COW Minutes 1999 01-21-99 CITY OF YORKVILLE COMMITTEE OF THE WHOLE JANUARY 21, 1999 MEMBERS PRESENT: Art Prochaska, Bob Johnson, Richard Sticka, Cindy Green, Valerie Burd, Rose Ann Spears, Mike Anderson, Richard Scheffrahn, Dean Kleronamos,Tom Sowinski, Tony Graff, Jim Naninga,J.T. Johnson, Joseph Wywrot. Guests: See attached list. Rush Copley Update-Lisa Brady gave a talk about a contract that is in place with Dr. Hatcher, The Rush-Copley doctors will be scheduled on a full time basis in the Yorkville office. There will be some remodeling done also to the building. There will be a Fox Valley Cardiology office set up and to be maintained also on a full time basis. Rush Copley would also like to get a curb cut to allow access from Route 34. Rush Copley is also expanding their OB Gyn and Midwife program and will be extending hours to 5 days a week. Chief Graff will also contact IDOT with regards to the curb cut. William Leonard, a concerned citizen of Yorkville, spoke with regards to the DNR banning hunting along the Fox River in Oswego and Montgomery. He is concerned that more people will move further into the Yorkville area. He would like the City to look into drafting some type of document that would prevent people from hunting too close to their homes. He has had incidents before with people shooting his home and feels that this will only create more problems. Chief Graff will contact the DNR to see if something can be done. He will report back at the next COW meeting. Chief will also see what was required for the bans in the Oswego and Montgomery areas. There is also some concern with the Blackberry North residents in regards to the same issue. SSES Project-The second payment$238,985 is due. Work is progressing very well. This item is to be placed on the 1-28 council agenda. Zoning Board of Appeals and Plan Commission-Mayor Johnson announced that Ralph Pfiester has requested to resign the Plan Commission, and have nominated Jeff Baker as his replacement. Ralph Pfiester is being nominated to the Zoning Board of Appeals. This will be placed on the 1-28 agenda. Fox Highlands-The letters of credit have been reviewed, but not approved. This item to be continued to the next COW meeting on 2-4. November and December Water Reports to be placed on the 1-28 council agenda. There was some question as to the recent water main breaks on Cotton and on Main and concern about the water line having a serious problem. City Employee Ins program-The life insurance policy was kept with NYLife. Mike is looking at combining the plans at a discount in costs. The combination of the plans would save$2,000 annually. This item to be placed on the 1-28 council agenda. PC 98-20-The draft dated 1/15/99 distributed to the council members has been approved by Mr. Sheridan and is being reviewed by Atty. Kramer. If this is approved by Atty. Kramer,this may be placed on the 1-28 council agenda. There was a request for clarification of fees pay back and with tax reduction. Greenbriar Pond-The Parks Board has agreed to accept the pond with some additional funding placed into an SSA. A quote is needed as to the maintenance costs and those monies would be placed into the SSA. Blackberry North Transition Fees-This is a request for a reduction of the School Transition Fees. This is something that will have to be reviewed. There is not a policy with regards to the fee reduction and the waiving of these fees. This item to be placed on the EDC agenda. Alan Norton reduction of fees-Land Cash ordinance fees to be paid in thirds. There are 26 units and no improvements to be set aside to parks. Mr. Norton has requested that the fees be paid by permit. This item to be placed on the 1-28 council agenda. New Municipal Building-There is a need to respond to the changed bid on the Municipal building. The lowest bid contractor has made changes to the construction of the building. The question raised is whether it is OK to accept the bid as is or if the architect must revise the drawings for all contractor to rebid the job. This item is to be placed on the 1-28 council agenda. There are architects that will be reviewing the courthouse on Wednesday and Thursday and are to determine if the Courthouse can be repaired and at what cost. Additional Business: Pat Kanally was present at the COW with regards to the Remline annexation. At the Plan Commission meeting they were looking at annexation of both pieces of property. Remline is looking at the Plant only piece of property. There was a question raised with regards to environmental liability to the City. There is currently an air issue with the EPA,that is out of compliance. If the property were ever to be abandoned,would the City become the owner and also liable for the EPA violation. This item to be placed on the 1-28 council agenda, but will not be acted on unless there is something in writing from Atty. Kramer with regards to abandonment and liability. There is a 63,700 bid for a replacement sewer pump. This item may be placed on to the bill list without vote. The traffic signal should be up the middle of next week. There will be a Yorkville Police Officer to help with traffic control at the railroad crossing on route 47 located at Hydraulic St. Chief Graff stated that it is legal for a Police Officer to direct school busses across the railroad tracks without stopping. This it an attempt to regulate school traffic In the morning.
