Park Board Minutes 1996 07-17-96 YORKVILLE PARKS & RECREATION PARK BOARD MINUTES July 17, 1996 ROLL CALL: Dave Dockstader, Julie Bromann, John Bradstreet, Steve Bridge, (Dave Schmelzle arrived at 7:20 p.m.) Sue Swithin, Scott Sleezer. Guests: George Card Meeting called to order at 7:05 p.m. MINUTES June 19th minutes reviewed - John motioned to accept the minutes from the meeting, Steve seconded - motion passed. BEECHER DOORS George Card - GS Card- demonstrated what was wrong with the doors and explained what he would do to correct the problem. The estimate to repair each door was $906.00 including a new lock set and two keys. To replace the NW door it would cost $1013.00. The mullion for the double doors would cost $274.00. The consensus was to have more than one estimate. We are also interested in doing one door at a time due to cost and to see if the correction works. PARK PATROL Chief Graff gave us information on a patrol program for the Riverfront Park and adjacent areas. Chief Graff will be meeting with homeowners on the North side of the river. The city is working on developing a citizens patrol for the riverfront - manned with cellular phones to oversee the parks to act as "eyes and ears" of the parks. The citizens patrol is to eventually include football games, special events, and dances etc.. other towns have tried them. The are Dot auxiliary police. They will patrol is groups of 2 to 4 people. Discussion of permit parking for Yorkville residents only occurred. The Board thought it wasn't a possible idea do to different reasons, one was if a resident took the time to go and get a sticker and then still couldn't get a parking space, they might be a little upset. Julie came up with the idea of signs with a time limit for parking by the playground area. Maybe if there was 1 hour parking by the playground there would always be spaces for people using the playground and the fishermen will park elsewhere. Chief Graff thought that idea would work. Chief Graff recommends basketball courts in neighborhood parks only if we have a community basketball area for other, larger groups built first. The idea would be for large groups to have a place to go, not at neighborhood parks. Then there was discussion about a recreational development behind the current police station - including basketball, large enough to hold street hockey and ice skating. This structure would have to be made out of concrete with a curb. 1 DIRECTOR'S REPORT BILLS -There was a question about the pay phone for the Beecher building ($51.14) Sue is to call Ameritech and question the cost. -One check was voided due to invoice correction for Midwest Groundcovers. -Midwest Trading bill should be divided with the city account. $520.00 Dave S. motioned to approve the June bill list with the changes - Steve seconded - John, yes, Julie-yes, Steve-yes, Dave D.-yes. Motion passed. "NOTE: the Park Board realizes that there is an awful lot of maintenance on the Beecher building that we can't afford within our budget constraints. Sue reported that there is a bowling program on Thurs, nights, asked if the Board wants to donate to the cause. The board said they weren't in that position, Sue stated that she was thinking of a Fall class to have bowling instruction. The Riverfront reservation form for rental was discussed. Consensus was that all money generated at the riverfront is to go back to the parks. Rental to the public is not being accepted as of yet. Steve recommends that Annie Koehler go through the same channels as the "hot dog man", for her gift and book stand. This Board has never had the authority to issue permits. PARK'S REPORT Scott said he will be ready for Cobb Park to open on Aug. 1 st. Scott's expenditures have been approved - not to exceed the original cost. Fencing for Van Emmon was discussed, Scott is to get some more information through estimates. The bids for Blackberry are coming in - Plaques for tree donations are coming. Evergreen farms donated 10 pine trees for Prairie park. The Riverfront Foundation is working on decorative lights for the Gazebo Park. There have been lights donated similar to the ones at Riverfront. John is asking for money to increase the electricity there, and cement and wiring is needed. The Firefighters have also expressed an interest in having more electricity there. John will be in charge on placement of lights at the Gazebo park according to manufacturers direction. Dave D. motioned to give John authority to spend up to $2,500.00 for wiring and pads for the lights in the Gazebo Park. John will talk to the Firefighters about their concerns. John also expressed the chance that some of the materials and labor might be donated therefore not having to spend all of the money. John said 3 bids have been received for estimates for a new heating system at the Park Building. 2 Information was discussed in regards to playground equipment for the Riverfront Park. One more estimated is due, had been tabled to next months meeting. Scott is to talk to Kim and ask for a report of land cash amounts that are designated for the individual parks, this should included a balance each month in our reports.
