DISCUSSION:
1. Stop sign at Elizabeth St. Main St.. Rt. 47 intersection. Bob Smith of Pavia and Marting has
inspected the intersection. He says a stop sign on Main St. is warranted due to the configuration of
the intersection. The yield sign would be removed from Elizabeth St. Bob will provide the city
with the warrant in writing by the Committee of the Whole meeting on Dec.8, 1994.
2. New Public Works Truck Jim Stafford took the state specs. for new a truck to Coffman GMC to
get quote. Jim Nanninga will call them tomorrow to answer some questions the people at Coffman
had. J. T. says the State of Illinois will be ordering new trucks in December and Yorkville could
possibly put an order in with the state's thereby getting the state's price. J.T. will check further.
Jim Stafford,Jim Nanninga,and J. T. will have more information to present at the Committee of
the Whole meeting on Dec.8, 1994. Currently there is$55,000 in Jim Nanninga's revised budget
for this.
3. Prairie Park Light J. T. says there is no money left in the parks budget to use for the connection of
the light. Art Prochaska reported that the Recreation Board wanted to wait and see what the cost
of having Com Ed place a new pedestal and running cable to the light would cost. J. T. suggested
that cost could be as much as$3,000 or more whereas connecting the light into the street light
across the intersection at Park St. and Freemont St. would run about$1,000. J. T. also mentioned
that a weather proof receptacle could be mounted on or near the light for very little additional cost.
4. Traffic Study Bob Smith asked if there had been any additional corrections since the presentation.
He asked that an exact date for any final corrections to be given to him. Some of the current
corrections and clarifications were discussed. Dec. 6, 1994 was decided to be the last day to get
any corrections to Jim Nanninga. Bob Smith felt he could have the revised final report completed
by the public works committee meeting scheduled for Dec. 19, 1994.
Art Prochaska asked about getting some alternate solutions for some of the intersections and for
speed control. Bob Smith suggested that the first thing to do is to use enforcement and education.
He said that if those prove to be ineffective then the city could look at various physical solutions.
5. Snow Plow Quotes J. T. has 2 quotes. Each quote is for 3 plows,(2) 11'x 42"high and
(1) 10'x 42"high. Both quotes$10,460 and$10,373 are over the$9,000 budgeted, however the
prices do not include trading in our old plows. J. T. is waiting for one more bid. Committee
members present recommend he get the third bid, see what the quotes would be with trade-ins,and
bring a recommendation to the Committee of the Whole on Dec.8, 1994.

8. Entry Sign Easement Jim Nanninga reported that the city will receive a 25'x 25'triangle easement
at the corner of Rt. 34 and Eldemain Rd. for the new entry sign. Jim reported that Resource
Development will provide the plat drawing of the easement.
9. Tom Hu s-3 year Jim Nanninga reported that Tom Hughes has agreed to pay off the recapture
fees for his property south of the Shell Station over a 3 year period with interest unless the property
is developed. If the property is developed during the 3 year period,the total recapture fees will be
due in full. Jim is getting the letter of agreement ready.
10. Fox Industrial En 'ne ring Bill Schmanski reported that the cost of preliminary engineering for the
Fox Industrial Park would be a cost not to exceed$1500. He said the work would take about a
week and would include 3 concepts. Jim Nanninga says there is money in the revised budget under
engineering. Jim noted that if the project continues, this amount could be absorbed into the total
project. Art suggested that because this is being identified as a special project, the cost also be
identified separately from other engineering costs. This will be taken to Committee of the Whole
on Dec.8, 1994.
11. Van Emmon Rd Jim Nanninga reported that he has given the file for the vacation of a portion of
the right-away for west Van Emmon Rd. to Dan Kramer for legal review. J. T. will keep in contact
with Dan to try to have some information by the Committee of the Whole on Dec.8, 1994.
12. Citizen Postcards Jim Nanninga asked to table until next Public Works Meeting.
13. Parking west)f Bridge St. Jim Nanninga reported that he has been in contact with Ameritech
about using some of their property for parking. Jim says they seem to be agreeable and he is
working on a layout. The possibility of having a lighted walk-way from near the parking area on
the Ameritech property to an existing parking area on Main St. was also discussed. Jim will have
more information by the next Public Works Committee meeting.
14. East Side Downtown Alley Reviewed old layouts for parking in alley east of Rt. 47. The need to
replace the existing sanitary sewer as well as possibly laying tiles and covering the present drainage
ditch was discussed. J. T. says he thought when the city looked into this a number of years ago the
cost for the sewer replacement and covering of the ditch was about$37,000. Art Prochaska stated
that because much of the area is still private property,the property owners would have to also be
involved in any upgrade to the area. Jim Nanninga suggested that this may be a project that the
Downtown Redevelopment Committee could work on. Jim will contact the committee.
15. Com Ed Street Lights J. T. reported that hopefully all street lights awaiting hook-up by Corn Ed
would be completed by Friday Dec. 2, 1994. This includes those in Countryside, in the
Woodworth subdivision, and the one at Somonauk St. and Liberty St. He said he plans to have the
pole up for the street light at Park St. and Liberty St. also by Friday,although he was not sure that
the light would be connected by then.

16. (Additional) Park Rules Ordinance Discussed the need for a form to obtain city permission for
activities or special uses in park areas. Art Prochaska suggested that the form be kept simple and
be set up so it could be circulated to department heads for recommended approval or non approval.
It was recommended that the final decision for permission be given by the City Council. Jim
Nanninga will have a draft form by the Committee of the Whole on Dec.8, 1994.
17. (Additional) L000s for signal at Somonauk&Rt 47 J. T. is talking to IDOT about getting the loops
for the signal at Somonauk&Rt.47 reconnected yet this year. J. T. is getting a price from
Aldridge Electric to take to IDOT.
