Attendance: Art Prochaska, Mike Anderson, Tom Sowinski, Rose Spears, Valerie Burd,
Richard Sticka, Dave Dockstader,Dan Kramer, Tony Graff, and Joe Wywrot.
Audit Discussion
Steve Topolski and Maggie Kendelin from Pandolfi, Topolski, Weiss& Co., Ltd.
presented the results of the audit for the year ended 4/30/99. In general the audit went
well and the city is following standard accounting practices. They made
recommendations regarding asset inventory and a written investment policy. The auditor
stated that the single audit is not an unqualified opinion. It is a qualified opinion because
of the Y2K issue. Dan Kramer will prepare a resolution accepting the audit and place it
on the City Council agenda of 9/23/99 for approval.

Additional Business
Joe Wywrot brought up Authorization No. 10 for our citywide sanitary sewer repair
project. Pay Estimate No. 10 for Hamilton Construction is $15,609.12. There may be a
Deuchler monthly bill that is added to the authorization request, but we won't have that
amount until later this week. Place on City Council agenda of 9/23/99.
Dan Kramer brought up two resolutions regarding city review fees for developments
outside city limits. The current resolutions only address developments within the city.
The new resolutions are very similar to the existing ones. Joe Wywrot said that there is a
third existing resolution for engineering review before final plat approval that Dan didn't
have. Joe will make sure Dan gets a copy of that resolution. Joe recommended that
developments outside the city be handled on a deposit-basis only. The level of effort
required for review of unincorporated developments vary greatly, but generally are less
intensive than for developments in the city. It might be better to just require a cash
deposit and draw off it as necessary. Send this to the October Administration Committee
meeting for review.
Ald. Anderson brought up the issue of the electrical service to the new City Hall. The
school district has asked the city to help pay for the new electrical service to the Middle
School, which cost about$10,000. The City Hall service will tap off the Middle School
service. The Administration Committee reviewed this and recommended that the city
help pay for the school service up to 50%of it's cost or the amount of savings to the city
due to our use of it, whichever is less. Mayor Prochaska asked what the exact amount of
the service was, and what exactly the charge is for. Also, what are the city savings due to

not having to run conduit around the north side of the building?Joe will get these
numbers. Place this item on the 10/7/99 COW agenda.
Ald. Spears asked about landscape restoration at 107 Center Parkway. Joe will look at
this with JT Johnson.
Ald. Sowinski asked about the grass seed that Hamilton used for their landscape
restoration. It looks like hay. Joe said that Hamilton got their seed from FS, and that it
probably is a mix of rye and blue grass. The rye comes in first, then the blue grass. What
you're seeing now is the rye.
Ald. Sticka said the library staff is asking to have some items taken care of at the library:
• Check a small depression near the hydrant off the SW corner of the building.
• Lower the valve box in the same area.
• There is a pine tree in the same area that is dead or dying. Please remove it.
