Park Board Minutes 2000 10-09-00 Yorkville Parks&Recreation Park&Planning Meeting - Park Board Minutes October 9,2000 CALL TO ORDER: John Bradstreet c:alW th.u=ung co order at 7:05 p.m. ROLL CALL: John Bradstreet,Dave Cathey,Bill Wedge,Staff;Sue Swithin(R=reation),J.T Jobmon(Parks),Tom Sowiaski(City Liaison). Absent Chris Rollins and Lisa Scherer. INTRODUCTION OF GUESTS AND/OK CITY OFFICIALS: Sue Swithin introduced Deb Zalusky as a new employee hired through an ad placed in the local paper for Hgh School Dance Supervisor during garde dances at the Beecher Center.Sue also mentioned Deb has desk top publishing and data base sluills.Deb will assist Sue in the office part time for assistance on the quarterly program brochure,data base management and to record minutes during monthly board meetings. APPROVAL OF MINUTES: None BILLS REVIEWED: John Bradstreet questioned page 1,2nd entry,Skate Park#5, $1,820.00.John thought this figure could be incorrect.Sue will check records and report correction at next meeting_ Motioned to except balls;John Bradstreet Seconded;Dave Cathey John yes,Dave yes,Bill yes BOARD ACTION(S): Attached see letter from Joe Wywrot and Fox EM sub-division plat.Its question were the plans to construct a h�ik&/walk path west along an area that was designated for retention by the city. J.T.mentioned all other paths have not been completed in the sub-division.yet.It was unanimously agreed by all board members to eliminate that portion of the bike/walk path. RECREATION REPORT: Soccer officials need to be paid Transfer$1,000.00 from account #300667 to #300691. Sue stated that our custodian works a 5-hour a day,25-hour a week schedule to perform building maintenance.She would also lake to contract hire out for a custodian as needed for rentals during weekend uses.I Ie would have to have a legitimate business with contracaW services paid to that company.Concern was,is he an independent business owner?There is a great deal of extra cleaning left by private groups Sue mailed correspondence to all non-for-profit organizations regarding building use and procedures.It seems some of these organizations are not adhering to policy.The building is not left in the condition agreed upon by certain organizations.That leaves us with no choice but to ask our custodian to clean up after them. There is no charge for non-for-profit organizations to use this building.Sue will review the"Building Rules and Procedures"to see about an alternative approach.Tom asked Sue to look into overhead expenses when such organizations leave the building in unsatisfactory condition. Soccer nets.There have been damage done to soccer netting due to lawn mowers.These nets cost apprommately$100.00.J.T. stated he would discuss the maintenance.Sue said Scott has made improvements to the way the nets are secured. The Skate Park Grand opening will be Saturday,October 14,2000,at 10.00 am. The skate Park Committee sent out invitations to all board members and city officials and encourages all to attend LIASON:The Vehicle Policy is still being reviewed and Tom Sowinski read the Land Requisition letter. OLD BUSINESS. The handicapped swing in Prairie Park will be completed by the end of this week Rubber flooring and concrete is holding up finalization.Mulch and timbers are delivered Ball Parks.Sue has received a proposal from Kendall Fencing for$6,200.00 for the removal of 2 backstops,4 side fences,and 1 outfield fence. Who is paying for field maintenance?Where are the monies coming from?The schools and YYBSA are using the field without any compensation returned to us. We need manpower more than the monies.The situation is growing beyond the 3 way financial agreement. NEW BUSINESS: The Master Plan was requested to be brought to the next board meeting for review by the board and the staff. The meeting was adjourned at 8:10 p.m.motioned by John Bradstreet and seconded by Dave Cathey.
