Roll Call Roll call was taken and a quorum was established. Minutes March 11, 2015 The minutes were approved as presented on a motion by Mr. Crouch and second by Mr. Jones. Approved unanimously on a roll call vote. Commissioner Crouch extended thanks for the previous Plan Commission members' service. In particular, he cited Tom Lindblom's many years of service as Chairman and also thanked Jeff Baker for his time as ZBA chairman and Zoning Commission committee member. Citizen’s Comments None Page 2 of 4 Public Hearings The following Public Hearings were opened at 7:03pm on a motion by Mr. Kraupner and second by Ms. Goins. Unanimous voice vote approval. 1. PC 2015-05 KBL Community Center 2. PC 2015-03 Text Amendment-Microbreweries 3. PC 2015-07 Text Amendment-Fencing & Screening 4. PC 2015-08 Text Amendment-Fitness Clubs (See Court Reporter's Transcripts) A motion was made by Mr. Jones at 7:19 to close the Public Hearings and it was seconded by Ms. Goins. Roll call vote: Goins-yes, Jones-yes, Kraupner-yes, Vinyard- yes, Crouch-yes, Horaz-yes, Harker-yes. Passed 7-0. It was then moved and seconded by Mr. Crouch and Mr. Jones, respectively, to open the regular meeting again. Roll call vote: Goins-yes, Jones-yes, Kraupner-yes, Vinyard-yes, Crouch-yes, Horaz-yes, Harker-yes. Passed 7-0. Old Business None New Business 1. PC 2015-05 KBL Community Center LLC, petitioner, has filed an application with the United City of Yorkville, Kendall County, Illinois, requesting special use permit approval for the construction and operation of a community center with an air-supported structure within an existing R-2 Single Family Traditional Residence District. The real property is located on Fox Road, betwee Pavilion Road and Ford Drive in Yorkville, Illinois. Action Item Special Use This petition has been withdrawn. 2. PC 2015-03 The United City of Yorkville, Kendall County, Illinois, petitioner, is proposing a text amendment to Chapter 6: Permitted and Special Uses in the Zoning Ordinance to identify “microbreweries/brewpubs”, “microdistilleries” and “microwineries” as permitted uses in the B-1 Local Business, B-2 Retail Commerce Business, B-3 General Business, B-4 Service Business, M-1 Limited Manufacturing and M-2 General Manufacturing districts. Action Item Text Amendment Commissioner Goins made the following motion with a second by Commissioner Jones: In consideration of testimony presented during a Public Hearing on April 8, 2015 and approval of the findings of fact, the Plan Commission recommends approval to the City Council of a request for text amendment to Chapter 6: Permitted and Special Uses in the Page 3 of 4 Zoning Ordinance to identify “microbreweries/brewpubs”, “microdistilleries” and “microwineries” as permitted uses in the B-1 Local Business, B-2 Retail Commerce Business, B-3 General Business, B-4 Service Business, M-1 Limited Manufacturing and M-2 General Manufacturing districts. This text amendment will provide regulations for the establishments and operation of such uses in these zoning districts, as presented by staff in a memorandum dated April 1, 2015. There was no further discussion. Roll call vote: Jones-yes, Kraupner-yes, Vinyard-yes, Crouch-yes, Horaz-yes, Goins-yes, Harker-yes. Passed 7-0. 3. PC 2015-07 The United City of Yorkville, Kendall County, Illinois, petitioner, is proposing a text amendment to Chapter 17: Fencing and Screening in the Zoning Ordinance to revise Table 10.17.01, Residential District Fence Heights and Table 10.17.02, Business District Fence Heights in corner side yards from a maximum height of 3 feet to 4 feet and a maximum height of 4 feet to 5, if the fence is not more than 50% opaque. Action Item Text Amendment It was moved and seconded by Commissioners Crouch and Jones, respectively, as follows: In consideration of testimony presented during a Public Hearing on May 13, 2015 and approval of the findings of fact, the Plan Commission recommends approval to the City Council of a request for text amedment to Chapter 17: Fencing and Screening in the Zoning Ordinance to revise Table 10.17.01, Residential District Fence Heights and Table 10.17.02, Business District Fence Heights in corner side yards from a maximum height of 3 feet to 4 feet and a maximum height of 4 feet to 5 feet, if the fence is not more than 50% opaque, as presented by staff in a memorandum dated May 6, 2015. PC 2015-08 The United City of Yorkville, Kendall County, Illinois, petitioner, is proposing a text amendment to Chapter 6: Permitted and Special Uses in the Zoning Ordinance to revise Table 10.06.03, Business Uses to allow Fitness Clubs as a permitted use in the M-1 Limited Manufacturing zoning district. Action Item Text Amendment A motion was made by Mr. Jones and seconded by Mr. Kraupner as follows: In consideration of testimony presented during a Public Hearing on June 2, 2015 and approval of the findings of fact, the Plan Commission recommends approval to the City Council of a request for text amendment to Chapter 6: Permitted and Special Uses in the Zoning Ordinance to revise Table 10.06.03, Business Uses to allow Fitness Clubs as a permitted use in the M-1 Limited Manufacturing zoning district, as presented by staff in a memorandum dated May 21, 2015. Appointment of Deputy Chairperson A motion was made by Mr. Kraupner and seconded by Mr. Jones to appoint Michael Crouch as Deputy Chairperson. Unanimous voice vote approval. Additional Business It was noted that the regularly scheduled June Plan Commission meeting would be cancelled. Mr. Heinen reported the Comp Plan Steering Committee met recently and will be moving out of the research phase and into the planning and development. A second speak-out event will be held in July and information will be brought to the Plan Commission in Spring of next year. Ms. Barksdale-Noble said information is now available at www.theyorkvilleplan.com.
