There was discussion at the start of the meeting with regards to the competence
and qualifications of the architect that is being used to create the design specs.
for the new city building. The original architect that was presented and chosen
is not available to do the work for the city and an alternate architect is handling
the work for the city. His certification of insurance was in question. It was noted
that Errors and Omissions Insurance is a must have item. When the "adhock"
committee initially chose this architectural firm, the qualifications were based on
a particular architect, and this has changed. Does the second architect have the
same qualifications as the first? It was suggested that the "adhock" committee
re-rank all of the architectural firms to be sure of their qualifications, and note if
they have experience in residential or commercial buildings.
B-3 Zoning -A need to modify the height limitations of the buildings. B-3 is
currently set for 25 feet, even though B-2 is at a limit of 35 feet. The issue is for
B-3 to conform to the same height as B-2. If there is a change to B-3, this would
also change B-4. The B-4 height states that it is the same height as B-3 zoning.
Fire Chief Hitzeman and Building inspector Bill Detemer have both been
consulted for their professional opinions. Both men felt that 35 feet is
appropriate. There is a published public hearing for this item that is scheduled
on March 19. This item is to be placed on the March 24 agenda.
Tornado siren -There was some discussion on the funding to update the current
weather warning siren. Alderman Kot brought up the possible use of the current
fire siren. The cost to "re-do" the fire siren to a weather warning siren would be
about$5,000.00 or less. The sound will be similar to the siren already in
existence, so that the sounds will penetrate well for notification. The fire
department has said that they will give the siren to the city. To leave the siren
and the tower where it currently is or to move them to the Beaver St. pumping
station location, is also another question raised. The power is there and the cost
would be in the moving. Fulton was giving ideas last year at a cost of
$80,000.00 to update the system in relation to the growth in Yorkville. This item
to be placed on the agenda for March 12 agenda.

There will be a School Board meeting on Monday at 7:30 PM.
