DNR proposal on Dam Safety and Canoe Chute-There was both a slide and video presentation
presented from the Illinois DNR. This presentation showed both the hazards of the dam and the
flow of the water. The presentation also showed how the flow of the water can be changed with
different types of constructed designs below the darn. After the presentation, the floor was
opened for comments. Bill Johnson asked the question of why the dam was originally built. The
DNR explained that the original reason the dam was built was so that the Fox River would be
navigable. Mr. Johnson asked if the dam could be taken out. DNR responded that this is also
an option. There were several comments from the floor that if the dam were removed, it would
take away sports activities. Bill Omeii presented a letter to the DNR and to the City of Yorkville
expressing his views on why the dam should be removed. Chief Graff explained that this project
is not a new issue to the City of Yorkville. This issue was started under Mayor Kittoe for the
major reason to improve safety. There was a study presented to the DNR and the City of
Yorkville from the Fox River Ecological System Partnership that will be reviewed at Public
Safety on Monday February 22 and then this item will be returned to C.O.W. on March 4.
Remiine-This item was discussed at EDC. The future use of the property would be listed as B-3
and if the property were annexed would have a 30 foot buffer to the south and the west.
Landscaping would allow for a 50% opacity factor. The property is currently zoned as part AG
and part Manufacturing. Mr. Paul Buddy who lives on Cannonball Trail feels that the 30 foot
setback is not adequate to contain sound. He is concerned with the B-3 zoning and also what
types of businesses that could placed on this comer with a B-3 zoning. This item to be placed on
the council agenda for 2-25.
First Time Home Buyers-Dave Rausch from Gates Capital Corporation introduced information on
a nationwide program available to first time home buyers that would allow them money for a
down payment on a home. This assistance program is a 24 month program and money is
produced by the selling of bonds. The City of Yorkville needs to adopt the program in order for
the program to be brought into the City of Yorkville. This item is to be placed on the council
agenda of February 25,
Contractor Registration-Mr. Dettmer spoke with regards to this program that was created. He
feels that this program is not working as the program was designed to do. He has requested that
this program be eliminated. He feels that the program is creating a delays to the contractors
instead of helping them. A resolution will be presented for this item at the 2-25 council agenda.
Fox Highlands-This project is going well Dean thought the letters of credit will be ready to go on
Monday. Engineering has been updated and the plans have no major changes. This item is to
return to COW on March 18.
Municipal Building update-The plans are about 80% updated. This item is to be returned to the
next Cow on 3-4.
MFT Resolution appropriation, Beaver St-$79,000 is needed to proceed with the completion of
the Beaver St. Project. The resolution will say that the City will guarantee to pay. This item
needs two resolutions and will be presented at the 2-25 council agenda.
SSES-Payment#3 is due. This item to be placed on the 2-25 council agenda.
Hunting Ban-DNR and Tom Cross to meet on March 1. This will allow for all the issues to be
brought out Into the open. Mr. Lenert and Ms. Cook have been invited to attend. Chief Graff
would like to see the ban extend from Montgomery and Oswego to continue through the City of
Yorkville. The DNR will have to look at all the issues and make the determination. Chief Graff
would like to see at least 100 yards from the City boundaries and not 100 yards from a
residence. Hunting is currently banned within the City of Yorkville. This item to be placed on the
March 4 COW agenda.
Single Axle Dump Truck-There is a bid of $54,305 to purchase a single axle dump truck. The
vehicle wilt need some upgrades but not to exceed $56,000. This is a budget item. This item to
be placed on the 2-25 council agenda.
Radium pre-application to EPA-This is an application that would allow the City of Yorkville to
acquire $7,000,000 for the purpose of clearing the water of Radium. This is just an application
and not an obligation. This item is to be placed on the 2-25 council agenda.
The January Water Report is to be placed on the 2-25 council agenda.
The 1999-2000 MFT Maintenance Resolution has been worked out and agreed upon. This item
to be placed on the 2-25 agenda.
Request to Bum 304 E. Van Emmon-There has been a request to bum the house at 304 E. Van
Emmon. The fire department has been contacted and they have agreed to bum. It was
suggested that the neighbors in the area be questioned to get their comfort level on the burn.
Keep informed.
Yorkville-Plano-The boundary agreement is being reviewed. There is a need for removal of
prohibition of utilities language.
Additional Business
The Chamber of Commerce has approved $5,000 for the Economic Co-op and approval of the
contract for the three years with a review to the program after each year.
There is a water problem that needs to be looked at in the Industrial park. Some of the culverts
were opened to relieve water.
