CITY OF YORKVILLE
COMMITTEE OF THE WHOLE
AUGUST 5, 1999

White Oak Final Acceptance-There is a concern with the hold harmless language with the
railroad. The City will be some work with the culvert and railing around it. The developer is to
reimburse the city for those expenses. The dollar amount needs to be determined so that it can
be inserted in the agreement. Additional costs would be added to the price of any unsold lots.
These moneys would be to cover costs of sidewalks placed in the subdivision. The amount also
needs to be determined and the verbiage needs to be a little more clear. Mayor Prochaska
would also like to see a signature from the developer on the agreement.
YBSD New Facility Plan-There were concerns raised with to the funds that the City would be
contributing to the new facility. Since the facility will not be within the city limits, it was
suggested that the YBSD attend a COW meeting to inform the council and staff exactly where
the funds would be used for.
Streetlights Route 34 S 47-There is only one of the overhead streetlights still working at the
corner of route 34&47. it was also discovered that insurance does not cover the replacement of
these lights. A quote has been received as to the costs to replace the lights and the money is In
the budget for these items. There was a public safety concern and the council felt that if the
money was available in the budget that the lights should be replaced as soon as possible. It was
also suggested that the insurance issue be taken to Administrative Committee for discussion.
Sanitary Sewer Rehab.Payment#8-$97,329.54 is currently due. There is still a concern on
West Washington St. and the landscaping. There is a meeting scheduled on August 9 to discuss
the landscaping issue. Alderman Callmer is concerned, because the citizens have been
promised that the property would be returned to its original condition. It was suggested that the
citizens Involved be sent a letter showing the schedule with the work will be completed. Mr.
White is also concerned with sewer line and if he now has a billable lot. J.T. stated that the new
sewer line replaced the existing line in the same location. it was suggested that someone meet
with Mr.White and show him exactly where the line is located.
Game Fann Demolition/Sale-The bid for demolition came back at$8,999. There are 7 persons
Interested in purchasing the Game Farm house and all persons are interested in purchasing one
of the City lots to move the house to. A plan of action needs to be placed in choosing the
Individual that will be purchasing the house, it was suggested that there be a public auction to
purchase the property. Whoever purchased the property would also receive the game farm
house. The bidding would start at$20,000 plus fees. There would be no waiver of fees. There
would be a deposit of either$9,000 or the cost for the restoration of the property(property in the
moving route),whichever is greater. There will be a special meeting held for the auction. The
auction/meeting night will be held on Thursday at August 12 at the Beecher Building.
Edmeier Resolution-There is a resolution needed for state right of ways and Route 71 access,
including highway permits. This item to be placed on the August 12 council agenda.

Greenbriar SSA-This item to be tabled to the next COW on August 19.
Public Sidewalk Repairs-This item was handled at the last council meeting.
Ovedot Grading Ordinance-The ordinance change would allow for less grading surveys. It
would use a copy of the approved plan. The ordinance would allow a grading plan for single
family residence unless there are drainage issues. The ordinance will go to the attorney for
review of verbiage and then to council on August 12.
The June Police Report to be placed on the August 12 council agenda.
Video Cameras for Squad Cars-The PD would like to purchase video cameras for each squad
car. Currently there is funding for two vehicles to be equipped. All but$1,000,which will be
from public donation,of fuming will be coming from the Illinois First Program. Judge Wilson is a
strong supporter of this issue and would like to see more cameras purchased. it was suggested
that funding be double checked and then this item is to be placed on the August 12 council
agenda.
York Meadows Highway Permit-This would allow permit for access for a water main. This item
to be placed on the August 12 council agenda.
TCD Contract-Mike Morley from TCD was available to answer questions from the council. He
also explained some of the current services and what would be available for the future. He
talked about"white item"pickup and also leaf and brush pickup. He would like to work with the
City in getting them the best service available. The contract with TCD expires June 2000. There
will be an increase In pricing. This item is to be placed on the Public Works agenda to determine
what other options are available. Comments were made with regards to the TCD drivers being
very good about leaving clean sights. Maybe schedule a town meeting on October 6 to ask for
residents opinion.
Additional Business:
There will be a meeting held with the attorney with regards to employee insurance. There have
been problems in getting claims paid by WL Care. The previous company handling claims has
defaulted and doctor bills have not been paid,
There was an issue of a loan being past due. The bill came in and was sent to the wrong
committee and was not paid on time. It is imperative that this does not happen again.
Art In the Park will be held on August 8 from 11:00 to 4:00.
There is a concern with the storm sewer repair work in Wand 2. It seems that"things"are not
getting done. The contractor seems to be getting the work done, but is very slow. Mr.Wywrot
feels that the project will proceed as the season allows, unfortunately it Is causing an
inconvenience to residents.
The City office color schemes are for staff to view. There are 8 different choices and they will be
shown to staff on Friday and the PD on Monday.
