DISCUSSION:
1. SSES -Proposals
Jim Nanninga sent proposal requests to Walter E. Deuchler Associates Inc.,McClure Engineering
Associates Inc., and Baxter&Woodman. He received a letter from Baxter&Woodman stating
that they were not interested in participating. McClure has not yet responded.
Philippe Moreau from Deuchler gave that company's proposal for Phase I.
Included would be the areas south of the river(S1, S2& S3). Proposal includes smoke testing,
manhole inspections, dye flooding(should be done at same time as televising), flow monitoring and
supplying the city Mth an analysis and report,recommendations, an assessment of grant eligibility
and cost estimates. Televising of the sewer lines(est. 45,000 ft.)are not included in this proposal.
Deuchler will however review the sewer tapes as part of this proposal. The proposal does include
the use of city supplied workers.
The proposed charge to the city from Deuchler is$21,200. This price also does not include
televising of the sewer line. Jim Nanninga asked about the possibility of smoke testing the whole
city at the same time. Deu.chler's additional charge would be about$9,000. Committee members
agreed that this would be a good idea so long as funding is found.
There was discussion about the possibility of doing just the smoke testing and manhole inspections
tlus fiscal year if necessary. Mr. Moreau stated that a decision should be made soon as weather
conditions may become a concern. Jim Nanninga will get a breakdown of cost from Deuchler to
have at the Committee of the Whole on 9/15/94.
J. T. feels he could hire short term part time help at about$7.00 per hour to help. He feels that he
would not be able to spare present city employees for the amount of time needed.
Committee suggested that copies of the proposal be given to city council members for
discussion at the Committee of the Whole on 9/15/94.
J. T. asked that he be authorized to get bids on the televising of the south sewer lines to help
establish a total cost for the project. Committee will make recommendation at the neat City
Council Meeting on 9/8/94.

2. Tom Tanner
Letter was sent concerning exterior work needed to be completed. Jim Nanninga reported that
much of the work has been completed. A letter was also sent concerning violations needed to be
rectified for occupancy. The committee recommended that, with approval from Dan Kramer,the
city collect all necessary inspection and permit fees in advance. MICCI will be contacted for
amounts required. Jim Nanninga will contact Dan.
3. Country Side Streetlights-
J. T. reported that he feels the street lights planned for this year should be in by the end of
September. He will have more information for the Committee of the Whole on 9/15/94.
4. Liberty Street Light-
J. T. reported that the extra street light at the corner of Liberty St. and Somonauk St. should be
relocated to the comer of Liberty St. and Park St. by the end of September.
5. Southwest Sewer Extension-
Jim Nanninga is waiting for the documents from Dan Kramer. Jane Brown from the Silver Dollar
stated that she is ready to do what is necessary to get the sewer and water to her restaurant. Jim
and Art will both contact Dan.
Bill Shmanski presented the committee with a proposal for a Southeast sewer interceptor. The
proposed interceptor would run in the Com Ed easement to the Wildwood lift station. Bill will
work with Jim Nanninga to determine cost and the best way to finance this project. Art Prochaska
asked if the interceptor could be enlarged to service areas futher east along Rt. 71. Bill answered
no because of the topography of the area,a separate line would need to be run father east. Art
suggested that this line be sized so as to be able to handle future development further to the south.
6. Fox Street watermain-
The EPA permits are almost completed. J. T. will begin advertising for bids next week.
7. Traffic Study-
Bill reported One to two more weeks to finish field work. Reports to follow. Completion should
be at end of September.
8. Marla Harkins water-
Per Dan Kramer's recommendation water was connected today. Clean-up work will be completed
this week. Some landscaping may have to wait until next spring. She has been approached about
annexation. J. T.believes she may be contiguous to the Cooper property. She is talking to her
attorney. We need a recommendation from Dan. J. T. stated that the cost of the connection is
mostly materials since city employees performed much of the work. He will try to have cost figures
by the Committee of the Whole on 9/15/94.
9. P. W. Fence-
The fence is about 85%up and should be completed(not including slats)this week.
10. Sidewalk Letter
J. T. stated that although the letter as written is stern, it does allow for owners to work out an
agreement with the city for setting a time limit for getting the sidewalks in. The committee
recommended that first J. T. verify which homes did receive a final occupancy permit and which if
any received only a temporary occupancy permits. Then two letters could be written to address
each of the situations.

11. Bob Lee's water problem-
J. T. talked with Dwyer who said their landscaper will begin work tomorrow including a swale near
Bob Lee's parking lot,the area along Parfection Driving Range, and the area that runs south from
Fox Street. J.T.will stay on top of J. T. is investigating the broken field tiles,he isn't convinced
that Dwyer is responsible. He will talk to Bob Lee. He will also remind Bob Lee that Mr. Lee will
have to pay recapture when he hooks into the sewer line.
12 Worsley&Gawne-
J. T. reported that the work on Worsley Street and Gawne Lane should be completed in about 3
weeks.
13. Weeds*-
Jim Stafford stated that there are a few places in Countryside that need letters including the corner
of Rt. 47 and Rt. 34. Art and Pat both stated that someone needs to be contacted about the weeds
in the construction area at Rt.47 and Somonauk Street as well as some other area in town. Jim
Nanninga said that letters will be sent this week.
14. Adopt-A-Highway
J. T. reported that he is setting up a meeting on Tuesday 9/20/94 at the Beecher Center at
8:00 p.m,for groups who have signed up to adopt a portion of a highway. Those who have not
yet signed up but are interested are invited to attend.
