COW Minutes 1999 03-18-99 CITY OF YORKVILLE COMMITTEE OF THE WHOLE MARCH 18, 1999 Members Present: Art Prochaska, Valerie Burd, Dan Kramer, Bob Johnson, Richard Sticka, Larry Kot, Rose Spears, Tom Sowinski, Harold Martin. Guests: See attached list. Police Department Pejjy Cash Sticka stated this is because they get very low on their funds frequently before they are replenished and want it increased to alleviate this problem. We could review this for a few months. Spears stated it should be reviewed for 6 months. Burd stated they only want to see the codes of where the money goes, what the auditors get. Mayor Johnson asked for a Resolution increasing this by $100. for City Council on 3/25/99. Sale of City Lots Nanninga stated there was a memo prepared by Sandy showing the two bids and their amounts. The buyer for the south lot at 691 S. Bridge Street, John Sleezer is putting up $20,500., plus the $2500. recapture, and will have to bore under Route #47. Nanninga has spoken to Verne Henne also regarding his bids in the amount of $18,000. and possibly raising his bid on the north lot, 711 N. Bridge Street to $20,000. which is the least the City can accept (20% below the appraised valuation). The house owner of the property in between has been notified of the bid situation and also that they now have to hook onto sewer. Mayor Johnson said to put this on the agenda for City Council on 3/25/99 for acceptance of bid. Beecher Roof Bids We requested base bids, plus an Option A and Option B which is a total tear off.. One option is a total tear off. We should do it right. Nanninga stated he has allotted $20,000. for this work and JT had recommended not taking option B. Wywrot stated that either option would include taking off any bad wood underneath, and bidders have given us 5 references each. Prochaska stated the Council could put a not to exceed amount of$20,000 on it. He asked what was thought about the valleys, Copper or Aluminum. Wywrot stated that copper is for show, if you used aluminum you would make it so it wouldn't show. Nanninga stated that it doesn't -1- need a total tear off, there are a few spots which would be repaired anyway. The base bid is sufficient. Mayor Johnson stated this should go to City Council on 3/25/99. Kendall County Access Regulation Ordinance Kendall County has come to us with this proposal to limit access to roads in the area. Dan Kramer stated we should be careful with this idea because we don't have as many roads as other towns in the area. Eldamain comes to mind in light of Economic Development. Wywrot stated that on Eldamain for instance there would be a limit of 1/4 mile between driveways for access entering or leaving Eldamain. Prochaska stated that Kendall County hasn't taken ownership of Eldamain as yet, and is more concerned with areas already inside Yorkville. Wywrot stated Kendall County has said any area annexed by us is our responsibility to determine access. Roads that are already designated as a County Roadway, even in situations where it borders Yorkville such as Cannonball Hill which is proposed for East Cannonballl Trail, the access would be controlled by Kendall County. Prochaska stated that that if we agree to this we will be agreeing to their plan so we need some answers. Mayor Johnson stated this is not a Resolution. Kramer stated we need some advance planning on this issue. We need to get some comments back to Kendall County. Wywrot stated we had received their sample Ordinance and met with Fran Klaus and then got a revised ordinance. Sowinski stated to clarify this would only apply to certain County roads that have not been turned over to the City such as Cannonball East. This happened on Randall, so just take this into consideration. Wywrot stated they were not looking for action at this time. Mayor Johnson stated this should be brought back in two weeks to COW. Metra Mayor Johnson stated that he was acting on behalf of Yorkville and meeting with other towns in the area regarding bringing Metra out here. The first feasibility to population in Kendall County and where to locate. This study is approximately $200,000. - $225,000. Trying to find funds through grants and private donations. This is a coordinated effort for applying for grants with all involved. No City funds are affected at this time. This should go to City Council as other towns and counties are doing. SSES Project-Payment #4 Wywrot stated that we need authorization for the mayor to sign for loan -2- disbursement. We are paying Deuchler and then getting that money from the EPA. Sowinski stated he needs a motion for City Council. This goes to City Council on 3/25/99. Erdmann Contract Sticka stated this contract is the same as in years before except it has extended notice time of cancellation of contract. This is due to the Economic Development Co-op, so her contract will probably terminate before the contract is up. Prochaska stated we are working with the wording to allow flexibility since some of this money will go bobbi's salary until Co-op takes over. This goes to City Council for vote. February Water Report Sowinski stated this was ok, and should go to City Council. 1985 Public Works I.H. Dump Truck Sowinski stated the transmission is $3500. to $4000. from IL Truck Maintenance. Wywrot stated the forward gears are out, and it was taken down to IL as an emergency since we had just had all that snow and thought we were going to get more. They were then called and told to hold up on the work.. We can probably stop the work now, but we have already spent about $2000. and would have an additional $1000. to complete the work started if we are going to fix it. City was going to get rid of this truck when the new truck came. Wywrot stated he felt the City should continue the repairs and get rid of the C65 instead as it is older anyway. Since the expense for the repair is less than $5000. it will be on the bill list. Beaver Street Improvements The low bidder was Aurora Blacktop by quite a large margin. This should go to City Council. Telemetry Upgrade Sowinski stated this is to control the water mixture between well #3 and #4 at the North Tower. Since this is under $5000. it will be on the bill list. State and Morgan Repairs Wywrot stated he would like to go to bid as soon as possible as pricing on Beaver street were so good. Some work will be done in-house. -3- Additional Business: Regarding the Budget Compared to last year this reflects a 3.71 % increase. Prochaska stated the sidewalk & schools additional $25,000 (potentially $70,000) in funds had not gone into the budget. The five year capital fund allows us to track funds. Now we will split Parks & Recreation and each will be evaluated alone to see how they do on their own. A public notice for public hearing on April 8, 99 will go in the newspaper, and viewing will be available on 3/25/99. Kot announced that Public Safety will be 3/22/99. An Executive Session will be held for the purpose of interviewing 5 candidates to fill 2 positions as police officer. Prochaska stated he didn't think the Council had addressed the school sidewalk issue regarding buses turning, ext. Need to start a plan for Somonauk and Game Farm Road. If is hard to get around the corner. The safety issues should be an ongoing discussion. Do we want to start formulating a plan to improve the streets. Mayor Johnson stated Nanninga will discuss with Police Department and Public Works Department and come up with recommendations for configuration from Route 934 and 47, Game Farm & Somonauk. Prochaska pointed out that our portion of the Adopt a Highway is looking sorry and we should think about getting out there and cleaning it up about the first of May. Mayor Johnson Asked for a motion to go into Executive Session that should also include: Sandy Marker, Jim Nanninga, Attorney Kramer, and Attorney Bob Pilmer. Richard Sticka made, and Prochaska seconded a motion to go into Executive Session.
