Discussion
1 .) Roppolo Sewer - City has requested Roppolo to come up with a
solution for the south sewer issue. They City would like to have a 48
inch sewer line ran from Hydarulic to Coach Road Hills. The City has
not gotten a firm estimate on what this line will actually cost. The line
will need to go deeper than the current line. Roppolo is suggesting a
temporary lift station at the ComEd easement. Pump the sewage to
Rt. 71 by gravity. Along Rt. 71 to Rt. 47 to the current line that is
there. 177 units would be using this temporary lift station. All of
Coach Road Hills would be able to function with the lift station. The
lift station could be converted to a permanent lift station if no other
developer develops in that area. Roppolo would like a guarntee that if
no other developer decides to develop property around Coach Road
Hills that he will be able to use the permanent lift station. He would
like to get started on his project but can not do that until this sewer
issue has been worked out. They City would like to make sure the the
48 inch line will go in if property around Coach Road Hills gets put in.
Roppolo would be paying recapture fees on all lots. On part of the
lots he would be paying a double recapture fee. City will need to set
amount once they get a cost estimate of what the project will cost.
Roppolo will only be using six percent of the 48 inch line. Worst case
for the City is the 48 inch line will not go in, but they will receive
recapture fees that could possible go toward a smaller line. Spang
suggest a permanet lift station that could be abandoned once the Tine
goes in. Wywrot thinks this is a good solution. He also thinks that
there needs to be some firm commitments from other developers
looking at that area and who is going to pay for line. The City will
need a letter of credit from Roppolo. Once the 48 inch line is in then
lift station will need to be abandoned. City needs to get clairfication
for T.J. Recommend to COW to allow Roppolo to use the Rt. 47 line
with a permanet lift station. Need to get legal council and figures
together.

2.) Water/Sewer Capital Improvement Program - To get help from DCCA
the City needs to show a Capital Improvement Plan. Plan needs be
approve/accepted. Deuchlers Plan is estimated on the high end. If
you don't need that amount money thats fine. It is very difficult to
go back and request more money once approved. Wywrot
recommends staying on the high end. Take to COW.
3.) Street Capital Improvement Program - The City would like to tie some
of this in with the Water Projects. Funding would be from a
combination of the general fund, MFT and F.E. Wheaton sales tax
revenue. After seven years, sales tax revenue will increase to
approximately $250,000. MFT will increase to approximatley
850,000. Prochaska would like Walnut Street looked at.
4.) Deuchler Proposal-Submit Sewer Report to I.E.P.A. - Wywrot
recommends to approve the proposal from Deuchler not to exceed
$250. He would like to keep things moving. The EPA report is one
step going toward the loan. They City will have to pass an ordinance.
Before they will give the loan they have to have a guarnteed revenue
source. The City will also need a back up plan. Callmer doesn't think
we should keep putting this off. More and more things keep coming
up. Nanninga thinks we should raise hook on fees. The old lines
need to be repaired but should the new residents be responsible for
the cost? Prochaska thinks we need to get things done. Committee
recommends the $250.
5.) Blaine Street Improvements - The estimate for Blaine Street is
$102,000. This amount is for a contractor doing everything.
$80,000 was budgeted. This bid could have been high. Could send
out for bid. City could maybe do some of the work like removal of
surface, select backfill, and manhole repairs. There are 17 driveway
that need to be chipped out. Some people have filled the area of the
curb with asphalt to create a small ramp. This is really bad for the
road because there is no place for the water to go. Spang suggest
sending a letter to these residents and let them know that if they do
this again the City crews will be out to remove them. Wywrot would
like a bid open date. City would like road completed by October 31,
1996. The street will take about two months. Prochaska would like
to see some type of regular maintenance program to keep the new
streets in good shape. Take to COW 8/15/96. Putting out for bid
now.
6.) John Street Improvement - Cannonball to County Building is really
nice and thick. Part of John Street is not much better than a
driveway. it is 100 to 150 feet long. They want to put in four and
one half inches of asphalt and three inches of gravel. Prochaska
would like to see the City ordinance followed. City still needs to get
water main easement. Nanninga will call Hausler.
7.) Center Street Improvement - Center, Liberty, and Colton need a full
blown improvement. Redoning everything projected is appromainated

at $750,000. DCCA grants maximum is $400,000. If you take out
Colton and the sidewalk replacements it comes in at $500,000. This
does include a new storm sewer. This needed to be done by end of
July of 1996. Can apply in early 1998. A survey will need to be
done in six months. Income range needs to be 51 percent or lower.
The people benefiting from the project will need to be surveyed.
8.) Leaf Burning - Calling it the Burning Ordinance. Will prohibit anyone
from burning grass or leaves. Prochaska thought Dan was going to
change some wording. Check with T.J. Take to COW.
9.) Additional Business
Safety Standards - Spang thinks there should be some kind of safety
standards/procedures. And they need to be followed. Callmer thinks
there should be a weekly tailgate safety meeting for the Public Works
Department. Generally the insurance company will come in with a
safety program. Nanninga said there is a safety policy. There needs
to be discipline action. Take to Administration August 13, 1996.
Weed List - Nanninga is going to check with Sandy and make sure
she understands the weed list.
Meeting with Pavia-Marting. School will be requesting some relaxing
on ordinances.
Legal interpretation on Fox Hill - Idot has requested a stop building
permit. Road conditions are not good.
Public Safety - Police Department has three main things the need
done.
Street Lights - In front of bowling alley. That is City property. J.T.
will be getting some estimates.
