COW Minutes 1998 02-19-98 CITY OF YORKVILLE COMMITTEE OF THE WHOLE FEBRUARY 19, 1998 MEMBERS PRESENT: Bob Johnson, Art Prochaska, Richard Sticka, Larry Kot, Jim Stafford, Kathy Jones, Richard Scheffrahn, Tom Sowinski, Greg Sibenaller, Jim Nanninga, Dan Kramer, Cindy Ketcham. Guest: Jeff Wigton The January Water to be placed on the 2-26 agenda. A question was raised on the per capita usage. Daily per capita average usage is 128 gal. White Oaks Unit#4-The question was raised with regards to the sidewalks. The council would like a re-affirmation on this issue. Atty. Kramer felt that this would not be a problem. This item will be placed on the 2-26 agenda. Treasurer Report-There was some discussion held with regards to the figures on the Trust and Agency account. There will be an audit evaluation on the past numbers and where they originated from. This item will be placed on the council agenda 2-26. January Building report has a new format and was distributed to the council. This item will be placed on the 2-26 agenda. New Fire Station-There was much discussion on what fees would be charged to the Fire Department. The development fee would be waived, but the city engineers hours would be assessed at the straight city charge. The recapture fee would have to be charged and the fire department is aware of this. A water meter would be placed on the regular daily usage line. The 2" line would not be metered. The estimation of the total fees to the fire department would be around $14,100. This item will be placed on the 2-26 agenda. Additional Business: Jim St. Jules has resigned from the Planning Commission. Tom Mizel has volunteered for the position. He has a Masters Degree in Industrial Management and has lived in Yorkville for several years. Also the recommendation to re-appoint Jack Jones to the Planning Commission. This item to be placed on the 2-26 agenda. A Riverfront meeting to be held on 2-23, 7:00 at the Beecher Center. A question was raised if a"Morton" building would be cheaper to build. The wood chipper is still available. A meeting to be held with J. Stafford, J.T., and Mayor Johnson. This would determine what the dollar amount would be to bid for the machine. Some discussion was held with the new Radium/Water content situation. It was expressed that it is very important to look into this matter with letters and contact to our congressmen, both state and national. We need to check if there will be federal dollars available to correct this problem. We also need to have it determined as to how to measure the radium, what the level contents can be and how fast the corrections need to be done. The appropriate information needs to be collected and brought back to Public Works. An update on the accident at Route 34 and Center Parkway. There is an ongoing investigation being done by the Illinois State Police. All of the law enforcement departments are working well together to bring this matter to a close.
