DISCUSSION
1. CANOE LAUNCH GRANT
The$30,000.00 grant for canoe launch was discussed. The money can only be used for security
lighting,parking,launch and engineering fees. Could just get the ramp and engineering for the
$30,000.00. Jack suggested that we use funds or release the money.
A suggestion was made to check with Tony with regards to the letters to the Illinois
Department of Water Resources.
Don would like to see bank stabilization in the engineering,but we need to know who has
jurisdiction. Don will talk to the Army Corps of Engineers and the Department of Water
Resources.
Mr.Novotany will contact Susan Eubanks of the Department of Conversation about our situation
and will copy Don Peck.
Boat access grants are awarded at 100%and other items are 50/50.
Mr.Novotany will look at the detention areas in front of Aldi's and Precision Lube.
2. ORANGE STREET CROSSING
We did not receive a letter from the insurance company regarding the crossing. We need a
recommendation from them before we can continue.
We also need to put in curb cuts in curb between gas station and Route 47 and possibly a sidewalk
west of 47.
3. BACK-HOE PURCHASE 4
Don Peck and Jim Stafford have looked at a back-hoe which will be auctioned off this week.
Don requested permission to submit a bid in the amount of$5,000.00- There was$4,910.00
remaining after the purchase of the two trucks. The back-hoe is a 1984 Case 580-E. It will
need tires and possibly engine work and a paint job. If we are able to purchase,Don will send it
to Case for reconditioning at a cost not to exceed$5,000.00. A suggestion was made to sell our old
dump trucks and use that money for repair. Jim Stafford will have to buy the back-hoe as the
auction is only open to dealers.Don will check to see if there will be any legal problems.
4. DUMP TRUCKS
The$10,090 was sent for the new trucks. Don will check with Dan about selling trucks to other
governmental bodies.
Don will check with Waubonsee Community College about their auto body class painting the
new dump trucks.
5. ADAMS STREET
Don would like to overlay this street and put up"LOCAL TRAFFIC ONLY" signs at each end of
the street.
Don will have the weeds cut this week.
6. MILL STREET
Don will look into the placing of concrete drains on Mill street to stop the stone run-off problem.
7. ORANGE STREET
Will be completed this week.
8. ROUTE 47 RETAINING WALL PROJECT
Drainage and landscaping will be completed this week.
9. JONES INTERCABLE
Jones Intercable will be raising fees slightly to customers,but the revenue to the city will
decrease.
10. ORDINANCE FOR DELINQUENT WATER PAYMENTS
The ordinance was discussed and will be brought up for a vote on Thursday.
11. WATER/SEWER EXTENSIONS NORTH AND SOUTH
Don sent a letter to Davis Construction informing them they will not be awarded the bid.
Don recommended that we award the bid to Dempsey Ing,Inc.,for$1,182,944.40 for the water
and sewer extension on Cannonball Trail.
Don received a letter from the Illinois Historic Preservation Agency regarding an
Archaeological Survey Audit of the areas where water and sewer extensions are going to run
(both north and south). This could have an impact on the projects.
It is the responsibility of the city to hire someone and Don will check into this.
Staking of the south sewer and water extension
Pavia and Marting bid $ 7,500.00
Baxter and Woodman bid $11,000.00
Don recommended Pavia and Marting.
12. FREEDOM OF INFORMATION REQUEST
Mary Ratos has requested any information on fees and expenses incurred in respect to the Car
Star/Midas project. Don is following our current procedure in regard to this matter.
13. SOMONAUK STOP LIGHT
Don has an agreement with Pavia and Marting not to exceed$4,265.00 for the design work for
the light.
14. CITY HALL
A new lock is needed for the building. Don will have this replaced.
15. SOMONAUK STREET
Don submitted drawing to IDOT for approval and will be informed Wednesday,September 8 if
approved.
Stop sign to be addressed with the Pavia and Marting traffic study.
16. BRUSH REMOVAL
Don will have our brush removed from the property by Jaycee Pond property.
The brush on north of bridge on 47 will be cut.
17. INDUSTRIAL PARK SIGN/PORTABLE SIGNS/BALLOONS
Don will check on the advertising balloons that were placed on Route 47 over Labor Day week-
end.
The committee suggested the portable signs be discussed at the committee meeting of the hole.
Don will'check with IDOT as to the location of the sign at the Industrial Park which was
removed during the Route 47 road project and will have it reinstalled.
18. PRIVATE ROADS-ALLEYS-CITY'S RESPONSIBILITIES
Don will investigate two private roads and two alleys where citizens have expressed concern
over the condition of the roads or the ownership of the alleys and if they could purchase.
19. SPRING STREET
There was an overage of$1,413.50 on Spring Street. This is being paid with MFT money. The
payment to Aurora Blacktop is on the bills list,but Don asked that the council be informed
before the bills are approved.
20. DETENTION POND
Oswego Excavating is waiting for the weather to change to begin detention pond.
21. MUNICIPAL LOT
Don is having the municipal dot cleaned up and weeds cut.
22. BASEBALL FIELD
Benches still need to be put up on field number 1.
23. RECREATION BOARD
A suggestion was made to discuss the recreation board at the committee of the whole.
24. CITY PROPERTY
There was a discussion the city's property that we are selling.
25. ADOPT-HIGHWAY
This project was discussed.
26. CHICAGO AREA TRANSIT
Don met with C.A.T. They asked Yorkville to join their organization. Don recommended we not
do this.
27. PRAIRIE PARK
There were concerns expressed by citizens about tree forts in Prairie Park. This will be referred
to Public Safety.
28. TEMPORARY WATER METER SHUT OFF
Residents of Yorkville have asked to have their water meter shut off when they go to their
winter home and wanted to know procedure. A form must be filled out at Tower Lane and they
must pay a fee to turn the water off and on. There will be no sewer or garbage fee during that
time.

The intersection was discussed.

19. SPRING STREET

RECOMMENDATIONS:
10. ORDINANCE FOR DELINQUENT WATER PAYMENTS
Adopt the Ordinance establishing a fee for collection of delinquent utility bills.
11. WATER/SEWER EXTENSIONS NORTH AND SOUTH
Award the bid to Dempsey Ing,Inc.,for$1,182,944.40 for the water and sewer extension on
Cannonball Trail.
Award the bid to Pavia and Marling in the amount of$7,500.00 for the staking of the south
sewer and water extension.
13. SOMONAUK STOP LIGHT
Approve the engineering fee to Pavia and Marting not to exceed$4,265.00 for the design work
for the traffic light on Somonauk Street.
