Park Board Minutes 1996 10-23-96 (Special) PARKS & RECREATION DEPARTMENT CITY OF YORKVILLE 908 GAME FARM ROAD YORKVILLE,IL 60560 BEECHER BUILDING SPECIAL- PARK BOARD MINUTES WEDNESDAY- Oct. 23, 1996 7:00 P.M. ROLL CALL: Dave Schmelzle, Dave Dockstader,John Bradstreet,Julie Bromann, Steve Bridge -absent. Staff- Sue Swithin, Scott Sleeezer. CITY OFFICIALS: Art Prochaska,Jim Nanninga, Richard SchefTrahn. INTRODUCTION OF GUESTS: Joe and Dean Edmeier, Tony Skinner, Tom Grant - Landmark FOX HIGHLANDS (Edmeier Group) Open space is approx. 140 acres is Golf Course. The Edmeier Group proposed a 3/4 acre lot on the Southwest corner along the easement where the trail will be. It will have a private homeowners assoc. with a private clubhouse. Also, a clubhouse for the public; a semi public/private 18 hole golf course. There is to be a discount on residents of Yorkville. Approx. $28 for a weekend 18 holes with cart. There will be approx. $310,000 in land cash given per formula. The group will be willing to work with the City for recreational programs and City Outing etc... There will be a scholarship for the H.S. and sponsorship for a YHS golf team. Sue recommended a Board proposal to the Edmeier group for use of the golf course. There wasn't a great deal of acceptance for the 3/4 acre by the trail for a park. The Board will recommend to the City Council that as a Board we found no problems with the plan - but no interest in the 3/4 acre - leaning toward land cash donation. Sue is to negotiate some type of agreement with the developers concerning use of the golf course, which will need Board approval. FOX HOLLOW(Tom Grant -Landmark America) This complex is Senior oriented housing on a 25 acre site by Harris Forest Preserve and corner of 47 and 71. The 150 units will be rentals; with a community building, tennis courts, shuffle board, walking path, and pool. A sidewalk or asphalt path is being proposed along 71. NO park property proposed - land cash value at approx. $108,398. The Board is interested in talking about programs for Seniors with this group as a part of their clubhouse and pool programs. A letter of recommendation to the City Council will be given for acceptance. COACH ROAD HILLS Sue and Scott presented recommendations to be made to Coach Road Hills development after asking for a meeting with Joe Wywrot. The items to be on a P.U.D. will be given to Planning Commission and City Council. A C.P.I. will be included for all purchases to accommodate inflation. See attached A for description of items. 1 Dave S. motioned to accept the amended list for Coach Road Hills P.U.D. including the Land Cash Analysis standards. Julie seconded.John -yes, Dave D.-yes,Julie -yes, Dave S.-yes. The recommendation passed. Sue is to send letter to Council. Dave S. motioned to approve the land analysis ordinance. Dave D. seconded.Julie -yes,John-yes, Dave S. -yes, Dave D. -yes. TAX LEVY This request to the Council would help guarantee a set amount of funds for the Parks & Recreation Department on an annual basis. Sue showed the Board the letter she drafted and after discussion Dave D. motioned to accept the letter of recommendation to the City Council to approve a Park Tax Levy. Julie -seconded. Julie -yes,John -yes, Dave S. -yes, Dave D. -yes. Motion passed. MEMBERS ON BOARD The Board tabled the idea of more members on the Board. We asked for a written copy of the statue to show the number of members allowed. THANK YOU Sue received a thank you note for the Park Board for the use of the Parks Bldg. for their Homecoming float. Dave S. thanked John Bradstreet for cleaning the building to allow room for the float, and allowing the Sophomore's to assisted John in that project. HOURS Sue presented the Board with 2 proposals in regards to Spring hours and a coaching assignment. Discussion of the 2 options, budget, hours etc... took place. Julie motioned to accept option #2 proposal with the approval of the Board for the part-time person. Saturday hours are to be kept, adding evening hours, Sue will continue a 40 hr. plus work week. Dave S. seconded. Dave D. -yes,John -yes, Dave S.-yes,Julie -yes. Motion passed. POLICY AND PROCEDURES John Bradstreet created a draft for procedures pertaining to work orders within the Parks & Recreation Department.
