes he has addressed many of their concerns. Bill stated that upon securing a contract with the
city, he plans to set up a general meeting for all local contractors. The date will be announced and
also put in the paper. Bill and Barbara discussed their approach at the meetings they have had up
to this point. They stressed they will uphold the codes as accepted by the city.
J. T. says he is very satisfied with MICCI's performance. He stated there had been a problem
getting messages to MICCI in the beginning,but that problem has been addressed and corrected.
Tony stated that things have been going smoothly with MICCI.
J. T. does feel that the city needs to look at the fee structure as he feels it does not totally address
the cost of all incidentals. He and Judy Bell are tracking these costs.
Committee members present recommend that the City of Yorkville enter into contract with
Municipal Inspection& Code Consultants of Illinois,Inc.
The issue will be forwarded to the Committee of the Whole for discussion by the full council.
Bill&Barbara Dettmer said they would be present at that meeting to answer any questions.
2. Sidewalks at Route 47 bridge
J. T. received a proposal for mud jacking(raising and leveling)the side walks in three places at the
Route 47 bridge over the Fox River from Midwest Concrete Repair for a total cost of$570.00.
J. T. recommended that the city have the work done and the committee members present agreed.
3. Worsley Street&Gawne Lane
J. T. is working on cost of tar&chipping of both Worsley Street&Gawne Lane. He feels the
cost will not exceed$10,000 for both streets. Public Works will do some labor. J. T. plans to use
MFT funds for this project. He hopes to have a more accurate cost estimate to present at the
Committee of the Whole meeting on July 7, 1994.
4. Adopt-a-Highway
J. T. need to know from the city council exactly what portions of which streets the city wants
accepted for the Adopt-a-Highway program. He will bring this up at the Committee of the Whole
meeting on July 7, 1994.
5. Fox Street&Route 47 Improvements
The city has been informed by IDOT that the improvements at Fox Street&Route 47(traffic
signals and turn lanes)are now in IDOT's multi-year program for the 1995 construction season.
Tony will get a copy of the multi-year program as it applies to Yorkville.
6. Operation Green Light
Center Parkway&Route 34 and Van Emmon&Route 47 have been let and construction will be in
the summer of 1995. J. T. wants to review the crosswalk layout at the Center Parkway&Route 34
intersection with IDOT.
7. Sidewalk Policy
J. T. asked if the City Council would consider a policy for older existing homes that have never had
a sidewalk similar to the 50/50 policy for replacement of existing sidewalks. Committee members
felt the 50/50 program should remain for replacement of existing sidewalks only. Discussion
followed about the possibility of requiring such things as sidewalks,paved drives, and inspections
when the ownership of an existing property is transferred. Need to get legal opinion.
8. Amurol Intersection at Route 47
Low bid for the intersection at Route 47&the Amurol entrance was$289,000 from Aurora
Blacktop. Tony is meeting with Amurol on July 6, 1994.
9. North sewer&water extension-Cannonball Trail
To date the city has received concerns in writing dealing with the North sewer&water extension
along Cannonball Trail(Bazan,Harkens,Henne,Liggett and Mulvey.) Dan Kramer is reviewing
and will be forthcoming with recommendations.
Dempsey, Inc. is asking for their final payment of approximately$72,000. Tony suggested not
making full payment until concerns dealing with project are resolved. He will be contacting
Dempsey, Inc.
Tony related that Dan Kramer feels that televising of the north project be done as soon as possible.
Since crops planted in some areas along the project route may be disturbed,J. T. will check
construction easement agreements to see when they run out. Tony will turn project over to Jim
Nanninga.
10. Y. B. S. D. -Heavy Rain
Y. B. S. D. reported to the city that during a period of heavy rain on June 23&24, 1994 that they
received 1.9 million gallons of water during a 24 hour period. J. T. feels that using flow totes in the
sewers could help pin point some of the problem areas. J. T.believes that the Y. B. S. D. has been
using the flow totes,however,the city has not has not received any data that may have been
gathered. J. T. feels the city needs to have more accessibility to the flow totes.
The committee members present recommend that J.T. request from the Y.B. S.D.any data
that has been gathered by use of the flow totes during the past year.
11. Street lights-Countryside
J. T. has put a call into Verne Riemenschneider,but has not gotten a call back. J.T.hopes to meet
with him and get an idea of how many lights the city can install for the$15,000 budgeted. J. T.will
try to have this information for the Committee of the Whole meeting on July 7, 1994.
12. Streets-Countryside
Jim Stafford stated that some streets in the Countryside subdivision are showing signs of
deteriorating. J. T. stated that an engineering company would need to assess the streets before any
major repairs could be done. J. T. will check to see that the streets in the subdivision are include in
the street repair plan set up by Don Peck. Various methods of financing street projects in general
were discussed.
13. TCD
Discussed TCD's pick-up of white goods and tires on the week of July H, 1994.
14. Signs
J. T. stated that the various signs designated for installation throughout the city should be up this
week. He will get speed limit and children at play signs for Heustis Street.
15. Traffic Study
J. T. reported that Pavia&Marting is currently doing site evaluations and will begin doing traffic
counts within the next 30 days. They will also begin the speed study shortly and may ask for
aldermen or others to accompany them during this study.
16. Library- Painting,Bike Rack,Picnic Table
Art Prochaska reported that Eve Kirk had asked about painting the library. Tony pointed out that
the various building maintenance funds had been combined this year. J. T. will check budget and
get with Eve. Art and Tony both reported they had been asked by Eve about the bike rack and a
picnic table that were to be put at the library. J. T. said he would see that these items were
installed at the library.
17. Relocating Street Light
Art Prochaska ask if there had been any progress in getting one of the two street lights located on
the corner of Liberty& Somonauk Streets relocated to the corner of Liberty&Park Streets. J. T.
is working on it. He said the city does have a couple of wooden poles. He needs to make sure that
the light on the concrete pole is connected.
