DISCUSSION:
FIRE HYDRANTS
Mike Hitzeman,Tom Lindblom and Jack Price expressed their concerns to the committee regarding the
placement of fire hydrants along Cannonball Trail. The city's ordinance requires placement every 300
feet and the fire hydrants on Cannonball Trail are going to be placed every 1,000 feet.
Don Peck explained that once the area is developed,the developers will be required to comply with
the city's ordinance.
They also explained the need to notify them when a hydrant is moved or shut off. The committee
assured them that notification will be made in all future instances.
Mr.Hitzeman also asked that a letter be sent to his insurance company explaining the sidewalk on the
north side of his property downtown is going to be replaced in the near future.
SEWER REPLACEMENT ON ORANGE STREET
Kenneth Sebby sent a letter about sewer work on Orange Street in front of his mother's house. Don
informed Mr. Sebby that there are plans to replace the sewer this year.
RAILROAD TRACK REPLACEMENT
The railroad tracks will be repaired on Thursday.
FIVE-YEAR PLAN FOR THE WATER DEPARTMENT
Don is preparing a five-year plan for the Water Department. The plan will include:
A) Complete pipe net program
B) Establish fire hydrant replacement program
1) Inventory all hydrants
a) type
b) condition
2) Develop 5 year build out and estimate of cost
C) Establish water main age and size determination
D) Establish water meter replacement program and determine number and replacements by
the years
E) Water main location maps-determine exact location of water mains and laterals for all
city limits
F) Establish review procedures for water main extentions by the Water Department
SOMONAUK STOP LIGHT
Bids were opened for the traffic light on Somonauk Street. The lowest bid was received by Gaffney PMI
in the amount of$29,120.00. Don recommended we award the bid to them.
WATER ORDINANCE
Don distributed a new Water Ordinance for the committee's review. Don is recommending a 10%rate
increase to begin May 1,1994 and a 10%increase each year for the next four years after. The increase in
May of 1994 would raise the water bill from$9.35 every other month to$10.30. Don would also like to
do away with the stair-step rate on January 1,1993. Everyone would pay$1.70 per cubic foot. The
increase would mean an additional revenue of approximately$37,000.00.
The committee suggested that a detailed explanation of the water bill be placed in the next
newsletter.
HANDICAP PARKING PERMITS
The Ordinance regarding the Handicapped Parking Permits needs to be redone. Don gave the
information to the committee for review.

To authorize the Mayor and City Clerk to enter into a contract with the low bidder,Gaffney PMI,for
installation of a temporary traffic signal on the corners of Route 47 and Somonauk Street at a cost of
$29,120.00.
