Park Board Minutes
March 25, 2002
Call to Order-
Rollins called the meeting to order at 7:03 p.m.
Roll Call-
C:hris Rollins, Dave Cathey,Lisa Scherer, Ken Koch

Introduction of Guests and City Officials-
Doris Dick,a Yorkville resident, addressed her concern that Park Board recommendations for new
developments are not made known publicly to the residents of Yorkville before they go to the Plan
Commission and City Council. Her immediate reference relates to the Heartland 1 and 2 developments_
The Board explained the process by which they present their recommendations to the City--that the
recommendation is submitted to the city/park board Iiaison who takes it to the Plan Commission.. Once
approved by the Plan Commission it goes to the City Council. The City Council makes the final decision.
Cathey said citizens need to go to the City Council to state their concerns.
Swithin noted that on.re,,tb&rer..om.mmdation gets to the City Council,the Park Board may not set the.
flans again. She also said the city plans to have Mike Schoppe attend park planning meetings whenever
there are park issues the city needs to be aware of
Rollins noted that all recommendations are public, and citizens have the right to state their concerns and
opinions in the public hearing. Cathey suggested asking that recommendations be read publicly in
Council meetings so citizens cah hear them.
Rollins suggested and the Board agreed to include Dick's letter into the minutes (.Exhibit A). He also
asked that recommendations be made a pan of regular board minutes. Scherer suggested and the Board
agreed to post all recommendations at Beecher Center for public view_ The Board also agreed that a letter
be sent to the Mayor and to the Administration asking that the procedure be changed to include that
recommendations from the park board be read publicly at Plan Commission meetings.
S within will provide Dick with a copy of the Board's recommendation on Heartland 1.
Rollins asked why plans were not being presented for the Westbury Village and Hopkins Corner
developments. Swithin noted that both plans are being revised. Iā¢Iopkins Corner will be presented at
the April park planning meeting.
Rollins thanked Switbin for making tip The schedule of developments. It greatly facilitates following their
status. Scherer said Collins Farm could be removed from the schedule_
City Treasurer, Bob Allen, spoke to a budget-related issue. He then shared that he and Cathey had
talked about lighting Beecher Field for night games. The Board expressed their concerns for developing,a
policy governing use of lights that would be agreeable to ball field neighbors, the league,and the Park
IIoard_ Rollins suggested it ucods to be au agenda item, and that all programming nceda have to be
considered and prioritized before any decision can be made.

Allen addressed the skate park issue, saying$2,500 is the projected revenue for the park, little coming
from concessions. The Board informed Allen that the park can open only if the Police Dept. can
underwrite staffing the park.
Approval of Minutes:
Scherer made a motion to approve minutes of the March 11 meeting. Koch sec Approval was
unanimous_
Bills Review:
During their review of bills, Swithin presented an addendum, adding an expenditure of$69.90 for postage
to mail the golf brochures. Koch moved for approval of the bills, as amended. Scherer seconded.. A roll-
c:ill vuto was takcn: Rollins, yus; Cathey, yes; Scherer, yes; Koch, yes. Approval was unanimous_
Board Action:
The Board entered into a lengthy review and discussion of the final proposed budget report and draft
recommendation for salary ranges for the 2002/2003 fiscal year. Cathey stated that Rose Spears asked
that Swithin provide her a copy of job responsibilities for Rec.Dept.personnel.
Swithin shared a suggested change, from the Police Dept. for approval to the United City of Yorkville
Lightning Predictor System Policy. It now reads that the Police Dept. is responsible for training and
explaining the procedures to coaches and staff. The change would make organizations using fields
responsible.
Scherer moved to accept the policy change,and to authorize Rollin-,to sign it. Koch seconded.
A roll-call vote was taken: Rollins, yes; Cathey, yes; Scherer, yes; Koch, yes.
Mayor PrcNchasl a arrived at approximately 9:10 p.m. He reported that City Council approved the Beecher
Building Rules and RegulationsāPolicies and procedures, and it is ready for Rollins signature.
Tho Mayor metutionod that he rcccivcd a letter from Tom Cross regarding outdoor rcc.reatiou traclt
programs through the Open Space Land Acquisition and Development(OSLAD)and federal Land and
Water Conservation Fund(LWCF) grant programs. Applications need to be tiled between May I and
July 1, 2002.
Rollins asked for a motion to adjourn the meeting and convene an Executive Session for the purpose of
Discussion of selection of personnel,and employment compensation 2(c)(1). Cathey made the motion.
Koch seconded. A roll-call vote was taken: Rollins, yes; Cathey, yes; Scherer, yes; Koch, yes. The
meeting adjourned at 9:31 p.m.

my name is Doris Dick and I live at 504 Teri Lane in Yorkville. I am here to Thank
You for responding to the needs of the citizens of Yorkville by giving of your time and
hard efforts in the development and improvement of parks throughout the United City
of Yorkville.
1 hope to learn from your City Park Board as well as present my Perspective as a
concerned private Citizen. I don't know all the legal issues the Park.Hoard has as a
recommending body to the Planning Commission and the City Council,but I do know
the private citizens need all the help and encouragement we can acquire when trying to
help our Community show in a controlled and responsible manner.
We have voted to empower our Elected Officials of the City
Council and it is our responsibility to see and review how they use this power.
This is why I believe the Park Board's Recommendations should be made publicly
known and read aloud at all Public Hearings. I base this comment on the fact of March
13,2002 during Public.Hearing of the Heartland 2, or Heartland Circle Development,
Mr. Clayton Marker said his company was still in negotiations with the Park Board
If that were so, why was the Plat up for Review before the Planning Commission?
Shouldn't the Park be in place before the Planning Commission reviews the Plat?
According to Chapter 13 of the Zoning Ordinance Book,a planned development
(PUD) should have a more beneficial effect upon the health,safety and general,welfare of
the people of the City and particularly,in.the immediate surroundings,than would
developments built in conformity with standard district regulations. I ask you to keep
this in mind when Developers come to you and you get to recommend changes.
Also, how does your written recommendation get to the Planning Commission
and City Council? Is there a written policy for this chain of events? If so,could we add
the Public Citizens into the chain, so we learn of the recommendations before our City
Council voles un Unpvltaut issues. I can't get all my neighbors to attend all the meetings
so.I hope we can devise a plan that will work for the majority of the citizens.
Did the City Council follow your recommendations for Heartland I? If not,
Why not? Were the requests too expensive for Mr. Marker,or why were they ignored?
This needs to be addressed now or at the April 10, 2002 Public Hearing. I could ask the
questions of a Park Board Member or the Planning Commission or the Committee of the
Whole?
I am concerned as our City grows at this fast rate, what are the children going to
do if we don't provide larger Parks to occupy them. We have outgrown Beecher Center
already. I hope this Park Board uses great vision to see and work with the YMCA and
Lions Club to seek an ideal location for a new City Pool. I received a letter from Joe
Roberts requesting input or any comments. With careful planning and
pooling all the resources, l believe a great idea can be achieved. Since your Board is
permitted to recommend a referendum ,1.encourage YOU to Riakc this happen by the
November voting date, Thank you for your time and consideration.
