MAY 7, 1998
MEMBERS PRESENT: Bob Johnson, Jeff Spang, Art Prochaska, Larry Kot,
Richard Sticka, J.T. Johnson, Jim Nanninga, Joe Wywrot, Tom Sowinski, Tony
Graff, Kathy Jones, Cindy Ketcham.
Guests present: Mike McCurdy, Jeff Wigton, Matt Fletcher, Andrew McCall,
Mark Miller.
George Washington Subdivision (agenda add-on)-Mr. McCurdy asked about the
sewer connection for the existing home on the property. He is asking for waiving
of the fee for the sewer hookup. Normally that fee has been waived in the past
to already existing working systems. This item to be presented to the council
agenda for approval. Mr. McCurdy praised Joe Wywrot for his help and
cooperation with all the work being done.
City Hall Floor Plan-Architects were in attendance. There was some discussion
with reference to access for the public when there was a Public Meeting being
held. This access for the public contained a landing and also a turn. Comments
were made that this may prove difficult for certain persons that may wish to
attend. There was a concern with reference to an emergency exit that would
have a straight stairway and maybe that it would be an open stairway to allow for
additional natural lighting. There was concern with the 5 foot high wall and the
permanence of those walls. it was felt by some of the alderman that these walls
should be temporary walls so that they could be moved, if necessary, for future
expansion and reconfiguration. Open offices are budgeted with partitions.
There was also a question regarding the security for the city offices, when the
city office was closed, but there was still public access at the police department.
A question was also raised on some storage for the city alderman and all of the
files that they have obtained through out the years.
Alderman resignation-A letter of resignation by Alderman Stafford, was read by
Mayor Johnson. Alderman Stafford's resignation will be effective as of April 30,
1998 as he is moving out of the city limits. Mayor Johnson commends his
service and states that he will be missed. There is a need for a Ward 4
alderman.
The March Police Report to be placed on the May 14 agenda.
Weather Warning Siren Update-The old fire siren has been changed so that it
can be used to assist in weather warning. When the sirens were tested
Tuesday, it was found that the south siren can be heard north to the swim club,
overlapping with the north siren area at the high school, and south to the

industrial park. There was an extra $600 cost for cabling. The old cable was in
need of replacing and the total cost to switch the siren came to approximately
$5,300.00.
Kane County Council of Mayors-Engineering for the project can not be done by
in house engineering, they must be I.D.O.T. authorized engineers. The grant
has been approved as stated with an in house engineer. There is a need to
authorize an engineering firm to draw up the plans. Estimated costs for the
engineering firm is $8,000.00. It is necessary to do now or extend the project to
the 99/00 budget. Tony can write a fetter that we will review engineers and let
them know in Nov 98, what the decision will be, to see if the project will go to bid.
Bicycle Patrol Proposal-This proposal was presented in April at the Public
Safety. Use of bicycles for special events or in troublesome neighborhoods.
Ear pieces are needed for radios. Aurora Bike Club will donate 2 bikes and the
equipment. Peddles& Spokes will donate the extras equipment, such as saddle
bags, etc. There will be training the week of June 21 - 26. Community policing
with supplemental policing more so in the trouble areas. Interaction with the
young people are an extra benefit. This would be financed with budget hours.
Cops unit support system maybe replacement some of the neighborhood watch
programs, at the least enhance them. This program would be in effect during
standard watch hours, not extra or overtime hours.
Sewer Rate Study-Plan A is a flat rate that changes from $12 to $18, or an
additional $3 monthly. This increase would be used toward capital
improvements and maintenance. Build up funds and then begin with repairs
after that. Funds would be going to grouting some of the sewer lines on the
south side, then the north side, eventually repairs to the manholes. It is
important to show the city residents where the increase of revenues would be
going to and show in the progression of the repairs. There is a need to revise
the April 23 memo for the 5 year plan are to where the funds would be
distributed. If satisfactory, place on the 5-14 council agenda for vote.
The March Water Report to be placed on the May 14 council agenda.
Intergovernmental School Agreement Renewal-See the attached handout and
this item will be placed on the May 14 council agenda.
Park signs-Looking to purchase or construct signs for each of the parks. The
parks will have names. Some of the property when presented to the city was
given with name stipulations. That information will have to be researched. The
intention is to dedicate the names and the parks by resolution to be presented at
the Park Board meeting Monday night.
Sanitary Agreement-Ralph didn't see any problems with the revisions and will be
sending the agreement to the sanitary board members for their approval. This
will be placed on the May 14 council agenda.
Erdmann Contract-EDC recommends the 1 year contract with Ms. Erdmann.
The contract is the same as the last with the same pay, just the dates have been
changed appropriately. this item is to be placed on the May 14 council agenda.
Codification-Update-still have 2 questions to be answered. Jim Nanninga is
hoping to send on Friday May 8.
Purchase Policy-dated 10-30-97 is to be revised, updated and sent to the
attorney. This item is to be placed on the May 14 agenda.
Health Insurance Update-Have met with three of the four firms. the forth firm will
be interviewed. A special Administrative meeting will be held to review all
applicants.
MFT Resolution-need to have a resolution for funds to be used for the project at
Route 47 and Countryside Parkway. $80,500.00.
Detention for New City Hall Site-There is a possibility of creating the detention
area for the new city hall. It would be a cost of approximately $7,000 while the
landscaping is being done at the High School. If the city waits until the
determination is made on the city hall site and then put in the detention area, it
may cost up to $11,000.00. It was suggested to use the High School Contractor
so that there would be no conflict between two different contractors. This item
will be placed on the May 14 council agenda.

Intergovernmental Agreement To Provide Police Liaison Officer
To Yorkville Community Unit District Number 115
THIS AGREEMENT is made on April 27 , 1998,between the United City of the
Village of Yorkville(the "City")and the Board of Education of Yorkville Community Unit District
Number 115, Kendall County, Illinois, (the "District") located in the State of Illinois.
WHEREAS,the Illinois Constitution provides that units of local government and school
districts may contract to share services through intergovernmental agreements, Ill. Const., Art. VII
sec. 10 (1970); and
WHEREAS, Illinois statutes provide that public agencies may share powers through
intergovernmental agreements, (5 ILCS 220/1 et. seq.); and
WHEREAS, THE City is a unit of local government, Ill. Const., Art. VII, sec. 1, and a
public agency, (5 ILCS 220/1) and the District is a school district, Ill. Const., Art. VII, sec. 1, and
a public agency, (5 ILCS 220/1); and
WHEREAS,the District desires to have services of a police officer available throughout
the Yorkville Community Unit District#115, Yorkville, Kendall County, Illinois (hereinafter the
"Schools"); and
WHEREAS,the City has determined it to be in the best interests of the City to provide the
services of a police officer at the Schools.
NOW,THEREFORE,in consideration of the mutual covenants contained herein the City
and the District agree as follows:
I. SERVICES PROVIDED
A. The City shall provide a police officer (hereinafter the "Liaison Officer") to the
District to perform services as identified in Exhibit A, titled Yorkville Police
Department General Order Number 98-101 and other services as may be agreed
to in writing by the parties.
B. The Liaison Officer will prepare a monthly calendar and provide a copy for the
principles and Director of Instruction. (L--J

C. The City shall provide assistance with overall security evaluation of school grounds
and activities. The Police Department will provide traffic control at the
beginning and end of school each. The specific details to develop a traffic plan
shall be agreed to jointly by the District and the Police Department.
II. EMPLOYEE OF THE CITY
The Liaison Officer is the employee of the City and is supervised through the Police
Department chain of command. All activities of the Liaison Officer shall be taken as an
employee of the City, pursuant to all applicable laws and Police Department rules and
regulations.
III. COORDINATION OF SERVICES
The Chief of Police and the District's Deputy Superintendent shall coordinate the provision
of services required by the District pursuant to this agreement.
IV. PAYMENT

A. The School District shall pay the sum of $17,100.00 (seventeen thousand one
hundred dollars) as payment to the City for services required pursuant to this
agreement. The payment shall be made in two(2) equal installments,on January 1,
1999 and March 1, 1999.
V. SERVICES TO BE SUPPLEMENTAL
The parties agree that the services provided by this agreement are in addition to general
police services provided by the City in the regular course of operating its Police Department.
VI. AMENDMENT
This Agreement may be amended only in writing with approval of both the City and the
District.
VII. GOVERNING LAW AND SEVERABILITY
This agreement shall be construed in accordance with the law and Constitution of the State
of Illinois and if any provision is invalid for any reason such invalidation shall not render
invalid other provisions which can be given effect without the invalid provision.
VIII. EFFECTIVE DATE,TERM OF AGREEMENT AND TERMINATION
This Agreement shall take effect on , 1998, and shall remain in effect until
June 30, 1999 or until canceled by mutual agreement of the parties, or until canceled by
either party by written notice of one party given to the other sixty(60)days in advance of the
date of cancellation.
IX. NOTICE
Notice of termination or request for amendment of any term of this Agreement or for any
other reason must be in writing and delivered by one party to the other at its administrative
office either personally or through the U.S. mail, postage prepaid. Any notice sent to the
City shall be directed to the attention of the Mayor with a copy to the Chief of Police. Any
notice sent to the District shall be directed to the attention of the Superintendent with a copy
to the Deputy Superintendent.
X. EXECUTION
This Agreement shall be executed in a sufficient number of counterparts so that the City and
the District shall each have a copy of this Agreement containing original signatures. Each
of the counterparts shall be executed by the City and District and all the counterparts shall
be regarded for all purposes as one original and shall constitute and be but one and the same.
IN WITNESS WHEREOF, the undersigned duly authorized representatives of the City
and District have caused this Agreement to be executed.

Purpose
The purpose of this General Order is to provide guidelines and procedures governing the operation and
responsibilities of the School/Police Liaison Program and Officer.
Policy
It shall be the policy of the Yorkville Police Department to help establish the School/Police Liaison
Program with basic objectives and goals, through inter-agency cooperation and parental contacts, in an
effort to reduce juvenile delinquency and anti-social behavior among our youth.
1. Objectives And Goals
In establishing the School/Police Liaison Program, four basic objectives and goals will be paramount in
its function.
A. To establish maximum communication between the schools and the police department and
to provide necessary leadership in an effort to reduce juvenile delinquency and anti-social
behavior among our youth.
B. To create a healthy attitude of students towards law enforcement officers by establishing
close personal relationships between police liaison officers, students and their parents.
C. To prevent juvenile delinquency and minimize anti-social behavior by early detection,
consultation and taking corrective measures before the child becomes incorrigible.
D. To establish and provide for excellent community relations through inter-agency
cooperation and parental contacts by projecting the role of the police officer as one of
service,maintaining the idea that police are serving the community and do not necessarily
function to oppress individuals.
II. Liaison Officer Selection
A. The selection of the police officer for this specialized field shall be an officer with a
genuine interest in the community. Furthermore,the selection process shall include the
School District staff as determine by the Curriculum Director.

B. The officer shall be able to: ,
1. Exercise quiet self control.
2. Be sympathetic towards the cause.
3. Be firm in his/her decisions.
4. Be intelligent in his/her choice of words.
C. The officer must be a tireless worker who, through demonstrated interest, experience and
educational background,is able to relate to youth,their parents and other interested parties
in an effort to attain the goals of the program.
11I. Duty Hours
A. The Officer is assigned the same hours as Yorkville High School operation hours and
administration hours and the officer's time will be spend in school-related activities.
B. The payment will be agreed upon by the Yorkville Community Unit #115 and the
United City of Yorkville through an intergovernmental agreement.
C. The School/Police Liaison Officer will take all of his/her vacation, holiday and
compensatory time off on non-teacher attendance days.
1V. Job Description
A. One of the major duties of the School/Police Liaison Officer is to detect and prevent
delinquency at the onset. Through understanding, guidance and consultation, he/she will
attempt to prevent delinquency before it happens and,by early detection,prevent anti-social
behavior from becoming incorrigible.
B. The School/Police Liaison Officer shall:
1. Establish a close working relationship with school officials,teachers,parents and
students in the Yorkville Schools to which he/she is assigned.
2. Take appropriate action on violations of the law that occur within his/her assigned
area involving students.
3. Initiate criminal(felony and misdemeanor) investigations as deemed necessary by
higher authority from the police department.
4. Work closely with the school administration and teaching staff and assist those
members concerned with conduct, counseling and discipline.
5. Investigate all criminal and quasi-criminal acts which occur during the regular
school day and would heretofore have necessitated the dispatch of a patrol unit.
6. Establish an "open door" policy to all students who wish to consult with him/her
on matters of law enforcement,juvenile matters and such other matters deemed
important by the student.
7. Serve as a guest instructor in areas where his/her expertise is needed and
appropriate.
8. Maintain contact with parents, or students, in need of guidance and through
consultation, establish genuine interest in the welfare of the student.
9. Investigate complaints involving school youth and make recommendations for
remediation and/or correction.

10. Work Closely with such other agencies in a position to assist the youth, and/or
his/her family, in taking corrective action of anti-social behavior.
a. Considered shall be the courts, social agencies, church, mental health
organizations and others.
b. All outside police departments will meet the School/Police Liaison Officer
before meeting with any student.
11. Develop mutual respect and understanding between the students and the police
officer.
12. Perform other related duties as assigned or as appropriate.
13. Carry a police department pager.
14. Submit an annual report to his/her supervisor and the School Curriculum
Director for all activities completed. This report shall be submitted by June
15th.
15. Wear soft clothes(relevant to the school district dress code policy)unless otherwise
advised by the school district or police department.
16. Prepare a monthly itinerary for scheduled activities, training, meetings, and
out of school district activity. This itinerary will be submitted to the
Administrative offices of the district.
C. The School/Police Liaison Officer shall not:
1. Enforce or assume authority in matters involving school rules and regulations.
2. Remove a student from the school premises for alleged criminal activity without
the knowledge of school authorities unless the urgency of the situation so dictates.
3. Wear his weapon in a visible manner.
D. The School/Police Liaison Officer shall document his/her activities and prepare reports as
deemed necessary by higher authority.
E. This program will be monitored and evaluated on a continuous basis for purposes of
upgrading and improvement. The Liaison Officer will be evaluated by the Yorkville
Police Department and Curriculum Director on annual basis no later than June 30th.
Through periodic review and critique by all officials involved,procedures will be improved
and progress measured.
1. This can be accomplished through a survey process.
F. It is the intent of the Yorkville Police Department to do all within its power to establish a
harmonious close working relationship with students,their parents and school officials in
an effort to take positive action and provide the necessary leadership, in order to reduce
juvenile delinquency and anti-social behavior by tending to those in need in a courteous and
professional manner.
G. To provide prevention and intervention programs as deemed necessary by the Yorkville
School District and the Yorkville Police Department.
V. Compliance
It shall be the responsibility of all officers,supervisors and administrative personnel to comply with
all sections of this directive.
Vl. Effective Date
This general order shall be effective until June 1, 1998. f
