ZBA Minutes 1986 08-26-86 MINUTES OF THE RECONVENED MEETING OF THE ZONING BOARD OF APPEALS
OF THE CITY OF YORKVILLE HELD ON AUGUST 26, 1986 AT 7:00 PM AT CITY HALL
Mr. Lindblom called the reconvened meeting to order, and acted as chairman
in the absence of Martin Behrens. Roll call was taken with the following
members present: Mr. Medin, Mr. Huber, Mr. Ahrens, and Mr. Lindblom. A
quorm� was established. Also in attendance were Robert Davidson, Larry
Jennings, and Gary Conover.
ZEA86-1 - Petition for variance from Subdivision Control Ordinance, Section
8.05.05, (curbs) by John Conover
Mr. Lindblom stated that the purpose of the meeting was to consider a peti-
tion by John"Conover for a variance on curbs from the Subdivision Control
Ordinance, Section 8.05.05.
Gary Conover= stated that they received a cost estimate on putting all the
improvements in the proposed property, and it would be too much for them
to absorb the entire cost. They are proposing to put in a hot mix road on
Leisure, if ';they can drop the curbing. They could then do re-engineering
on the storm sewer. They are asking for a variance only on Leisure Street.
Mr. Medin inquired as to whether they will hot mix the road and leave the
ditch as it is.
Robert Davidson stated that the Zoning Board granted a variance for Conover's
to have an oil and chip surface on Leisure at a previous. meeting. Conover's
then went to the Plan Commission, and it was decided that the curb should
be put in, and the ditch should be eliminated. Their engineer did not feel
that the storm sewer that is layed there would handle the curb water off of
Leisure Street along with the other storm water. The City Engineer made
some different recommendations showing that the drainage could work. If
Conover puts a curb in, there is the possibility that the storm would have
to be done in the future at a cost to the City. The ditches serve a a re-
tention pond which holds the water until the tile can take it. If the City
gives Conover the ditch, he will- in return give the City a blacktop street
which meets the Subdivision Control Ordinance. Conover was already given a
variance on the street surface.
Mr. Medin inquired as to whether there will be a retention pond. Mr. Conover
stated that they will not need one if there are no curbs.
Mr. Huber stated that the Zoning Board would actually be upgrading what was
voted on and given to Conover's at a previous meeting.
Mayor Davidson stated that the city engineer that worked on the area was
Jim Michels, whose expertise is storm water.
Mr. Medin made a motion to accept the variance on curbs and submit their
approval tc the City Council. Mr. Huber seconded the motion. A roll call
vote was taken.
Lindblom - yes Huber. - yes Ahrens - yes Medin - yes
The motion carried unanimously.
The meeting was adjourned.
