COW Minutes 1999 10-06-99 Revised 10/19/99 UNITED CITY OF YORKVILLE MINUTES OF TOWN MEETING Wednesday, October 6, 1999 - 7:00 PM Beecher Center, 908 Game Farm Road 1. CABLE TELEVISION George Glass read the first part of cable TV service, and various residents voiced comments as follows: Sylvia Kurts: Channel 2 is blurry. Laura Sandor: Channel 2 & 6 are snowy. Daug Brian: Is there competition? Jeff Spang: There are not frequent outages, but the 24 hour response time is dismal. Customer services need to improve, answering phones & action. Possibly include fiber optics or such for internet access,possibly available in 18 months. High definition?No cable TV to conductor? Joyce Barrett: Must have 3 calls. George will check. Jim Mowatt: TLN station? Outdoor sporting. Sylvia: How many channels?phones can currently handle 61 plus new 36. Jeff. Travel. John Angelo: Will channels increase?NA& Oslo 97. Sylvia: Can we block?Yes, will be able to. Extra cost?Don't know yet. Municipality can only regulate cost of basic. AT&T is upgrading basically to supply entire service. Simmons: Can we regulate when broad band service at a certain date?That is what the consortium can regulate. Is public access im op rtant? Sylvia: School board, city? Cable company may underwrite but are people willing to update. Jeff Bonstadt: Has seen this, meetings, elections, etc. was useful. Joyce: Keep C-span, C-span 2. Schools: Groups use P.A. for educational purposes. Sylvia: Costs money, but if reasonable people are willing, i.e. $.25 for public access. 2-way interactive classroom. John Angelo: Also does work with business. Positive or negative customer service? They do get the job done when they get out. Some calls are routed out of state! They should answer the phone in three rings. Joyce: They cut gas line while installing cable, did not let residents know. Mayor needs to establish work hours or penalty. Carol Bisonnette: They hooked up cable two months ago and have still not buried the cable, got a bill a couple days before the due date and it was marked overdue. How can an advance bill be over due! Bill was received just a couple days before due date. Rose Spears: Can send payment to Aurora. How long? Bob James: Should be at least three weeks. Should have automatic payment? Think this is already offered. Rose: How are outages credited? Maybe credit after 24 hours. George will check. Sylvia: Did Joyce have to pay for gas repairs?No Do you know who to call? City Offices, Elected Officials Is there value for the cost? Tom: The programming is poor for value. Justify cost to programming. Pay up to 30%more for pay channels. Sylvia: Have 1 st tier, can channel choices be selected? System is not set up for it, however the technology is available. We can ask for that technology in our negotiations. Adequate Notice of Rate Increase: Legally it is 30 days. This is adequate. Carol: Converter Box price is $5.95 pay per views. Adult programming should be blocked out. Sylvia: Options?Antenna, cable, direct TV, dish. George: Also possibly internet. Simmons: Encourage broad band from AT&T service. If AT&T puts in line can consumer pick different providers?In court in appeal. George gave closing statement. WASTE SERVICE * One extra item without a sticker= Couch, chair, table, etc. * recycle 40 types - 2 plastic,junk mail, magazines, etc. Some are not polystyrene: Things can be added, but could be expensive for marketing. Can get extra recycling bins: Yes for a cost, but you can buy your own as long as it is obvious that it is for recycling to driver. Have seen programs where there are two bins, but each additional bin is $6.00 each. Sylvia: Drivers don't always separate. Trucks have paper, chipboard, & all else. Size for cardboard is now 3' x 3'. Additional items to recycle? Grills will generally go as garbage. If separated would they take it? Larry: Hazardous recycling need some programs Waste Management has done this for residential. Cost is expensive $60,000. to $90,000. for program. Check with Marlin Hartman to see where Kendall County is on this. Sylvia: Contact other communities. Rich: Are we taking $6. & $7. styrene. Art: Can we get a smaller toter?Yes, sizes are 20, 35, 65, 95, and 105. Look into having option for smaller tote at reduced rate. Rita Murphy: Sticker program,possibly look at snowbird policy. Joyce: Can we put out one bag instead of toter?Yes. Bob James: Can we also do larger totes?John: You can rent an additional tote for about $5. Jim Mowatt: How much total free? 65 or 2/32 gallon. Are we ey happy with recycling toter? o Joyce: Yes, but people fill with uncontained articles and it blows out. The 18 gallon is standard for recycling. Is it possible to get roll out toters? Possible to have 2, one for paper, one for other items Is it possible to get permanent lid for recycling container? Do we need white goods more than once a year? Bob James: As needed. Mike: Two per year Carol: Spring & Fall What is a microwave classed as? Was not picked up as one large item. Will be picked up as white goods. Toters for yard waste? Currently available Nancy James: Yard waste toters is a good idea. Sylvia: Has been happy with service, but why is it$10.90 month? That payment is in the levy Joyce: What about Christmas tree pick-up. Offset days, date for each quarter.
