COW Minutes 1999 03-04-99 CITY OF YORKVILLE
COMMITTEE OF THE WHOLE
MARCH 4, 1999
MEMBERS PRESENT: Art Prochaska, Bob Johnson, Richard Sticka,Cindy Green, Jeff Spang,
Valerie Burd, Rose Ann Spears, Mike Anderson,Tom Sowinski, Harold Martin,Jim Naninga,
Joseph Wywrot.
Guests: Jeff Wigton, Doug Brian, Greg Siebenailer, Lorena Anderson.
Special Olympics, Polar Bear Plunge-Greg Siebenaller had a presentation to inform the group
that he is going to be participating in the Polar Bear Plunge and is taking pledges for his
participation. He hoped that all would be interested in pledging toward his cause.
The January Police Department Report will be presented to council March 11 for approval.
Municipal Building Update-The architect is on schedule for the March 15 deadline to present the
building for bidding. There are a couple of different options for additions onto the Municipal
Building. The addition of a"Salley Port"and the extension of the front entry way.
Hunting Ban Update-There was a meeting held with Representative Tom Cross,the DNR and
various citizens interested in the proposed hunting ban for the Yorkville area. They are currently
trying to identify the safe areas for hunting. Atty. Kramer is looking into what it would take to
annex the river into the city.
The Executive Session with regards to litigation has been tabled.
Additional Business:
The alcohol testing policy for the staff is currently being worked on. It was discussed to give the
information to J.T. for input so that the policy can be finalized.
Don Garby has questions with regards to the water hook-up figures. It was suggested that J.T.
contact Mr. Garby and invite him to the next Public Works meeting.
Economic Co-op-The Co-op has been discussed by The Yorkville National Bank, The Bank of
Yorkville, and The Yorkville Chamber of Commerce. They have shown much interest in this
program. Also, several smaller business in town have discussed joining together in order to
acquire a position on the board. it was suggested that the City of Yorkville draft a resolution to
pledge support for this organization.
It was suggested that the City of Yorkville look into having some of the Yorkville High School
students creating a Web Site for the City.
