COMMITTEE OF THE WHOLE
SEPTEMBER 2, 1999
MEMBERS PRESENT: Art Prochaska, Burt Callmer, Richard Sticka, Cindy Green,Lary Kot,

City Fia"olly Wilson-Holly Wilson won a contest in 1991 on a new design for the city flag.
She brought her flag for the current city council to view. The council wanted to see If the original
artwork was still available to create more of these flags. This item would be researched and
brought back to the COW meeting.
TCD Fail Schedule-The upcoming schedule for TCD is as follows:
White Goods-October 11
Leaves, pickup-November 15 and December S
Leaves,Vacuum-October 18, November 22, and December 13
Alternate Delegate to iML-The City of Yorkville is a member of the Illinois Municipal League.
An alternate is needed in case Mayor Prochaska can not attend. Valerie Surd has volunteered
to be the alternate.
SS&Manhole Rehabilitation/Payment#8-Payment#9 is currently due in the amount of
$115,796.41. There are maybe 2-3 more payments left. There are still a few landscape Issues
that have been presented to Hamilton for completion. This item to be placed on the September
9 council agenda.
Fumishings&Evidence Lockers/Now City Hall-Public Safety has made a deal with Brian
DeSolt at the Yorkville High School for furnishings at the New City Hall. Sandy and Holly have
gone with Jim to view the equipment to determine if the equipment is appropriate for the new
facility. They did feel that the equipment is quality furniture and that it would be OK to use. The
alderman were in agreement that if it was quality furniture,that they should go with the deal.
The deal is for$35,000 at a cost of$4,040. Public Safety has looked into employee lockers.
The government rate would be at$132 per each locker. 21 are needed. Evidence Lockers are
also being pried at$2,835. 3 of these are needed. The lockers are being purchased from Lyon
Metal. Tim Strong, a Yorkville citizen and worker at Lyon Metal, has agreed to donate his time
to help assemble them. This item to be placed on the September 9 council meeting.
The July Police Report is to be placed on the September 9 council agenda for approval.
Countryside Parkway/MFT Resolution-There is a great concern to repave Countryside
Parkway. The funds to repair the street are not currently in the MFT fund. it was suggested to
wait and bid Countryside Parkway in the spring of 2000. It was felt that the money would be in
the fund at this time. Plans for the repaving have been approved.
Additional Business:
Mrs. Kelly has contacted the alderman about a water main problem. When the water main
breaks, there is a drainage problem for her. This has been an ongoing problem and she would
like it taken care of.
A question was asked to see if there is any kind of ordinance that would prohibit "hives" in
someone's yard. Chief Graff will look into this and will contact the Health Department.
The lease has been signed for the Brenart Office Building, although there is come concern with
the 30 day termination clause.
At the September 18 iMt_meeting, Chief Graff and Mayor Prochaska will be guest speakers.
