APRIL 15, 1999
MEMBERS PRESENT: Art Prochaska, Bob Johnson, Richard Sticka, Cindy Green, Lary Kot,
Valerie Bunt, Rose Ann Spears, Richard Scheffrahn, Dean Kieronamos, Tom Sowinski, Tony
Graff, Jim Nanninga.

York Meadow Apartments-This property was platted and zoned under the old R-4 zoning
ordinance prior to the reduced density In the current R-4 Zoning. When the zoning was changed,
any prior platted property was grandfathered In at the old zoning requirements. The property was
also grandfathered that development must be started within two years. The developer is
currently asking for an extension of 1 year to develop this property. The developer feels that the
extension is needed to acquire funding. The developers are currently speaking with HUD and
feel that they will not have the project ready to go by August. This property, even though
approved by HUD,will not contain subsidized housing. The rent would range from $800-$1,200
monthly and would average 1.5 people per apartment and approximately 6 children of school
age. There was a suggestion made by Mayor Johnson that City staff speak with people from
HUD to acquire additional information In this matter. This item will be returned to the next COW
meeting on May 6.
Undesser-Per that annexation agreement$7,500 is due to the City from Mr. Undesser. He has
requested that this be extended for 1 year. Chief Graff has discussed this matter with Atty.
Kramer. They suggest that it be extended for 6 months with an option for an additional 6
months. The remaining$20,000 would also become due at the same time as scheduled.
Fixed Asset Proposal-An evaluation of all fixed assets of the City would be done to assist any
insurance claim and would also be utilized in any audit that would be done in the future. The low
bid to allow this to be done was$4,060. There is$4,000 already proposed in the budget for this
to be done. This item will be placed on the 4-22 council agenda.
Investment Plan-This would allow a written policy to be in place by 1-1-2000. City Treasurer
Scheffrahn would like this information to be sent to the Administrative meeting on 4-27 for
review.
Beecher Roof-There has been a suggestion to add ice shields in all of the valleys and roof
gutters when the roof is replaced. This change needs to be approved by the Mayor.
Additional Business:
The monthly(March 31)Treasurers report to the council agenda for acceptance.
The Office lease agreement expires as of May 1. The new lease agreement has been increased
from$1,000 to$1,500. Changes in the agreement have been made and distributed.
There will be a Metra meeting on April 21 at 7:00 P.M..
The detention area at Club 47 has a large pipe in coming from the ground that needs a grate
covering over ft.
