Mayor Pro Tem Milschewski called the meeting to order at 7:00 p.m. and led the Council in the Pledge of
Allegiance.

MAYOR'S REPORT
Appointment to Library Board—Wamecca Rodriguez
(CC 2015-56)
Mayor Pro Tem Milschewski entertained a motion to approve the Mayor's appointment of Wamecca
Rodriguez to the Library Board to a term ending May 2018. So moved by Alderman Kot; seconded by
Alderman Tarulis.
Motion approved by a roll call vote. Ayes-7 Nays-0

Resolution 2015-13 Approving an Intergovernmental Agreement(2015)Between the County

Mayor Pro Tem Milschewski entertained a motion to approve a resolution approving an
intergovernmental agreement(2015)between the County of Kendall, on behalf of the sheriff's office,and
the United City of Yorkville regarding the New World Computer System and authorize the Mayor and
City Clerk to execute. So moved by Alderman Kot; seconded by Alderman Koch.
Alderman Funkhouser clarified that this is merely formalizing an agreement that is already in place and
that there are no changes to the substance of the agreement. Police Chief Hart said that is correct.

project Agreement#OS 13-1864(Bicentennial Riverfront Park Project)and authorize the Mayor and City
Clerk to execute. So moved by Alderman Teeling; seconded by Alderman Koch.

ECONOMIC DEVELOPMENT COMMITTEE REPORT
Ordinance Adding Licensing Requirements and Regulation of Vacant Buildings
(EDC 2015-21)
Alderman Koch made a motion to approve an ordinance adding licensing requirements and regulations of
vacant buildings and authorize the Mayor and City Clerk to execute. So moved by Alderman Teeling;
seconded by Alderman Milschewski.
Alderman Kot asked if the City needs to add more inspectors. City Administrator Olson said the City is
u looking to add another inspector.Alderman Kot asked if the City creates this registry can it be used for
EDC purposes. Community Development Barksdale-Noble answered. City Administrator Olson added
that using this ordinance for EDC would not be the primary purpose.Alderman Koch shares Alderman
Kot's concern about staffing.Alderman Milschewski asked if the homeowner is not in receivership and
the owners have left the house how does the City collect these funds. Community Development Noble
said it would revert back to the bank.Alderman Colosimo clarified this did not come out of committee
with a negative or positive review.He sees the point behind this ordinance but has concerns with the fee
structure.Alderman Funkhouser said it is the committee's opinion that the office inspection department is
under staffed and the current inspections are being delayed. The additional staffing would be partially
offset by the fee collected from this ordinance.Alderman Funkhouser discussed the implications for
homes in foreclosure and that the ordinance does not address the problem of properties being maintained
during the foreclosure process. Community Development Director Barksdale-Noble made a clarification
in regards to staffing. She discussed the mowing issue of foreclosed properties. The City Clerk's office is
then notified. Once on the registry,the banks will be notified of the home status, and all of the ordinance
conditions would apply.Alderman Funkhouser asked how this fee gets collected between the property
becoming vacant and the property is in receivership. Community Development Director Barksdale-Noble
said this responsibility is generally accepted by the bank once the City designates a property as vacant.
She said more than likely the list of vacant properties will be incomplete if based solely on foreclosures.
Alderman Funkhouser asked Community Development Director Barksdale-Noble to discuss the
authorities that the inspection process would have. Building Code Official Ratos discussed public safety
issues. When conditions are dramatically deteriorated it would be reported to the City Fire Marshall.
Alderman Funkhouser questioned if this is part of the City's current code. Community Development
Director Barksdale-Noble explained the registry. Alderman Funkhouser asked for clarification. Building
Code Official Ratos described additional scenarios for home inspections. City Attorney Orr interpreted
u the wording in the ordinance and discussed the specifics of the ordinance. She also discussed the legality
of home inspections and that the entrance to any property requires a warrant.Alderman Teeling and
Alderman Colosimo discussed the merits of the ordinance. Alderman Koch preferred to wait to see what
type of funding will be received from the state.
Alderman Colosimo made a motion to amended the ordinance to a$100 registration fee and a$25.00
inspection instead of a$200 registration fee and a$50.00 inspection fee; seconded by Alderman
Funkhouser.

Alderman Teeling wanted to know the justification for the fee recommended in the original ordinance.
Community Development Director Barksdale-Noble discussed the rationale behind the fee structure.
Alderman Koch asked what the impact of a fee of$125.00 would be. City Administrator Olson said the
City would monitor staff hours to judge if the funding is appropriate.Alderman Funkhouser noted the
current fee is biased.
